Yamato Minamoru, “Young Master”

Yamato had left a bit later than he normally would've due to some troubles at home. His father had suddenly sent over large quantities of furniture despite Yamato never having asked for it, surely an attempt to appease him into not going to Kirigakure and risking his life. However, Yamato had told him long ago, he didn't want any help, certainly not monetary. The furniture was, therefore, ofcourse sent back. However the whole ordeal had lasted him throughout the entire morning that fateful day, meaning he had left slightly behind schedule. Normally he'd just up his speed a bit until he figured he had caught up, but then again they were going into Kirigakure, a warzone. This wasn't a mission like Zeno would've given him, a 'peacekeeping' mission. This was full blown civil war. And now that Konohagakure had started backing the Kirigakure rebels, well, there was only one way this was going to end. The Mizukage would be overthrown if the other kage didn't interfere. Retaliations from their side had been small for now - after all, they were still trapped inside the idea of peace, and were forced to think within it's borders. Konohagakure had broken free from that. There were no limits placed on their limbs.

With a heavy thud he landed on the wooden docks, seeing the boat leave just before him. His expression didn't give away his annoyance, which was growing, especially since he could make out what was Aoi on that boat. Damn. She'd be there before he was - easily. And knowing Aoi.. she probably would remind him of that a few times before he'd convince her that he didn't care. He shook his head as he sat down on the edge of the docks, looking into the sea for a bit until the next boat would leave. This one was much more ramshackle, a fishing boat would probably be better than this floating turd Yamato silently thought to himself. When the boat had docked, he had noticed what looked like refugees getting off, seemingly happy to get out of that warzone. It felt strange to enter the same boat, which would carry him towards the warzone.

The reason Yamato, Tsukiko and Aoi, as well as a mystery jonin would travel to the location on their own had something to do with orders to remain unseen for the time being. They were for that reason not part of the main force, but rather acted independently as a smaller cell until the time was right for them to join the main body of the Konohagakure relieving forces. 'Relieving' because they'd be relieving pressure of of the rebels.

Yamato would encroach himself in his thoughts as he leaned on the railing of the boat, which he swore was about to fall apart. That is, until the hit land. Yamato nearly got thrown off his feet at the speed the boat attempted to 'dock'. Once he had stabilized himself he shot an angry glare at the steersman, who seemed to not give a damn at all. To avoid further annoyance Yamato got off the boat, onto the docks, looking around a bit to see if he could see either Aoi or Tsukiko. Or the mystery jonin.. well, there was little chance he'd recognise them. Aoi seemed long gone, and Tsukiko was also nowhere to be seen. Atleast, that's just Yamato's eyes. He knew full well there was a large chance she was simply watching him for no reason. She would claim it was because of her trapping skills and all that blabla.. Yamato was quite sure she was just a stalker. A weird one, at that. Thinking of that, that brought him back to the time he had surprised her when she went shopping and saw her in her 'normal' clothes. He could've sworn she was a normal person at times. While he laughed silently on the inside, his expression remained that what it had always been - stoical and unmoving. Tsukiko though.. being a normal person? Nah. While Yamato was still the asshole he used to be, and the asshole Tsukiko had grown familiar with during their first mission, he had grown to respect the woman a bit more. Maybe he was getting more mature. Or maybe her rise in power after becoming Jonin Commander was something he deemed respect worthy.. who'd know.

Finally he spotted someone that looked familiar - to a degree - as he fit the description of the rebels. Red armband. Seemed right. Yamato approached the person, unaware that he was supposed to give up a codename. The person with the red armband simply greeted him and headed out. It seemed he was the same kind of person Yamato was - one that didn't care about words when they didn't need to be spoken. Besides, what was there to speak about? He didn't know this guy, and he didn't know Yamato. All that could be said was, isn't the weather nice? The answer was clear - maybe it was nice, but the fact that Kirigakure was in a civil war overshadowed that. It was pressing, but then again, this wasn't Konohagakure, and there was almost no Minamoru presence here. Reijo made sure to evacuate them when shit hit the fan. There was little here for Yamato, other than glory and honour. And that was exactly why he was here. To make a name for himself. Who knows, perhaps he would even become so famed that he'd become known throughout the shinobi world. That'd be quite something, a nickname of his own that he'd earned through bloodshed.

