Name: The Reaver Continuity, AKA The Second Raider Alliance, AKA The Reaver Movement Reborn

Territory: The recently captured city of The Pitt (Formerly Pittsburg), and some of its surrounding counties. Though the Reavers do not directly work this land, they consider it a salvage claim, and patrol it frequently.
The Reavers themselves operate out of the The Pitt, where the few remaining Elders hold council in the former manse of the Pitt’s previous master, now Reaver captive Ashtur. The countryside surrounding the pitt has been their region of operations for some time after arriving to the East Coast, during which time they constructed simple fortifications and hid their presence until such a time as the city could be conquered, as such this region is littered with temporary lairs, and former Wildman settlements captured and repurposed by Reaver scouts.
Origins:
The Reaver Movement was founded many decades before 2197 in the American Midwest. The Reavers began as a small gang, however things changed when they conquered an old American Military base, and salvaged the weapons and equipment within. This began a fascination with technology and old world tactics which has stuck with, and mutated within the then Reaver Gang, then Reaver Movement. Over the course of generations the Reaver understanding of Technology progressed from purely utilitarian to religious in nature, and the Reavers began to worship founders of important electrical laws as gods, such as Ohm and Ampere.
The War of the Demon:
In the decade of 2190 the Reaver Movement came into contact with the forces of the Calculator, an omnicidal modified Zax unit installed within the legendary Vault 0 beneath Cheyenne Mountain, and became pivotal in the formation of the Raider Alliance, a eclectic army made up of the Forces of Gammorin’s Army, The Raiders of the Midwest, The Beastmasters, and several other minor raider nations. However, unable to defeat the Calculator alone, the Reavers were forced to agree to accords with the Brotherhood of Steel’s Midwestern chapter for the sake of survival.
Aftermath:
Following the war fully half of the Reaver Movement was abducted and indoctrinated into the Brotherhood of Steel, while the Remainder were confined to a limited reservation within the City of Ohmaha, (Renamed ‘Ohm’s City’ ) Nebraska. Cut off from contact with their Elders, who were held as hostages by the brotherhood, the remnant of the Reaver Movement considered their next steps for decades, all the while the ascendant Brotherhood of Steel seemed to decline more and more.

Observing weakness, the Reaver Movement attempted to make contact with Brotherhood Initiates who were formerly Reavers, now indoctrinated into the Brotherhood’s military machine, in an attempt to subvert and weaken the Brotherhood further. Over the course of decades, this had mixed success, however in the decades of 2270 operations finally reached a critical point, with the Brotherhood’s first contact with the Legion, and the fall of Denver to the advancing Legion, which weakened the Brotherhood’s regional power significantly. Seizing the moment, a Cadre of Brotherhood defectors, lead by the great granddaughter of the Chief of Army for the Movement during the Calculator War, Moira Gaire, broke ranks and fled to Ohm’s City, where they were pursued by a brotherhood strike force. Ohm’s City was razed, but the Defectors and many of the remaining Reavers were able to flee Eastwards, beyond the Brotherhood’s sphere of influence.
Looking to the Future:
The Reaver Movement had lost much from it’s dealings with the brotherhood, reduced to perhaps a tenth of it’s size before the Calculator war, and having lost all of it’s holdings in the Midwest, the Movement was at it’s lowest point. Yet still not all was lost, much of it’s remaining population were former Brotherhood, including a handful of high-ranking knights, possessing the training and expertise that such a station entailed. With newfound skills and purpose the Movement marched Eastwards still, searching for a place where they could recreate the glories of the old movement, which they now saw themselves as the last surviving continuity of, the Reaver Continuity.

When the day came, the Reavers struck from every angle, harassing Guard Posts with sniper fire, using the local dregs as human bombs to breach the primary gatehouses, and infiltrating into Ashtur’s compound itself through the ruined sewer passages of the city itself. With Ashtur as prisoner, the Reaver Continuity forced the Pitt Raiders into a pact that they had once made the mistake of agreeing to, and binding the Raiders of the Pitt into the newly forged Second Raider Alliance.

The Reaver Movement is one cohesive Tribe, however the Raider Alliance which it now finds itself at the head of consists of both the Continuity itself, and a number of lesser tribes that have been co-opted, annexed, or allied by the movement. The Reaver Movement is run by a council of Twelve Elders, who also hold a seat on the council of the Raider Alliance. The Council which forms the Raider Alliance adds an additional delegate for each of the major raider gangs outside of the movement (at present, only the Raiders of the Pitt), and one additional delegate chosen from the minor tribes of the Alliance, bringing the number of delegates to 14 in all. In the Past the Reaver Movement was directed by a council of merely 4 Elders, The General an Joint Chief of Staff, Chief of Medical Division, Chief of Military Science Projects, and First Ambassador, all titles which have their heritage in the Reaver's Origins on a Kansas state military facility. Of the 12 Reaver Elders, each aspires in one way or another to claim these titles, and a reduction in the decentralization of the movement by proxy. Any inconclusive votes held by either council are resolved with a "Seat Count" by which the Seat number of each delegate is added to the sum of their particular side of a given vote, with the lower side breaking a drawn vote. As such, seat number is a manner by which station is determined within the Reaver and alliance Councils, with the first 12 seats being held by the Reaver Movement Delegates, and the remainder, seats 13 being held by the representative of the minor tribes, and 14 by the representative of the Pitt.
While both of these Councils hold power over the movement at large, and the authority to create and act decrees which the Movement or Alliance must adhere to, day to day tasks are largely handled in a more hierarchal manner, with particular Elders relying on their cronies to perform tasks which are beneficial to their personal projects, the general defense of the Reaver State, or the furthering of their own influence.

