My god, how do I mix up this stuff so badly?
I'm willing to give this a go. BUT... Question #1: What kind of universes are going to appear? (Is it mainly anime? Or comic? Or TV show?) Question #2: Can a player have more than one character?
#1. For the most part, you're going to be working with any universe that would logically gel with a unified civilization. So, there'll be universes from all forms of media, but you won't be going right into something like Warhammer 40k or Mad Max. #2. Of course players can have multiple characters. The Peacekeepers are a massive force, and there's multiple "chapters" of Sentinels. I have no doubt in my mind that this premise has been done before. Multiversal settings are a mainstay of RPGuild, and everyone wants to play the 'good guys'. I'll allow any kind of character, so long as they'd logically make sense in a primarily political climate. Judge Dredd and Teyrn Loghain would make some semblance of sense, but guys like Sylar and Light wouldn't, you know?
The multiverse is wild and untamed. Universes defined by insane conflicts between warmongers prey upon universes defined by global harmony and bliss. The horrors of narrative causality cause once-logical worlds to spiral into madness working on its own rules. Beleaguered factions of exiles and corporatist entrepreneurs desperately attempt to eke out an existence in lands wholly foreign to them. At the center of this all, is you. You are a member of the Guardians, a benevolent group of universes designed to protect and unite the multiverse, even at the cost of their own lives. There are many thousands of universes working with the Guardians, and each of them understands the gravity of the multiverse. Though it is unlikely that peace will ever come to the multiverse, the Guardians are entirely willing to make it so. You are members of the Peacekeepers, designed to ensure the universes under the Guardians' watchful eye remain safe and secure. You will have to deal with both intra-universal conflict and vicious dangers working from within a universe's borders. Your job is hard and thankless, but it is vital for the inner workings of the Guardians. If the Peacekeepers were to fail, the Guardians and their universes would fall like a house of cards under a mighty gale. Greatest among the Peacekeepers are the Sentinels. The Sentinels are recruited from the best Peacekeepers, known for their phenomenal strength, valor, intelligence, and magical powers. You are quite possibly the finest division of Sentinels the Guardians have ever seen. Don't expect to be given the easy jobs... New universes routinely come into the fold of the Guardians, and as Peacekeepers you are expected to ease them into their position amongst the rest of the Guardians' universes. This will be a very challenging prospect indeed, but will almost certainly be rewarding. The Peacekeepers are not only unbeatable fighters, but they are fantastic diplomats! The Peacekeepers are headed by an enigmatic figure known only as "The Judge". The Judge rarely speaks, preferring to give orders through his many disciples. The upper echelons of the Peacekeepers take on a strangely theocratic bent. It seems the Peacekeepers hide a dark secret... The multiverse is a deep and terrifying place, with a terrifying secret lying behind it all. Chaos will run wild, if you slack off for even a moment. Will you be able to defend the few bastions of order within the multiverse, or will you fail and crush civilization's last hope for unification? The choice is yours. In effect, you are a cop. Your job is to protect the multiverse from all sorts of dangers.

