I don't think I understand what you're asking.
Leveling up is pretty basic, the value shown on the right in the EXP stat is how much exp you need to level up, gaining that much exp nets you a level up. It does not show cumulative exp. The EXP stat only shows the requirement and progress for the next level.

So you need 10 exp to reach level 2, right? If you gain 11 exp right now, you'll reach level 2, and your exp stat will say "1/x" where X is the amount needed to get level 3, because 10 of the 11 exp you just got brought you to level 2, and so the 11th exp point is put towards reaching level 3 instead of being wasted.

Mercury is at work today so I'm waiting for him to come home to collaborate on Combat. He gave me free-reign of Crafting so I finished that.

There will be plenty of both individual spells and passive effects on the skill trees.

Yeah that's only for creation, so that we don't have characters starting with 3's in everything they don't need and 17's and up in everything the do need.

We're still working on most of the formula's for most of the stuff you want answers for. For the most part things like understanding that ATT increases your magical resistance is kinda enough. This is a casual RP after all. Things like Accuracy/Evasion, Speed, Initiative, Perception, Damage, these will be explained. If everyone truly wants exact formula layouts then I'll post them with Merc's agreement after they're all done.
The level required to achieve 99 in all Parameters (assuming you start at 10 in all fields, since Point-Buy alters this) is Level 267. I don't think this game will go on long enough to reach such a level, but in the interest of "why the fuck not," there isn't a real level cap to prevent you from getting there. I suppose it comes down to how much EXP Mercury wants to award the party; how fast he wants you guys to become stronger.

Fist off, there is not banking Parameter points. Secondly, it states per level-up. Therefore on any one level up you can invest at most 2 of the 3 points you're given into any one Parameter, and the 3rd into a different one. Or you can invest 1 point each into 3 Parameters. This happens every level-up. This is to make sure that people don't reach the Parameter cap (99) too quickly. Yes on your first level up, a Parameter of 10 can only go up to either 11 or 12, but you can boost that Parameter by 1 or 2 every time you level. So no, it is not impossible to raise a score above 12 purely through leveling.
As awesome as FE is (to which I am a highly devout fan), there is little in the ways of inspiration from that series in this. It's mostly from Dark Souls, Pathfinder, and a (small) snippet of Skyrim. Most of the answers to your questions, especially exact formulas of Parameter influence over other stats, won't be explained, in order to avoid game-breaking and min-maxing. Not that I distrust people here, but it's easier to be sure if the power to break the game is never revealed. Battle calculations like hitting, acting multiple times, and other things will be explained though, but in due time, as they are not all 100% complete. The EXP formula is pretty simple. I'll put up a chart for it, but the formula is:

Exp to next level = (10*(1.15^(LEVEL-1))) Rounded down to the nearest whole number