It wouldn't take too long before they arrived at another boat. “.. another boat.” he said to the guy escorting him. The guy looked back and nodded. “Yes. We like boats.” he said. Yamato squinted his eyes, unable to process if the man was making a joke or just stating the truth blandly. Whichever it was.. he'd soon find out that there was a truth to what the man said. As they were boating for what seemed barely 15 minutes they came upon a rather large fleet. Maneuvering through the many smaller boats, which seemed to be barracks, and all other kinds of military used buildings, as well as civilian housing for refugees and the like, there was a larger boat that stood out. The command center, Yamato figured out relatively quick. He was dropped off there and showed to the room that Aoi was in as well. He walked in and raised a hand at her. “Hello.” he said stoically, sitting down somewhere in the area without entering Aoi's space too much. He decided quickly that he'd have to make some sort of conversation, he was gonna have to rely on Aoi for longer periods of time from now on. This wasn't a standard mission, not a 'one day trip' where you would only need to watch out for the others for a day. This conflict could technically last months or years. He needed to trust Aoi if it came down to it. “How was your trip? And have you seen Tsukiko around?”

Saburo Uchiha, “Kimyōna”






Saburo had been trailing through the woods nearby Konohagakure for days now. Well, 'nearby' was to be taken lightly. He'd been trailing through the entire Konohagakure territory for days now, and currently the territory was quite expansive given they had taken upon themselves the protection and guarding of some small civilian villages nearby as well.

But that was not quite the reason why he was there. His 11th corps outfit would quickly give away who had sent him there, namely Fujitora Choko, eleventh corps royal commander. Or perhaps one of his highness' underlings, which was more likely given that Fujitora Choko was likely busy with more pressing matters, such as consuming vast amounts of cigars. That's as much as Saburo had seen, anyway. Never the less Fujitora was an able commander, and even if he wasn't, the 11th indoctrination would make sure the agents thought he was anyway.

With a soft thud and some kicked up dust, Saburo landed in the middle of the dirt road he was above just seconds earlier. He was alone out here, doing the 11th's bidding as always. No backup, no comrades, just him. And that's how he liked it, honestly. His hand swept over a track he had seen, trying to discern who it was from. Seemed like the footprint of a shinobi sandal, except.. there were strange printings within, one that pointed at armor, perhaps. The print was also deep, deeper than usual. The person was either very heavy, or carrying something heavy. Again, pointing at armor. Strangely, that fit the description of one person Saburo was meant to look out for.

And within an instance, no, barely even that, he felt a strange feeling overcoming him. He quickly rose to his feet and grabbed Madara's gunbai from his back, standing at the ready. This wasn't right, what was that sudden pressure he felt pressing on his senses? This chakra, so strong.. it felt familiar, too, at the same time. Had he met this person before? Could it truly be? If so, well.. he was under oath to make a solid judgement on whether to take down this person or not, but truly, in this moment, it was not about doing your job, it was going to be about survival if it came to that.

For a moment, silence ruled in Saburo's mind, as he tried to discern the location of this person. The sheer amount of chakra in the area made this nearly impossible, even when he activated his two Sharingan. This would actually only make it harder for him, as he felt his eyes started to hurt from simply seeing so much chakra. It was, in a sense, 'overloading' his eyes. But then it seemed the chakra all dissapeared at once, as if it was sucked away in a vacuum motion. And in that moment, Saburo could also, briefly, locate the person. He quickly turned his face towards the location, only to be met with two snow-white eyes staring at him. “Ku..” he said, remembering this persons name all too well, but before anything else could happen, or the name could leave his mouth, the person vanished in a gust of leaves. It seemed the meeting was destined to end fairly swiftly, as Saburo noticed at the same time two Konohagakure patrolsmen coming in in the distance. They seemed to have not noticed anything nearby, which only raised Saburo's suspicions.

He greeted the two patrolsmen and quickly turned around and went to return to Konoha. This meeting had to be documented and Fujitora Choko, the royal commander, had to be informed straight away. He moved as fast as his legs would carry him, which was quite fast, even for shinobi standards. But he knew, in the back of his mind, that any report he could bring out would always be too late given the power and influence of this person he'd been trailing. Sometimes he wondered why Fujitora even ordered him to patrol these areas for this armored person.




Kirigakure has been widely known throughout the centuries as being a wildcard in regards to the current system of peace brought since the 4th Shinobi War. Many people were still stuck with the mentality of a paranoid warrior, sure that one day they'd regret abandoning their sacrifice of general ethics to promote their military strength. Slowly but surely, it became more of a stereotype than anything, but the world knew a certain bloodlust remained innate in the minds of these people.

