If I remember from the anime, Edolas controlled basically the entire world. So an army wouldn't be completely necessary except to quell rebellion, which is bound to not be uncommon in a kingdom that large. And I feel like it'd be hard to get a large enough voluntary army to keep order all over a landmass that size, especially with how they don't have modern medicine and thusly likely have a population of only 400-or-so million (Bassed off estimates of 1400), which is a lot, but I don't think you'd get a volunteer army large enough to maintain order all over the world like that. So the army would likely either be draft, or you get payed reasonably well for being in it Edit:

I missed this when you first said it, but yes, you needed to do James.
Actually I know a lot of veterans and you'd be surprised by how fiercely loyal most soldiers are. Though it is more so towards their immediate CO than a General or something. But still, the concept applies. Most soldiers, at least in the United States, are disciplined and loyal to their comrades.
That's mostly due to the fact the US army is a Volunteer army, I was more speaking to the armies of the era Edolas seemed to be in, which was roughly mid-dark-ages/early enlightenment era. So at that time, armies were generally mercenarial, and thusly more loyal to money than people. But I get what you're saying. And I think you're still implying that, ultimately, to your average grunt it doesn't matter who the overarching General is (Other than the President, who's commander-in-chief) I should've worded my previous post better, sorry if I offended anyone who read that.
That guard talking to Pen seems to fail to realize most of any army is loyal to their paychecks, not their commander.
