Alright so I just made it that Chen's mother sold a lot of Ninja tools and gear to the city, so the Council believed that if Chen was kicked out then he would take his business elsewhere. Does that make any sense? Also I would say that Chen doesn't make a lot of progress in Water Style Ninjutsu.

I totally understand all your points.

Your first point I would like to address. Would it be a possibility for the Chideta clan to be famous? That way they kept Chen around because he was important as a figurehead of sorts. I was kinda iffy too on how I could make him important. If you have any suggestions I am totally open to them. Also, yes I did draw inspiration from Kakashi when creating Chen.

Your second point is much easier to address. The only jutsu he's "mastered" is wind. The other two it's just that he as those for just in case situations.

Chen's hair is very blue. People always ask him whether it's natural for his hair to be blue. After giving the person asking a solid beating he will say yes. It is most certainly supposed to be blue and yes he does use conditioner. His eyes are both orange and he has a scar covering his right eye, he covers that with his bangs.

He is about 5"5 in height and He refuses to say how much he weighs. Not that it matters when you have Ninjas like the Akimichi who can pound you into a bloody paste with their fat. Either way he's pretty skinny. He has a tattoo of a wolf on his back and several tattoos of wires surrounding the wolf. He has scars all over his body, but what experienced Ninja doesn't?

He looks like he's maybe 18 years old, but who knows with Ninja? Maybe he's 80?

【Personality】
If I were to describe Chen professionally he is a perfectly sane individual. He gave all the right answers to my questions and he is a textbook case of a loyal Konohagakure Ninja. He doesn't show any signs of wanting to defect, nor does he show any want to kill fellow Konohagakure Ninja. He is a model Ninja. This is why I decided to investigate him personally. The results I found were shocking to say the least. I would now describe him as a sociopath with a want, no a need to be stronger. He is rude, constantly annoys and borderline tortures others mentally for fun, talks about killing whenever he gets the chance and is likely to do almost anything in the pursuit of power. He is manipulative and cunning, which for anyone else would be fine. Traits like that in a person like him though, add up to bad news. I can say that he is loyal though and is not likely to betray anyone who he has connected to. But first he needs to make these connections. Please read the paper attached to learn more about my plan to insure loyalty. He seems to be very laidback in social situations and is willing to let others direct the conversation if it is unrelated to battle. He can be classified as an introvert with a INTJ personality. Professionally speaking, I Dr. [Redacted] diagnose Chen Chideta as mentally sound and ready for any missions. Personally I would like to diagnose him as a flight risk with the potential for great harm to Konohagakure.

【History】
When Chen was first born his mother knew he was destined to do great things and that he would affect history in a big way. His mother died shortly later from unknown causes. His father was distant and constantly went on missions leaving Chen with no bonds for the first 6 years of his life. At the age of 7 Chen's father chose to save his teammates life instead of completing the mission which cost Konohagakure a very impose client. Chen's father was disgraced and he committed Seppuku 2 years later leaving Chen with no family.

Chen was put into a orphanage where he quickly withdrew away from other people. He had a normal childhood, he joined the academy at the age of 10 and stayed in the middle of the class grades wise. He probably could've been one of the top students but he realised it would be dumb to reveal his abilities like that. He was a Ninja, not a samurai. If any teacher had really played attention to him, they would've noticed how interested he was in class whenever they talked about killing and fights. A little too much. He delighted in spars and on the final day of the Academy he decided to let loose in his spar. He crippled the child he was up against and made sure that he would never have a career. There was talk of kicking Chen out of the Ninja program but his mother was a major weapons maker and distributor, and Chen had inherited the business. The Council believed that if they kicked him out he would dedicate all of his inheritance to making their lives miserable and would sell to some other Ninja village to spite them. They instead gave him a private Jounin instructor so he couldn't hurt anyone else and so he could be watched. The two of them bonded and Chen knew what it was like to have a father once more. He trained hard under his Jounin instructor and took his first C Rank about 2 months later. It was a routine escort mission to the City of Waves, or it was supposed to be anyways. They were ambushed by several Nuke-Nin who were hired to kill their client. The Jounin was massacred and Chen was critically injured. He was found by passing civilians and taken to the hospital. He awoke a week later and pledged to become strong enough to never let anyone take away his precious people again. He trained for 4 years and was promoted to Chunin at the age of 18.

