Oh and how strong is her air stuff now?


I've tabbed it at about a Level 3, though it depends on how recently she's used the Level Upper. So she can create jets of air where she touches, with some ability to control when they go off and the power of it, but not as strong as the stunts a Level 5 could pull. It is possible that the Level Upper could make her stronger though if she tries.

Is this alternate universe perhaps based on the visual novel?


I'm going to assume not, since I didn't think the early Scientific Railgun stuff was in the light novels. So, as far as I'm aware, a complete invention of my own.
@Flamelord I haven't seen much of the Railgun anime but from what I remember Ruiko's a pretty nice girl.

Here she seems pretty pissed off and threatening. What happened? o;


An alternate universe happened ;)

Specifically, this Ruiko is from the culmination of my own home brewed version of the Level Upper arc, intended to make it...better/have an actual point. Because power is a hell of a drug, especially for the powerless, the road to hell is paved with good intentions, those who have gotten power where they had none previously are unlikely to willingly give it up, particularly because someone who could basically get away with murder if it weren't for her sense of morality wants it, and because once you're drawn into the Dark Side of Academy City, there's no escape.

Normally yes, she is a pretty nice girl. But you're not catching her when she's 'normal'.

Oh, also being dumped into the multiverse and having the first person she meets be this very imposing/threatening alien doesn't help :p
Would be funny if Ruiko sucker punches Saber as he tries to be all moral here.

He survived being submerged in lava, then being in a volcanic eruption, getting launched into orbit by said eruption, and then floating around the earth for something like 70 years (iirc). So, a lot.

I think you just missed my point entirely, but I don't mind.

Also, um, I'm fairly certain that Ea is the closest thing he has to a 'destroy universe' phantasm, since it returns the world to the state it was before creation. Also, altering reality is chump change in Type Moon, since people alter reality to their whims all the time.

Also, perhaps skip out on his more bullshit weapons? Like the chain that freezes time, space, and reality itself? Or the cat of nine tails that fires nine continent-destroying beams?

Ruiko Saten

Ruiko shifted as she saw the new arrival, the guy she hadn't noticed before, and she made sure that he wouldn't have an easy shot either. He might look friendly, but she knew better than to trust appearances only. Having been drawn into the Dark Side of Academy City, she was way too smart for that now. So she remained cautious, ready to fight or flee even as he tried to persuade her around.

Glancing between the two, she dismissed Saber as the taller fellow began to talk, since he was obviously the one in charge here, and the more immediate threat. "Never heard of them," she replied tersely, as he claimed to be an....'Ethereal'. Whatever that meant. She certainly hadn't heard any rumors of such things. Of course, she didn't believe the 'not here to enslave' schtick one bit, since if they had any common sense and knew she was an esper, they wouldn't admit it to her. That would just be silly.

"Of course you do," she said then, still ready to act. "I'm an esper who worked with Kihara. Academy City isn't the biggest fan at the moment." Any nation would spring for what espers they could get, and at this point as far as she knew Crowley and co wanted her dead for the whole Level Upper business.

What she was not expecting, though, was the mention of that familiar name, Misaka Mikoto. Her breath caught, her gaze narrowed, and anger swelled inside her as Ruiko resisted the urge to immediately lash out with her powers. Mikoto was working with these freaks? How? Why? Were she not so infuriated, she might have almost laughed. "Sure," she growled, that familiar adrenaline rush returning. "Let me meet her, so I can punch her in the face like she deserves."

Yep. Just without the youth restoration abilities, strength boost, or the insanity (It's much more gradual, depending on how often you use it)
