PS: referring to them as Muslims is grossly inaccurate. That would imply that the majority of them are religious, and I would think that most, including Isam, are not.

This is true, but this was the closest thing I could find. I may hop on Minecraft to see if I can build something that's more accurate.
This is sort of what I imaged for New Arabia. A double walled city with people living behind the inside wall, and farmland behind the outer wall. There is slow construction on a third wall that will become to new outer wall, letting the city expand. But since each block has to be crafted individually by the city's masons, it's a slow process.

Okay, so , let me try and crowbar my old characters back into the RP with new ideas.

What if the migrants have already left to start a new civilization before the start of season two. It's a small, quaint little farm town with cement walls surrounding it, creatively named New Arabia. It's only a few miles outside of the PL, maybe a day or two's walk. The two communities have stayed on good terms over the five years, making good allies.

Isam ended up becoming the leader of New Arabia, because his people wouldn't take no for an answer. Omar migrated as well, taking his crops and farming with him. New Arabia does a good business with the PL, trading medicine, crops, and horses and livestock. So far, the little town is up and coming pretty quickly.

However, a new foul stench is brewing out in the wasteland. The remnants of the neo nazis are slowly banding back together, and have their eyes set on the smaller, weaker town of New Arabia. If they succeed, they will have the means and the will to take on the PL before they fully recover from the last war.
Sasha was just a plain, boring human. Just a really big one. I think his face claim was Kevin Durand.

And I may or may not make a new character. I kinda want to, but I don't have any fresh ideas right now.

And I'm also toying with Isam stepping into a leader role again. My idea is that the section of PL that housed his people is getting a little too crowded. The vast majority of them still don't speak English, mostly due to them not doing much intermixing with the others, so they feel as though they are a separate community of their own. As the threat of starvation and disease slowly backs off, babies start being had, and the Arab migrants feel as though it's time to go out and make their own little civilization. Since Isam was their leader last time, it's only natural that his name would come up on the leader ballot, whether he likes it or not.
Maybe poor Fen perished in the battle, mainly because I can't find a muse to play him anymore.

Isam could be alive and well, perhaps more at peace with himself now that he's had several years between himself and the migration.

Omar would a NCP still.

And Sasha could have healed up and integrated into the group. I had an idea for him having been a soldier for the Neo-Nazis back when he was young and gullible, and then he came to his senses as he got older and saw what pieces of shit he was working for. Having had past experience on the battlefield, and being the large man that he was, he could very easily fit the "tank" character type :3

I had a few characters, if I remember right.

I had Isam, the former leader of the Arab migrants. He stepped down from leadership due to some survivor's guilt shit or something.

I had Omar, the drug cartel turned medicine maker.

I had Fen, the wolf guy with no sense of modesty and poor social skills.

And Sasha, the mysterious Russian man. A defector from the third group, AKA the new neo Nazi movement.
