I think there's got to be some sort of overarching main villain who is revealed at the end to be an obsessed weeaboo (i.e. crazy anime fan) trying to make the girl accept her destiny by orchestrating all these events. They realise that they are the villain (e.g because they are the dark, emo, and super talented with a dark past. Could even have blue hair so it's obvious) but their story arc can't begin until the girl starts hers, so he spends the entire anime organising these events to get her to accept her role as the hero so he can be the villain.

Bonus: It's the exchange student.
