In lieu of a properly functioning avatar system, Mahz hands out avatars to people as he sees fit, mostly as a joke. I've been in touch with him a lot since he started rebuilding the site (you can often find him in the IRC channel).
As for motivation, I was thinking of something less savory -- perhaps part of an elven "drug cartel" (and he's just in it for the money).