Moira Gaire (Deserted Brotherhood Knight, Descendant of Roger Gaire, Captain of the Chainbreaker Cadre, 3rd Seat): Moira is the last known descendent of Roger Gaire, the last man to hold the title General and Joint Chief of Staff, and a deceased legend within the Movement. As the man who held Newton against the armies of the Demon, Roger left an impressive reputation to live up to, and one which Moira has struggled to uphold to the best of her ability throughout her forty years of life. Moira lead a band of Reavers away from the Brotherhood after the fall of Denver, and fought at the ill-fated siege of Ohm city, participating in the fighting retreat that followed. Most of the movement know and respect her, as she has a reputation for being a Cunning and intelligent commander, even if she may lack the confidence and charisma of her great grandfather. It is the military leadership of Moira Gaire and Jeremiah Watts which is credited with keeping the Reaver movement alive through it's decade long trek away from the midwest.
Elder Daniel Oliver (Former Elder of Ohm, Eldest Councilor, 1st Seat): A gentle looking man well into his seventies, Elder Oliver is not the person one would expect to be at the center of a Alliance of Raiders and Tribals, but the old man has seen and experienced far more hardship than one might guess at first glance. When Ohm city fell to the Brotherhood Daniel lead the civilians from the city in good order, preserving the lifeblood of the tribe with clam words, and a stable hand. Since then, he has always been the speaker of reason and moderation, a guiding hand showing the Movement to the future.
Radiohead (Master of Waves, Chief Technician, 2nd Seat): Radiohead was just a apprentice electrician as the flight from Ohm began, but despite his humble beginnings this egghead was destined for electrical greatness. Radiohead is an eccentric, though masterful electrician, but spends most of his time away from the council table (and some which was meant to be spent at it) fiddling with anything, and everything to do with electromagnetic waveforms, though this is likely only a passing hobby, until he pursues a new interest (and perhaps changes his name to match it).
Jeremiah Watts (Deserted Brotherhood Knight, Captain of Ohm's Chosen Cadre, 6th Seat): A scarred veteran of both Brotherhood and Reaver service, Jeremiah is the veteran-most captain of the Reaver movement, and one whom is always asked of in matters of military importance. The grizzled 50 year old man has a hard outer shell, and is at times a blunt speaker, but has always been an earnest defender of the movement, regardless of his political opinions.
Alessia Kane (Chieftain of the Roaring Thunder Tribe, 13th Seat): A tribal raider Chief in the late years of her prime, Alessia is an oft overlooked figure, the Alliance council being a symbolic authority while the Reavers themselves hold control over the scene, but the warriors of the Roaring Thunder, and the dozen other minor tribes and gangs which have joined the Alliance, only move with her approval, council vote be damned. It has been to her advantage then, to act as the impassive observer, making neither friend nor enemy, but holding in reserve her set of cards, which may be played on the table at the right moment to gain greater reward and representation for her faction.
Pittmaster Everett (Veteran Pitt Raider, Master of the Steel Yard, 14th Seat): Everett is one of the longest-lived Raiders of the Pitt, even before the Reavers conquered the city and slew many of his colleagues. Some attribute this longevity to the favor of Ashur, who is rumored to have a secret stach of antidote or for Troglodyte Degeneration. Everett remained neutral on the entire situation, interested more in breezing through the relatively easy career of the city's scavenging taskmaster until he could retire than fighting for 'Ideology' or some notion of dominion. After the conquest, the Reavers searched for an impotent representative of the Pitt Raiders, and particularly one who would not put forwards any opposition to their plans. They found their delegate in an aging Everett, and gave him the position.
Issues: The Reaver Movement is, despite their recent successes, a complete mess. Their leadership structure is anarchic, with a handful of Veteran Knights and Reaver Elders sharing joint leadership through force of arms. While they were unified in taking The Pitt, the path forward is far less clear, and substantially longer, and the chances of one of the Reaver’s leaders taking control of the whole movement through force, and declaring themselves it’s warlord is always on the horizon.
Secondly, though Pittsburg is a major manufacturing hub, producing valuable Steel, a resource of which there are few other producers, it’s trade networks are abysmal, with no contact to the northern powers, and a handful of dangerous rail routes southwards to the Capitol Wasteland. Every other entry to the Pitt must be embarked by leg, and at great peril. Food is becoming scarce with so many newcomers, and finding a stable source of water is a rising issue.
Thirdly, the Plague which slowly turns the residents of the Pitt into troglodytes is still a major issue, as Ashtur and his wife are the only individuals with any information on the matter of an antidote, and refuse to provide any details of such. A Handful of Reaver Doctors and Medics are working on a solution, but as of yet have only been able to slow the progression and spread through the usage of their dwindling supply of Brotherhood-issued chemical suits.
Fourthly, there is the Slavery Question. In order to smooth the transition into power, the Reavers allowed the surviving Pitt Raiders to remain in their positions as slavemasters, and kept the slaves of the Pitt working in the foundry. Factions within the movement view this solution as unsound at best, and immoral at worst, but the ruling council have largely ignored the issue, with the knowledge that the situation will be solved with time by the gradual decline of the slave population, if nothing else.
Finally, there is the external threat. The capture of the Pitt has shifted the regional status quo, and it is still up in the air as to the Reaver Movement’s relationship with it’s neighbors and Ashtur’s former trade partners. Whether it will be a matter of subjugating the Pitt’s old allies, or dealing with them remains to be seen.