The 17th Mizukage, Yoru Tenchi, was the one responsible for igniting their fear inducing flame that reflected perfectly well the ideas of the past. Or at least that's how other nations wanted people to see it. Yoru Tenchi's dream was far from the war mongering behavior of the Yagura reign and never preached a return of the Bloody Mist. Superior armament of Kirigakure and by extension the Water Nation were the primary goals of the reputated Kage. He did not wish to have his people weakened by remaining in a vegetative state, he knew perfectly well this corrupt peace that enabled other issues would one day pop.

Surprisingly, a large part of the population disregarded various slander of his image and agreed with most of his points, especially with the idea of cleansing the streets of Kirigakure. Unfortunately he'd be involved in an 'accident' in a serious mission he was in the obligation to take part in. Many believe he was disposed of by the higher ups as he put their reign in peril over revolutionizing ideals that became immune to public humiliation. It was the first step to the people's complete lack of trust toward the government and would only rise in time.

Today the 19th Mizukage, Hariyama Kakuma, faces a threat that was almost prophecized by his predecessor. Konoha had finally shattered the fragile stability it held dearly with Zeno Hakarasu, giving hope to those wanting change in their nation. Hope under the form of fear of the outside world, of course. Ayame Choko's speech could only be discribed as belligerent by the frightened, foreign masses. On that very same day, protests demanding a complete reform of the political model they living under littered the streets with mobs and thieves taking advantage of the situation.




Ever since that day, when protests happened, the streets were empty and calm. Not the kind of calmth that was enjoyable, either, no, it was the calmth that perfectly described the situation in Kirigakure. Things were about to explode, it was noticeable in every single vein of your body if you found yourself in Kirigakure. And while there was initially a large follow up to initial protests in the form of even more protests, slowly that waned too. People were desperate and their protests didn't seem to get the message across.

Powerful figures started rising in the movements, and while the movements remained fractured, they formed a single front to combat the Kirigakure government politically. But like all protests that prove to go unheard.. the next step was logical. And given Kirigakure's unstable past, it was the only step available for them. Minor incidents seemed to happen, first it was a beating up of a Kirigakure shinobi. Soon after, that very same shinobi was found in the hospital by an angry mob, and chased. Luckily for that shinobi he made it out of the hospital and was rescued by his peers, but it set the tone for the rest of the conflict.

Small incidents, the Mizukage said. This wouldn't happen again, he claimed. He tripled security on government buildings, a testimony to how he didn't believe in even his own words. Politics, and feelings, they were two seperate things and it was noticeable in every decision the Mizukage made. It didn't take long before the very first unified front was created, not for politics, but for revolt. Some shinobi even switched side, giving the rebels a powerful arsenal of both military weaponry and skilled shinobi.

The incidents remained small, or a time being of course. Incidents like these often have the tendency to take extremer forms rapidly. It was then that a large attack took place. The target was a government office that was used to meet with foreign dignitaries, which was ultimately a useless target if it hadn't been for the fact that the location was also used to deal with underground bosses, corrupt officials and large bussiness owners. The building was blown up, whether this done through a bomb or a jutsu has never been found out, because the site became inaccesible right away. The attack was followed by a large scale riot, lead by several high profile figures in the rebellious scene. They were all wearing armbands in different colours, to showcase which faction they were part of, but they were all fighting as one unit. Kirigakure reacted quickly and smit down the opposition with an iron fist, but the die had been cast. The rebellion had begun, and there was no stopping it now unless Kirigakure eradicated all the rebels.




It would only be a few days after the major incident hitting Kirigakure that current Hokage Ayame Choko had taken the decision to react along with her brother and associate, Fujitora. The real reasons behind this choice remained unclear, whether it was the intervention of Kiri officials or simply out of interest, the justifications given to the soldiers sent to offer support to the rebel cause would mostly incriminate the Mist Government for their inability to cater to their population. Multiple comparisons were made to the previous corrupt state of Konoha, seemingly enough to motivate those who followed Ayame since her rise to the throne. Others simply followed orders while a minority saw other opportunities in this. Needless to say, the rebel cause was now Konoha's cause until further notice and that's all they had to know.

Oppositely, many neightboring nations, including the larger ones, have gathered to discuss the stability of peace in the world as it is. It was clear that if Kirigakure would fall to the same sickness as Konoha, there would be monumental consequences to the world the five great nations had built to maintain social harmony. By fear of causing a major war, the allocation of armed forces was limited to the Kiri government side, 'neutral' help to insure a certain control over the situation until communication could be established. Foreign masses see this as something hopeful, but the wiser elites are understandably cynical.

the Keihatsu

“the Enlightened.”







