No, SAO shouldn't have been a fucking parody comedy.
It should have closely followed the source material instead of making it a shitty harem anime.
As for the plot hole, dual wielding swords is much harder than dual wielding axes, so it could be assumed- because the maker of SAO wasn't that much of a fucking retard- that the dual wielding perk only applies to swords.

02: Kids from the first series sell drugs to annoying little shits and those kids come back with annoying little monsters. It sucks. Fuck 02.
Tamers: Kids find monsters and do kid and monster things. Then they go on an acid trip and come back to see a Lovecraftian horror devouring the world.
Frontier: Two dimensional kids take alien monster steroids and beat up monsters. It also sucks.
Savers: Marcus punches the equivalent of a Vampire God, which topples over and kills three more behind it. Marcus is awesome.
Xros Wars: Kid goes on acid trip and ends up commiting various war crimes with his pet monster.
V-Tamer: Kid has an acid trip and ends up killing several gods for fun.
