Trust system, you decide when your pokemon level up, but you should try to keep it reasonable. I trust that you wont max after a single battle.
@Ryuzaki There should be a limit on moves to some extent though. If you think about the anime, even then their move pool is limited, though the extent to which it is is never clearly defined
Pokémon learn moves through leveling and practice, hence why a leveling system is in place. Your pokemon should be around the level it needs to be to use the moves it does.