The Keihatsu, or the Enlightened, is a recently surfaced group of highly skilled individuals. The current list of members barely reaches 25 members, although we cannot be sure about exact numbers since the group is extremely hard to pin down. Because of that, their current hierarchy is unknown, further investigation being obstructed due to the way the group is set up. They consist of 5 main forces, namely the legs, which are the small groups, those who fight for them and collect intelligence in exchange for money or power. Besides that, you have 2 arms consisting of two organisations, both of which are extremely powerful. We advise you to handle individuals from this group with care, although they haven't shown signs of hostility as of yet. The arms are the workers of the group, who are used for delicate tasks and covert operations. The people in these organisations seem to be mostly on par with chunin or jonins, however the leaders of these groups are extremely powerful. The body, or torso, consists of the groups main force. They are the people who guard the organisations carefully built operational bases, and have similar levels of expertise as the arms, with similar power levels. Since these people rarely leave the vicinity of the base, upon spotting a member of this particular group, great care is to be exercised. If they are out and about, it means there's a big operation happening.

Operations

“Our primary function is to eliminate the world of scum.”


Keihatsu operate mostly from the shadows, but the few ties we have seen from them related to any operations they have commited in and outside the villages revolved mostly around dealing with both Yakuza and unwanted, criminal individuals. As such we have found little reason to stop them as long as they do not interfere with village related missions, or as long as they remain a force we can handle. Current intel suggests that, at this time and moment, they are still a force we can handle.

However, when they strike, they strike hard and fast, usually leaving no trace of entry or leaving. The fights generally happen swift although they are different each and every time - some resemble ANBU styled assasinations, others resemble a brute attacking a target with powerful force, and others simply.. dissapear. The only reason that we knew they were behind this was the odd eye witness that managed to survive or spot what was happening, and once a jonin managed to hear about the organisation during an assasination. Not much info was obtainable, but it was enough to give us a name for the organisation.

Alliances, organisations and lieutenants

“Once the scum is gone, we will restart the cycle.”


As of yet we have no useable intelligence on their alliances, inferior organisations and lieutenants. We simply know that some of the Yakuza have surrendered to them out of fear for their deaths, since they are targeted, however these organisations were noted to dissapear shortly after. We do not know where they have gone, but we assume they assimilated into the 'leg' portion of the organisation.

It's to be noted that several rogue nin were presumed dead, but eye witnesses later clarified that they were indeed still alive, and actually a part of Keihatsu. This brings danger to our villages as they may have intelligence on village weakpoints, or intelligence about our military forces. Exercise extreme constraint when dealing with these rogue nin who are found with Keihatsu - they may or may not be protected by the Keihatsu, and rogue nin hunters are to be put temporarily on hold if their target is found to be Keihatsu.

The organisations below the Keihatsu, working for them in the 'leg' portion of the organisation are mostly hired mercenary shinobi, ronin or even an odd Yakuza group. They seem to do the ground work, allowing the Keihatsu to move forward towards their goals, and they're the only group of the Keihatsu that we're able to capture and interrogate. However, it seems most of them don't actually know why they are fulfilling certain tasks and they claim to be motivated by money or power.

All other portions of the Keihatsu are still under investigation, however we've not been able to find out any new info on names, or powers.

Goals

We haven't yet obtained intelligence on the goals of the Keihatsu although their operations seem to point out that their goals exist of weeding out criminality or violation of societal norm breakers. As such we have given them room to maneuver, hoping to possibly find out their goals from heavy investigations on their targets and methods.

Locations in Konohagakure




An Overview




As the years changed so did Konohagakure: with the Shinobi becoming less and less important with the arrival of new technologies, and the need for housing ever growing it was evident that the city had to expand in ways not thought of before. With new technologies like cranes and such skyscrapers made a new appearance. These small appartments were available for small sums to accomodate the lowered wages for those hit by the technological outbreak. It wasn't all positive, but nowadays the negative side effects of technology are largely overcome.

The city is still bustling with greenlife, as is Konoha's tradition. They are after all still a village hidden in the leaves. As such there are plenty of parks and recreational areas, lakes with beach shacks to enjoy a calm day in. There are also plenty of new shopping streets, loaded with different styles of shops - new shopping centres or even shopping skyscrapers have appeared, with every shop you can imagine located conveniently in 1 spot. Not to say that there is no traditionalistic small housing areas, because those are still plentiful.


