Cunning - Acturus is a clever man and is not above underhanded maneuvers if they are required. He tries not to break laws but occasionally they are more of a hinderance to what needs to be done.

Religious Beliefs: Agnostic, He does not have any personal religious beliefs but he also does not give the matter much thought. While there are several major religions throughout his sector they are disallowed to interfere with the government in any capacity.

Personality: Acturus is generally reserved and quiet when in a new situation or around new people as he tries to analyze everything. He is sociable enough to appear perfectly friendly when greeting another diplomat or senator but will start analyzing and calculating quickly to assess how they are relevant to him and Shael.

He, and Shael as a whole, do harbor some hard feelings about the Imperium because of their time as a spacers and their inactivity towards the Ohm interference. He has no real plans of open rebellion but the cracks in the Imperium are showing and he is a man of ambition.

Biography: Acturus was born to the previous Baron and his wife as an only child. Complications with his birth had rendered his mother infertile but it suited the family just fine. He was groomed to not only be a leader but also an intellectual. His interests fell into more of an interesting but less useful form of xeno biology. He managed to convince his father to allow him some aquariums where he would keep aquatic and insectoid species even though he was well educated in most fields from basic engineering or astrophysics. He was only a few generations removed from their spacer origin and the culture reflected it. They were very conscientious of resources even though they had a whole star system to utilize. Initially the colony grew slowly, while Acturus was still an adolescent the colony had hardly grown beyond natural breeding. He knew this would relegate their colony to a border world of little influence rather than his grandfather’s dream of a wealthy and strong state.

Acturus began sitting in on his father’s meeting when he was only sixteen and observing how weak his father actually was. Bowing and begging for scraps from the traders and neighbors. It was enough to have the colony scrape by but ultimately it would cripple them. He began making demands of his father, gently at first, requesting reports and figures of their resources and wealth compared to those of their neighbors and began pouring over the documents learning everything from annual steel production to size of the fleet and began work to establish Sael as a dominant power in the local region.

Before long he was devising strategies to not only grow Shael but making near by colonies respect or fear Shael. He tried bringing these strategies to his father but nothing came of them as his father was a coward when it came to confronting those he viewed as superiors. a few years passed and Acturus was now an adult, each year he and his father had long and raging arguments about the future of their home, it was obvious that the scant trade and crippling deals where bleeding Shael but nothing was being done.

Acturus began making deals behind his father's back, managing to purchase a cargo ship and a crew to run it he sent them out with the express orders of making agressive deals. they ran into some initial resistance but were bringing back qreat wealth and tonnes of materials each haul, where their counterparts were bringing back just enough materials to break even. Acturus never told his father however and simply grew his personal wealth and waited.

An upstart colony nearby with less than reputable morals began contracting pirates, to steal wealth rather than mine or trade. The pirates they hired made a grave mistake and hired them to attack some of the Shael transports one of which Acturus' father was aboard, he was killed for half a ton of rice. When the news reached Shael Acturus was deeply sadded, but at the same time relieved, he could finally take Shael to its potential. In the first year he fought long and hard in meeting after meeting brokering trade deals and mining rights.

He was eventually successful making Shael a hub of trade. This shift also brought many immigrants, spacers who decided to stop traveling, new people from surrounding colonies, aliens trying to make a name for themselves. in only a few years Acturus began setting his sights on expantion. The first colony ship launched to Ral when he was just 39. Over the course of the next 100 years he expanded Shael territory and colonized planet after planet, and built dozens of space stations and built a reasonable military to protect his borders from the Ohm pirates. During this time he managed to pull himself away from Imperial control and found an official SAS, shortly after this he demanded action from the Imperium to bring the Ohm pirates to heel, he was given assurances it would be taken care of but it never happend. The imperial inaction cemented doubts in acturus about the integrity of the Imperium. Fortunately however the Ohm did not grow significantly since his father's death, backstabbing and internal strife kept them weak. Acturus never forgot Ohm's actions however and began militarizing further and converting one of the large drifter ships into a grand military vessel, although it took several years it was large and powerful enough to maintain a full scale ground invasion alone, although many smaller craft followed it as protectors.

Just after his 158th birthday he sent his fleet into the Ohm territory and launched a full invasion of the surface, for revenge and to protect his territory. Although the colony was small the gangs where well armed and suprisingly organized and held the invasion at a stand still for months. Only in the last two months had the fighting ceased and a formal message to the Imperium been sent declaring that Ohm was under Shael control.