Ethnicity/country of origin: Northern Russian Rank: Komandir otdeleniya (lit: "commander of branch", a squad leader) Method of getting powers: Surgery (Trepanning, specifically) Experiment or recruit?: Recruit Powers & their limits: Friction Control: Kelvin can control the friction between objects mentally. If he can visualize it properly, he can manipulate its friction on a molecular level. With enough concentration, this allows him to make an object slide at a constant speed or stop on a dime. Notably, this does not exempt this object from the other laws of physics regarding energy transferrence, meaning that suddenly stopping an object will inflict just as much kinetic force on it as if it rammed into a wall. Temperature Control: Due to the fact that the vast majority of all heat is caused by energy released due to friction between atoms, Kelvin is capable of controlling the temperature of an object. This takes significant amounts of concentration. State Control: Due to the fact that molecules that are colder due to them not reacting as violently to friction and vice versa, Kelvin can alter the state of matter by controlling its temperature. This takes some time, especially for elements that are gaseous or plasmatic at room temperature. Physical Fitness: Kelvin's been eating his Wheaties every day, and thus meets the Russian military's standards for physical fitness. He is as capable as a human being at peak fitness, and rocks an even farmer's tan. Personality: Kelvin is very laid-back, often spending his spare time relaxing and conversing with his friends. He has a moderate sense of duty, and a short temper in the battlefield. If he faces significant opposition, Kelvin has a worrying tendency to give up and attempt another plan of action. Most importantly, Kelvin is extremely loyal to his friends and superiors, but will not hesitate to scorn and shun them if they mess up sufficiently. Kelvin will put the security of the mission beyond the happiness and plans of his allies. Backstory: Born in Arkhangelsk Oblast in 1984, Kelvin's family was hit hard by the Soviet Union's rule and hit even harder by its fall when Kelvin was 7. After spending much of his childhood in near-vagrancy, Kelvin joined the army at the age of 18 after graduating from high school. Though he demonstrated excellent fitness and devotion to his duty, Kelvin never demonstrated clear enough skill to become anything more than a squad leader for a small platoon of contract soldiers. After being sent to the Ukraine, Kelvin demonstrated no more valor than he had demonstrated in Russia's previous campaigns. It was only through sheer luck that Kelvin and his platoon were with NATO forces when the aliens attacked. Fighting valiantly, he and his allies eked out a safe zone long enough to be evacuated to the hidden UN military base in Jerusalem. Equipment: Kelvin is equipped with a military uniform as is standard for Russian Armed Forces members. His primary weapon is his standard-issue AK-12 and GSh-18. Though these guns may seem mediocre compared to the magical armaments used by his peers, Kelvin has trained himself to unconsciously manipulate the kinetic force of the bullets, ensuring that all forms of resistance are negligible for all of his bullets. Kelvin carries a large amount of keepsakes, mostly trophies taken from noteworthy enemies and friends during his many years as a soldier. Kelvin is not above using any tools he is given, though he does balk at experimental technology.

As the elevator trundled steadily downwards, the commandos took their spare time checking their equipment and talking amongst one another. Jack Morgan spoke first, "Ammo check, everyone. Don't want a repeat of the Proto-Neo-New York incident." "Five mags, half-empty on this one." "Got four." "I'm down to one. David, hand me one of yours... thank you, sir." "I've got three clips." "Magazines." "What?" "They're called magazines." "Oh. I've got three magazines." "Two." "Uh..." "Let me do it, Arby's. You've got four magazines." "Thanks!" "I am carrying fourteen magazines." "How the fuck--" "The augmentations of the Secreta far outstrip your own." "I've got three magazines. Emperor willing, I will not waste them." "And I've got five. Is that everyone?" "I think so." "We should be good for now. We're just about done here." Jack Morgan looked to Hampus, who was leaning unsteadily against the elevator's rail. With an air of pleasant camaraderie, Morgan spoke to him. "Hey there, wizard. You look like you can handle yourself well. Which corporation are you working with?" Hampus gave Morgan a blank look. "What's a 'corporation'?" "Well, you've seen how the higher-ups act, right? Completely insane, no idea about how to manage logistics, that sort of thing? Well, we little guys like to group up and do this stuff for them. And if they decide to get uppity and start smacking around their minions... well, let's just say these people tend to suffer from horrifying accidents in the field. I can hook you up with a good buddy of mine, his name is Takahara. After this mission, we'll be set free to replenish the platoon, so we'll have plenty of time to talk. Sounds good?" Hampus nodded. The idea of getting protection against anything was immensely attractive to him, so Morgan's words oozed into Hampus' mind like sweet honey.

I strongly suspect people just aren't noticing you because you've leaped onto the "villain has a secret lab" bandwagon without giving people a chance to get in on the action.
A wizard whose magic is summoning video game stuff and some generic offensive spells like fireballs and stuff.