Smalltown




Smalltown is the traditional part of town; an area reserved mostly for middle class incomes with an occasional lower class or higher class citizen living there as well. Defining features are a traditional and calm feel, as the area is largely populated by small families with two working parents, schoolgoing children and some older couples. Besides houses the area is also rich in small shops attached to some houses - for instance, ramen shops, gift shops or small supermarkets.



Although Smalltown is intended for usage mainly by families, the areas closer to the center of the village frequently see lots of students and people going out, and as such there's not as many supermarkets or regular shops, and more ramen shops and bar's present in the area. As such it's a good hangout for many of the local youth, whether they come from smalltown itself or from an area in the high density housing areas. Financial District


With the growing populations there was a call for an economical district, an area rich with skyscrapers, offices and large shopping malls to contrast the small traditional shops in Smalltown. And as a result Moneylanes appeared, funded and constructed by the Minamoru Building Corp. which was founded and led by Reijo Minamoru, Yamato Minamoru's father, who is a well known politician and economist, and also has questionable connections to the local mafia.

The small and bustling streets offer many shops, many of which are owned by the Minamoru family. Some of the stores are catered to Shinobi, such as Minamoru's Shinobi Superstore - Buy your senbon launcher today, and get a 50% discount! Ahem. Yes, there's plenty of commercials and hanging boards everywhere - a hazard for shinobi who are looking to get around the financial district quickly by jumping above the streets. Besides the obvious financially aimed buildings located in skyscrapers and covered shopping malls, there's some noteworthy buildings here such as the Don Maquia Opera and Theater, located in the Southeast of the district.

Downtown


When Downtown gets mentioned in an official report, it's usually a filing of murder, because downtown is where all the ugly stuff happens - the lower class lives here, mostly people who lost their jobs when technology took over. Seeing as Konohagakure enjoys a status of being the most central village, this area is rich in immigrants from Sunagakure and Kumogakure. Some of these immigrants are shinobi who have gone great lengths to hide that fact from the officials, lest they be slated into service of the Konohagakure armed forces. As such there are sometimes particularily violent crimes here as ex-shinobi commit murders, thefts and arson. Most of the jonins spend a lot of time here keeping the peace, an effort that has proven relatively fruitless. It's become so bad, the local Yakuza has also decided enough is enough and started cracking down violently on these immigrants causing trouble - this has done nothing but increase violence, fear and increased the workload for the jonins heavily. The area is quite bad, but there are sparkles of hope - some of the children in this area that went to the Shinobi base school turned out to be excellent mediators in these areas as they know how the people here live - as a result there's been a 50% decrease in violence when a local shinobi interferes, rather than a shinobi from another area.

Village Outskirts


Although Konoha is stilled walled in, their borders expand far beyond those walls. As such there are numerous (often wealthy) families living in their own little estates or houses outside of the village to maintain a maximum of peace, quiet and ofcourse, to demand respect since there are little people who can afford to live here. As such it's mostly lonesome shinobi who've been granted their own space, and wealthy families that reside here.

The outskirts consist of a large forested area if we go by the definition of Konoha's borders, so for simplicty we'll only consider the area within 5km around the village, which is where most people live anyway. Aside from forests there are also plenty of lakes, some small and some large - beach houses are commonplace here nowadays. Some of the noteable areas in the area include...

The Shimura fell from their grace during the orange Hokage's and Sarada's reign, pushing them into tight social dilemmas and limiting their access to certain jobs. Though the clan wasn't responsible for Danzo's many illegal activites, their indeniable link to him caused general distrust from the populations and a need to receive an apology from the entirety of the clan.

Momo Shimura was a firm believer in jutice and sought to make things right. Her clan apologizing was of course, an outrageous option, but Konoha's anger wasn't unjustified. Having as much talent as the progenitor of this mess, she quickly ascended ranks and befriended Sarada Uchiha as she reached the end of her term. Despite the suffering brought to the Uchiha by the Shimura, Momo was deeply trusted by Sarada and was, quite ironically, given charge of Root. As salvation for her clan and to purge the sin of Konoha's past, she abolished the entire organization and instored a new insitution known as the 11th Corp. It would be founded on similar operations, but adhering to general human rights and of course, would only work via the approval of the population.

This action not only earned Konoha's forgiveness toward the past but also allowed Momo to be demanded as the Hokage when Sarada reached the limit of her position. Her reign as Hokage was a rather peaceful one with multiple reforms regarding the law being made, especially with general expension going on.

Famed Ability: Oxygen Siphon




Gonba was the choice after Momo, being the great grandson of the famous Ichiraku ramenshop owner. It didn't seem like an obvious choice but he had transformed into a great cooking nin, who was able to use the instruments of his cookery in displays of great strength, and use his raw ingredients to attack.

