That was a fun time.
I briefly thought about making a hard water fruit for my current chara but realized how ass-backwards that would have been in hindsight. Fishman can already use water like a logia fruit user and if I remember right oda said that fishman + devil fruit = insta dead fish, which would make a lot of sense biologically speaking. A fishman that can't swim, that's like a person that can't breathe air.

He is somewhat worldly having been to the New World in the past, however his prior experiences were of a much darker nature, having fought there as a gladiator slave. He doesn't seem to be fond of the world government or nobles for that matter. Malcolm seems to have a difficulty with trusting others. Trusting people is something that's still hard for him. Malcolm is somewhat introspective and mysterious, doing things on his own accord, a bit snarky but never brash or rude. He sees himself as like the water. He posseses a type of tranquil "elderly" spirit but he's quite ruthless when pushed. Malcolm earned his bounty by leading a gladiator revolt in the Dressrosa Coliseum.

Bio: The man known as Malcolm T. Dumas was born on Fishman Island to a merman woman and a human man, but relocated to live on the surface with his father, a human from the East Blue province Island of Tequila.
Malcolm's family settled peacefully on the outskirts of Tequila and raised him there for some time, up until the age of 10 when he ventured off into the main town. Although the truth surrounding Malcolm's family life was a well-known but guarded secret among the town's residents, there were others who didn't agree with the union between a human and a merman and their offspring. And one such individual reported this 'peculiar activity' to the marines who arrived in company of slavers.
Malcolm is the product of human-merman relations, making him of a mixed heritage and thus a rarity among black market poachers. There are many in the marines who enlist the services of slavers for incentives you can imagine.
Malcolm's father was mercilessly executed and he and his mother were sold into slavery. At auction Malcolm was separated from his mother and sent to the new world in bondage.
Malcolm procured the interest of a certain wealthy noble from Dressrosa who was in the business of purchasing slaves to compete in the Gladiator arena. Though he was still young at the time, he had a sort of unbridled potential that anyone could see and mold into a future champion and he was trained with this prospect in mind. Forged in lessons of warfare. Blood and Sand. Malcolm did not forget to pay the gracious bastard back once he was able to, by leading a revolt and attempting to take the life of his former master. Though failed it was, he managed to organize an escape fleeing on a vessel as far away as he could. Though he was pursued by assassins since and left for dead on the open.

Seems pretty good for the most part. In terms of fighting is he a swordsman or a bare fists fighter? Is he able to breath underwater? And just to clarify is he half mer-man? If so what distinguishes his mer heritage? These are just clarifications not changes I need made. Otherwise it seems good to go.
He's not a swordsman like Zoro is a swordsman. He doesn't specializes in swords exclusively but he knows how fight with them because of his gladiator training, so much as he's able to use them because he has a unique hardwater bending ability. A breakdown of his fighting style is roughly 65% hand-to-hand, 25% water manipulation. 10% tactics. I should have explained that but he can manipulate water into weaponized forms like maces, axes, swords, etc.
As far as the other points, he has gill apparatuses so he is able to breathe underwater and he has fins and webbed hands/foots but he's able to conceal them at will.
I like the addition of drunken boxing to her role as a brewer, it's a nice complimenting touch.
