well. I'll provide a whole bunch of ideas that work, 1 theres a funeral for the recruits, and jeffrey wants to get revenge. 2 the police department shuts down due to being understaffed, the city starts to get chaotic and controlled crime is everywhere. 3 a group of illuminati-like people are pulling strings, which would explain why the academy is attacked. 4 a non-profit organization is behind everything, but no one believes that there evil because its non-profit, 5 the chief of security (that dude who runs the police) was in the academy at the time, and there was a election currently to replace him but the original chief was succeeding in the election, so a rival Chief had him assassinated so he could be elected by default, and now the corrupt chief whos name is Bobby for the time being owns the police and is trying to use it as his personal army to take over the city and only we can stop him,