However the reason for his choosing wasn't his strength, although it was definetely a factor, it was his ongoing support for the industrialization for Konohagakure, which played a large part in the current situation of Konoha's politics. At this time it wasn't expected that the industrialization would impact the shinobi trade as heavily as it did, providing Gonba with a large amount of support to become Hokage. Progresses made under his rulership included the creation of a high tech police facility, which over the years made regular shinobi investigators almost obsolete to the point where shinobi investigators were only called on when a crime was commited by a shinobi.

Furthermore the building of a large scale kunai factory was done, providing even regular citizens with a set of these for a cheap price, but ultimately, also meant that regular citizens had a lesser need for protection by Konohagakure shinobi, and ultimately also led to the devaluation of the kunais in circulation at that point in time.

Famed Ability: The Ultimate Recipe




A Hokage whom, like the old times, proved his worth through power alone. Recognized as the strongest Shinobi Konohagakure had produced since Hiruzen Sarutobi and Naruto Uzumaki. However Tenzu was mostly known for being the first shinobi to have both parents come from the Water Country, while he was born in Konoha as they immigrated. He lived off poor most of his life as his parents had very low qualifications, he didn't gave much of a choice and enrolled as a pofessional shinobi.

He discovered his telents there and became known as the most talented Chuunin of the decade when he was 15. A year later he was promoted to Jonin and was given highly sensitive operations. He eventually hit politics as his notoriety got the attention of many big shots, and later on his portfolio was massive enough to enclude people from all parts of the country. As he reached the Hokage's personal circle, he already had many mob bosses supporting him, which left Gonba lacking in trust toward the powerful shinobi.

As Gonba passed away, Konoha was given a choice, and Tenzu was not one of the recommended nin to be elected. However, the massive lobby Tenzu had achieved and his general prowess that assured many military oriented inviduals got him the votes to reach the top. He is still considered the Fourth God of Shinobi to this day despite the many scandals regarding him.

Famed Ability: Weather manipulation




Mariko's primary skills were not in combat or martial prowess but rather in diplomacy and economics. There was a large call for this after Tenzu nearly instigated a world war and a break down of the shinobi alliance with his violent shows of power, which were almost on par with the fourth Raikage's bouts of showing off.

Mariko Hyuuga had a hard time dealing with the increased level of Yakuza activity in Konohagakure despite attempts to reform, including crack downs, bargaining and even surrendering power to them at points in time. Despite all attempts to get rid of the illegal Yakuza activity she remained largely unsuccesful and was mocked constanly for failing to deal with the issues at hand, despite her best efforts.

Current critics say there was little she could've done but she is still widely regarded as the 'worst Hokage to ever exist' and as a result of that she resigned at an early age and immigrated to Kumogakure, along with a small portion of the side branch to protect her byakugan.

Famed ability: Hyuuga prodigy




The Hokage elected almost immediately after Mariko's resignation, he was more or less the "default" Hokage meant to maintain someone at the peak of executive power and keep some control over the village's actions. Although praised for representing the diversity of Konoha's modern population by being the first Hokage with pure Kumo heritage (though he was born in Konoha), his performances could be considered stagnant to say the least. His predecessor gained the title of worst Hokage the village had ever known, but he did not take as many initiatives as she did, making it less damaging for public opinion and the city's finances.

Some good things came from his reign, however, as he managed to strengthen international relations even more and ease exchanges in terms of people (shinobi exchange programs) and trade opportunities. Economically the leaf had known a slightly growth, but socially the plague of Downtown and the never ending complaints of the people often fell at deaf's ears. It didn't help that he was part of these Hokage who were not renown for being one of the stronger individuals of the shinobi line but simply someone with a lot of popular backup. His credibility hit an all time low the year of his assassination.

Ayame and Fujitora Choko, two individuals close to him, have seized the chance in changing the ways work in the village and promptly assassinated Zeno 12.5 years into his mandate. He will go down as the third Hokage who died in battle as he was on the throne, second to be assassinated in front of his people. His legacy is still to be determined as only history will judge his actions in the long run.

To give you a short overview, it's important to represent where we are currently in the Narutoverse. After all the Narutoverse is filled with stories of old, so it'd be a good idea to represent that by giving a timeline to start with. Our RP takes place 200 years after the birth of Sarada Uchiha and Boruto Uzumaki. For the setting that means we'll be living in a somewhat more modern world (comparable to ours) but this being Naruto and thus, being highly inconsistent with tech canonically (there's been earpieces and mecha's but then we also have swords, and no guns), we have taken several liberties to maintain the feeling of Naruto that we all love so dearly.

