The largest issue I see is the nature of the weapon itself. As a cudgel, the point of the thing is to hit stuff with it with enough force to damage the target. If you put a barrel in the middle of it, then it is invariably going to bend after enough use. That could cause it to violently backfire. Now, ES does have some unnaturally strong metals, like ebony, but they are expensive, hence the scalability issue. Morphing the design into a blade instead of a cudgel would likely negate that issue, since it wouldn't stress the barrel as much, but you would end up with a weapon that is less effective at range than a bow, and more clumsy than a normal sword due to the excess weight. Being the first version, that is to be expected, though in reality, gun swords were a thing that never really took off, apart from bayonets.
Beyond my aversion to the idea, there is a legitimate issue I see with the design, mostly in terms of scalability. I think I'll have Sharee mention it.
I'm referring mostly to word choice here, though guns in ES are never something I've really approved of. The developers have never been keen on including them, and I would say it breaks the theme.

I don't think he assumed it was weak. Rather, he assumed that even the strongest telekinesis could lift over a hundred pounds. I know a vampire lord can do that, though they have the power of blood magic backing them up. Ultimately, if one can do that, it wouldn't be a walk in the park. The mage would have to exert considerable effort to lift that kind of weight and sustain it.

Sharee readjusted herself once Malakaus joined her in the boat and shifted the weight distribution. Considering the size of the chest Malakaus found, she wondered if the rowboat would be able to handle the weight of the ingots and everyone else. One or two of them might have to swim, and as much as she would have just liked to sit back and relax, it would probably need to be her, since she could easily keep up. Regardless, Malakaus' mention of her alchemy caught her interest, both because it meant he probably had some sort of idea, and because it meant she could brag about her abilities. Of course, she guessed he probably wanted to weaponize some of her alchemical creations for the ship, which was something she had thought of doing. If she could get her hands on enough fire salts, another ingredient to catalyze it, such as imp gall or dragon's tongue, and ingredients to cause the vaporization, such as ectoplasm, spiddal stick, or wisp essence, she could easily make their ballista bolts a bit more explosive. With a similar set of ingredients, she could also do the same with ice, lightning, poison gas, or any other number of effects.

I would like to point out, that container of ingots must be very large.
Meesei understood Janius' worries, as she shared them herself. To persuade such an unsavory group of people would be difficult, to say the least. Not to mention the fact that they would be in considerable danger for as long as they were in the cult's lair. "That is a difficult question, I will admit. Hircine gave me no insight in how to deal with this cult. I believe that, above all, information will be key. I know enough about Molag Bal's servants to know what they might respect. Also, I do not believe the Daedric Lord himself is likely to become involved, as Hircine's concerns seemed to be solely focused on his followers. We might try demonstrating our strength to show that Vile's servants would be easier targets, or perhaps providing them a service to show that we can be allies, or both. Should that fail, we will need to find a way to eliminate them, which I suspect would not be as easy as charging in through the front door."

Both Ahnasha and Kaleeth seemed to be nervous at the revelation of their new mission. For Ahnasha, she shared the same fear as Fendros that it would be dangerous to bring Rhazii anywhere near these cultists. They couldn't just ignore Hircine's orders, but there was no way she was going to allow her child into a lair of Molag Bal's followers. Someone would have to stay behind to watch him. For Kaleeth, her fear originated from the fact that she did not actually know who Molag Bal was, but she did not want to interrupt to ask.
