I have a premise, but need some help developing a plot

This would be my first time running a RP if this gets enough interest / plot building, so I'd like a co-GM or two to help me out, haha. And depending on who expresses interest, I'd be fine making a thread in free or casual. Y'all decide on that last point, basically.

Premise

The premise is a modern world, almost the same as ours. However, reincarnation is a fact of life...for the worst of the worst. In this world, those who commit vile and major crimes against humanity are reincarnated. They’re given a second chance—sometimes a third and fourth and sometimes that second chance can span multiple lives.

These human beings are tyically called paladins. Paladins (in general) believe they’re reincarnated in order to right the wrongs of the past, and they use their power to protect others. That power manifests itself in two ways: 1) the paladin is in peak human condition. They rival Olympic gold medalists in strength, speed, and agility and they’re exceptionally healthy. You'll rarely ever find a paladin with the common cold or even cancer, for example. 2) Many paladins—though not all—have a superhuman ability in addition. This could be as simple as having super strength as opposed to peak human strength or as powerful as telekinesis.

Some, of course, choose to use that power to continue their evil. When they do so, these beings are called shades. Shades (in general) believe that they’re reincarnated not to protect humanity, but to continue punishing it. This is backed by the fact that should a shade continue his evil, he is reincarnated yet again whereas the cycle will end for paladins who do good. Paladins generally believe that this means there is a metaphysical life-after-death, and it’s reserved for those who have redeemed themselves; shades tend to be more doubtful about the afterlife and embrace life as they know it.

Many paladins and shades—though mostly paladins—tend to deal with psychological issues that manifest as depression and insomnia. Typically, they learn of their past lives through dreams. However, it’s seen as strength to simply know your past, to remember it. At the other end of the spectrum of inner strength, it’s seen as a weakness to not be able to recall the past at all.

There are various bars, taverns, pubs, clubs and even cafes run by paladins found around the world. They act as hot spots for the paladin network, and a shade would be pretty stupid to show up around one. However, these vicinities are few and far between, and are typically in large cities with high crime rates. They’re also hard for even paladins to find by chance, but once you find one, you can be easily directed to another.

So I have a pretty solid idea of what the world is like. And if you don't want to do this on a modern time line, we can take this concept and make it medieval or waaay into the future. It's pretty doable either way. But a plot would help a lot in creating a good RP. I just have no idea what to do for one.

To Vivian's dismay, the man remained cautious...and rude. And stingy. She blinked down at the cigarette butt, opening her mouth to point out he shouldn't be littering on a national landmark such as the Washington Monument--not that anyone would care anymore; however, he continued to tell her off. Then, he turned and started walking off toward the west. "Tch. You don't have to be such a prick about it," she grumbled at him before hesitantly stepping after the man.

Honestly, V found herself a bit fearful and unsure of what to do with herself now. The money she had was suddenly useless, and she was used to getting resources from other people. With the apocalypse upon them, she couldn't exactly pick pocket someone on the bus and then skip off to Ruby Tuesday's for a hot meal. "Wait, where are you going? I'm clearly not from around here," she wrinkled her nose in disgust as she paused on the word, "and could use a bit of direction since we're stranded. You seem to have a plan of action of some sort--any advice before you run off and get eaten?"

When the awkward and slightly tense ride was finally over, Kiara hopped out of the vehicle, swinging her bag over her back as she looked up at the school building, pondering the doom and gloom with in. "I'll see you then. Thanks!" Kiara said to him before looking to Anita to see if she'd follow and walking towards the building.

I couldn't really get into RvB. A friend got me into a while ago, but I've only seen the first couple seasons, methinks. Maybe I'll try again someday.