As such you have to imagine a mildly modern setting, where we now have things mixed like a low amount of trucks, cars and motorbikes, but also still have prominent carriages with horses, mules or what have you. This also means that new tech has made new social changes, and as such the shinobi are featured less prominently in shinobi villages, that are now turning into something more akin to.. shinobi cities? Either way, skyscrapers and economical centers now litter the horizon inside the village, although it's obviously not as bad as it seems - there's still some quiet places you can hang out, or live. The changing social scene has also led to a decrease in the number of shinobi, atleast in the smaller villages. The main forces are still in the five big villages and even there they have a lower wage than before - it's not so much possible anymore to get by on a genin-wage.

This RP will also feature a more slice-of-life approach, although that is debateable. We will ofcourse still do plenty of missions, but we like character interaction as much as the fights in Naruto, and as such we place a prominent focus on the character interactions. Don't worry, you can still beat up bad guys. Another thing that is important for us is balance and we make sure to review each sheet adequately. If you want a powerful missing nin, it's probably best to look elsewhere. But Partisan, you might say, you have rules about prodigies and how they're better than the rest! That's not balanced! Ah, yes. You see, besides the balance, we also like conflict not only with outside forces (missing nin, typical bad guys or organisations) but we also like internal conflict where multiple characters don't like eachother. The prodigies are a tool to us to achieve this - most of them are, you'll find, not social at all and some even have some form of a god complex, or at the very least are a bit more arrogant. They're more or less tools to assure that we have some conflict between characters, atleast at the start.

Welcome to Naruto: Path to Enlightment, thank you for taking the time to read through this massive wall of text, or atleast attempting to before getting scared off. If you are going to continue reading, good! Otherwise if you leave we'll hate you forever. Choose wisely.

Regardless of what you do it's important to know that this is a reboot of an older RP. The last RP went well and we would've continued if our head GM was still around. This thread is a workaround of sorts to make sure we can (and will) update the thread. Besides that, having a clean sheet to work with can be good sometimes.

However this also means something for you; there'll be established characters that have a history together and it can be hard to fit into that. There'll also be a history of sorts with events that are important. Fear not; I encourage you to read it (atleast some) but it's not required because of the nature of this RP. It's possible for your character to be a fresh graduate and as such to not have any knowledge of what has been going on (maybe some, but minimal). So it's very much possible to join the RP even if you weren't here from the start.

That said, a lot of the RPers in this RP have no problems with answering questions as long as they're asked in a respectful manner. Actually, I bet if you cuss and swear at us we'd probably answer you anyway. So if you have questions just ask (or yell) and we'll get to it. Probably. No promises. I can be lazy.



General Rules”

  • No godmodding.
  • No perfect characters (Mary Sue and Gary Stu).
  • GM team has final say. Always.
  • One-lining is not acceptable. Two lining isn't either.
  • Consistency is key. We understand posting a little less sometimes. There's limits, though.
  • Beware the gore; yes, it's allowed but don't overdo it.
  • As for sexual content, take it to PM's and show us a fade to black; make it implied. What you do privately isn't our concern. It's RPG's concern, however. (*cough* If you receive sexy pictures from someone I demand to see them. *cough*)
  • RPG rules apply. Always.
  • Respect everyone. Please do not argue OOCly. Do what you need to if it is ICly.
  • Changes may be made with or without notice. Probably with, because we are online 24/7.
  • Kekkei Genkai are to be made unique. If they are blatant copy paste or cliché we reserve the right to decline them.
  • Same applies to hiden.
  • No tailed beasts for now. Why? Because you need to earn it ICly with our acceptance, not be gifted it. Don't ask, unless you believe it's detrimental to your character that's been around a while.
  • Your character is a chunin, not Madara. No EMS, Rinnegan, whatever the hell you can think of. Keep it simple, but interesting.
  • Prodigies have the benefits of being 2-4x stronger than regular chuunin and having an additional A rank jutsu. The prodigies are meant to sow initial division between players, to enforce a degree of conflict between the players aside from the obvious plot driven conflicts. Don't ask for one, we will approach you.
  • Be diverse and dynamic with creating your characters; don't be set in stone for what you want and be prepared to change your ideas as we go. This means; don't be an asshole if you don't get what you want. Either scrap the idea or change it to our liking.
  • Be original, don't be a rip-off of the original cast and their kids. I know it's hard but I believe in you guys. You can be related to but that's different than I'm Madara's kid who somehow survived all those years.
  • The GM team is full of idiots. We make mistakes. Deal with it, we're here for our own pleasure as much as yours.
  • That said, we also do not like to place us in charge of your pleasure entirely. We're not getting paid for this, we don't get much more gratification other than we enjoy doing it so far. Keep that in mind when you complain to us, and think to yourself if you've ever GMed. It's a hard job. Also realize that you yourself are allowed to plot for your own character and that we are not opposed to helping with that.
  • We're also not opposed against PVP conflict. If you want to take someone's sharingan or whatever, you can do that. Just.. make sure not to be an ass about it regardless of which side you're on on that plot. Work stuff out.