Chen had no family for most of his childhood and at the age of 8 lost his only family. He had no real connection to his father so he didn't care too much when he died.

【Fighting style】
Chen uses Futon Ninjutsu and Kenjutsu in tandem with one another. He will blow his opponents away, kick up large clouds of dust to use as cover, and is an expert in inflicting really painful injuries. Not even threatening injuries, just painful and distracting injuries. Chen can hold his own in an extended encounter but he can't let his opponent pressure him and get too close. He's more of a hit and run fighter.

Description:
Harikēnbureido is a katana made out of Chakra Metal, which allows it to channel Wind Natured chakra without breaking. It is 23 inches long and has no handguard. The handle is wrapped in bandages which can be unraveled to use as emergency medical supplies. The handle itself is quite ornate and has the kanji for wind on the bottom of it.

Cobalt liked her, she was pretty friendly and a great combatant as well. She didn't snap at him after he burst into the room last night and offered him cookies. Cobalt wanted to continue talking but it seemed as if Emerald had better things to do and cooler people to talk to. "Bye." he said halfheartedly to nobody, as Emerald was already pretty far away down the hallway. He looked around and coughed.

Cobalt continued his walk to Math class with a frown on his face. "I think I was right about my team not liking me." Cobalt muttered to himself as he sat down in his chair. It made sense too, he was a replacement after all. They probably resented him for replacing their old teammate, whoever that was. This was going to be a long year. Cobalt put his head down on his desk and waited for class to start.

A few minutes passed and he began reflecting on his battle with Gren earlier. "I really need some rockets like his. I'm slow as a turtle otherwise. Then again a lot of his speed also came from the lack of friction he had. Maybe I could get some sort of anti grav boots instead. That would be cool." Cobalt pondered out loud. "I should probably make some improvements on the 22 Smasher as well. Acid rounds. Acid rounds would be very useful in damage over time. I should probably be writing this down." Cobalt got out a pen and paper and began writing down some ideas to improve battle efficiency.

Ryan tends not to use Acid Magic much as it his ace in the hole when failing to win with his Requip Magic. It can take the form of liquid or gas but the acid is impossible to control while in gas form.

History: Ryan had a normal life. His parents never died, he wasn't horribly disfigured in a magical accident, he mind wasn't wiped in a horrible kidnapping accident at the age of 12. Actually that last one is completely true.

At the age of 12 Ryan was kidnapped by a dark guild named The Armory. He was to be used as a test subject for their latest experiment. They wanted to find a way to empower Requip Magic so the dimension the weapons were stored in would be endless. In their madness they wiped Ryan's mind and they were all drained of magic during the process. Ryan woke up in the middle of nowhere with only notes on their experiments and his name. Over the course of five years he learned how to use Requip Magic and Acid Magic. Unfortunately he had no idea what to do with this magic. So he decided to join a Magical Guild. The first guild he heard of was Dragon Fang, so he dedicated the next two years to attempting to join them.

After two years of going on various missions in various towns throughout Fiore he was recruited into Dragon Fang and that is where our story begins.

Personality: Ryan likes to mess with people a lot. Every time someone asks him a question about himself he tends to answer with ridiculous answers and he always changes his story, every single time he's asked. He is actually deeply depressed by his lack of knowledge on his own past but he hides it under a goofy exterior. In fights he can be egotistical and arrogant but when he needs to get serious, he gets serious. He is also very sensitive about his 5"6 height, bordering on being a Napoleon Complex.
