There's an update for Dota 2. The Steam servers were sending out 4 terrabytes of data per second when it went live. You can expect problems when that happens.
If that's the kind of weather you're after, move to a maritime climate. In the summers it rarely gets warmer than 35C here and this winter I haven't seen a single snowflake. It hasn't frozen once. It's very temperate.