Because Naruto is a diverse world with diverse techniques, with some more balanced than others, we have chosen to make several rulesets for characters for each rank. This is to avoid situations with, for example, a chunin who has the rinnegan, fighting some chunin who barely has a single B rank technique. It's also to avoid broken jutsu, such as Flying Thunder God, being used to cheese fights. It might seem like a fun thing to give your characters, especially if they have a historical reason for having that jutsu. And I agree, it's a fun niché thing that makes it more interesting. But looking at pro's and con's for these kind of jutsu, we have to decide that ultimately it's not worth it, because that means your jutsu will give you pleasure, but it will detract that of those that go up against your character, or those that wanted something similar but got denied. It's put in place to avoid bad situations where two people cannot reach an ultimatum about fights. Simple as that. We do not accept arguments about these things, they're set in stone.

Jutsu Limits”


Note: N/A in front of a rank means 'no limit' within reason. You can use as many of these as you like although that doesn't mean you have to use every one of them. They also need to make sense. A character with an aptitude for high level lightning jutsu will probably have more of these N/A lightning jutsu than fire jutsu. Simple as that.

Note: Kage-level characters will not be judged on their jutsu lists or anything of the sort, they will be judged on identity: are they interesting, are they worthy of the kage-level stamp and do they serve a good, useful purpose? That's because once you reach jonin status, it becomes really quite easy to pass into kage-level areas, and beyond kage there are no ranks. That means the power levels within kage-level characters fluctuate heavily.


Banned Jutsu”


General bans refer to simply not being allowed to have this jutsu on any character, in or out of battle.
Combat bans refer to bans for combat only, meaning they are allowed outside of combat.
Limit jutsu refer to jutsu that are allowed, in and out of combat, but have limited usage.
Jutsu list will be updated as we go and encounter issues. If we encounter no issues, the list will remain like this. If we encounter more we will add jutsu and notify you.

Location list - this is a list of (possible) locations in the RP. There are more obviously, but these are the ones we created to give players some freedom as to where to go with predefined locations. Want to go on a date with another character? Why not visit the Minamoru Restaurant, the Mighty Naruto? Or maybe you want something classier, in which case the Don Maquia Opera and Theatre is probably the right way to go.
Active character list - the list of currently active player characters (NPC's may be listed if they are notable) and below, you'll find the latest team layouts. These are supposed to be up to date whenever we start a new arc, but it might happen it's not. In that case please notify us.

Arc 1: Road to Party - in arc 1 of the RP the crew sets out to have a party at Yamato's lakehouse, but things turn bad when three other fresh chunin graduates were murdered in the bushes.
Arc 1: The Meeting - in this chapter the crew meets before heading out to face a danger. It shows that these chunin are still desperate for acknowledgement from higher up as they chase after the killers themselves.
Arc 1: Ending - in this chapter the arc is ended. This is the end post, marking the start of the next arc.

Arc 2: Start - in this chapter, arc 2 was started with the mission to retrieve several scrolls for the land of Iron, which would open up diplomatic capabilities with the secluded samurai.
Arc 2: Meeting Kusaru, ending - in this chapter, the crew meets Kusaru and her henchman and companion, Gian. The two don't seem hostile but have a kill order on their head, so Yamato and Daiki attack. The rest of the crew either joins or stops them, leading to a lack of bloodshed. Kusaru seems satisfied and leaves, after a show of good will.

Arc 3: Start - the Hokage starts a speech to announce a new exchange program to train the best hunter-nin possible, but is rudely interrupted by a hooded figure.
Arc 3: Grand Reveal - the hooded figure reveals who they are and assumes direct control over the village of Konoha right that moment. A long forgotten but powerful jutsu utilised in Amegakure is cast casting the village into a shroud of darkness and rain.