Ral – Large and high gravity Cheti class world, fairly recent explosion of population. Thick but useless atmosphere of mostly Nitrogen and only traces of oxygen. Ground complexes are built into the mountains and are sealed from the outside environment, most of which are sprawling mining complexes. Orbital stations serve as a large trade hub and shipyards for the SAS

Ort – Large moon classified as a Zeta world around a gas giant, used as a base to harvest useful materials from the gas giant and other orbiting moons. The moon also supports several large chemical plants along with a few science labs.

Tal
Hel - Orbital waystation above a volcanic planet, drawing Geothermal and Solar power the Waystation acts as a fueling depot for traders, spacers, and colonists before pushing out deeper into the periphery or into the halo stars. Often making profit with food, water and fuel with the occasional mercenary escort for hire. There are a few people living in extremely durable habitats on the surface maintaining the Geothermal plants. Hel has a very transient spacer population with only a few permanent residence to keep the station functioning.

Amn
Dol - A small continental world much like Shael Prime, which is primarily used as an agricultural world supplying food stuff to the neighboring worlds and stations. It does boast a better growing climate than Shael and can produce food much easier and has turned much of the used land mass into farmland.

Io - a barren dead world with little minerals to speak of but the planet orbits near a thick asteroid belt and provides a hub for dozens of small mining stations throughout the belt extracting vast amounts of minerals

Ohm
Ohm Prime - a terra sized world torn by war, recently conquered by the Shael Military through an extended campaign. The world was supporting piracy of the Shael for many years before the lack of imperial intervention forced the conflict into open war. Ohm was little more than a couple of colonies who harbored pirates and a prosperous black market. The majority of the Shael military is still on the surface having only recently quelled the civil resistance and formally declared the colony as part of the Shael worlds.

Lo - large satellite of Orathi, currently only an outpost staffed with engineers and scientists while they map near by systems for further expansion. Although their colony was captured they were simply tasked with resuming their work.

Ber
Ith - A recent addition to the Shael state as a populated world, it is an Arctic world on the edge of the star system. Koln is a system recently claimed by the Shael with Kolth being their flag in the ground

Spacer stations-
There are dozens of drift colonies and orbital stations within the Shael systems, due to their spacer roots many enormous drifter ships and stations can be found within their borders. Recently they have been slowly converting their stations into militarized outposts rather than habitats.

Military and Security Forces:
1 Invader Carrier - Large capital ship with heavy ordnance and supplies to fuel a surface army.
500 Patrol and escort vessels - Frigate and cruiser class ships occasionally equipped with fighters who patrol Shael space, also used as protector ships with the Carrier.
400,000 Navy personnel
600,000 Army/security forces - primarily used as security personnel on navy ships and space stations, especially on trade hubs.
1,000 Marines - Heavily armed and armored military that act as the true might of Shael, they are few in number and expensive to equip but they are nearly on par with Imperial mechanized units.

I would find that unrealistic due to the scale of the imperium. Criminal empire sure, but across the whole galaxy? seems far fetched imo. Personally a local crime lord over a few dozen maybe a hundred systems seems much more feasible.

Ga'duk waited patiently in his seat, the rumbling engines and high alert in the rest of his squad going largely unnoticed. He had performed and confirmed his ready check twice, although the sergeant had fixed his mask so that it was actually sealed and would protect him from a hard vacuum if the hulk had vented its atmosphere. The pilots navigated around shining spotlights on several crash sites across the hulk's shell but were always less than satisfied by the possible landing zone. The sergeant moved to the front cabin and began arguing with the pilots so that he could depart and complete his mission, Ga'duk on the other hand rocked gently back and forth day dreaming of mopping a vast station rather than getting "'oonds" and having to spend days with the medi-guys.

Finally the sergeant and pilots hammered out a plan and pulled the rear of the transport to a section of hull that seemed sturdy enough to bear their weight. The transport locked itself to the hull with some mag-clamps and opened its door to bare hull. The guards understood immediately and broke out their breeching cutters, thin jets of hot plasma slowly burned through the hull leaving droplets of hot slag cooling on the floor. While the guardsmen were cutting the sergeant turned to Ga’duk. “Are you ready?” he said rhetorically, Ga’duk nodded but the sergeant continued “good, now when we get the hole cut you have to go out FIRST and KILL anything that is NOT us. Ok?”

Ga’duk nodded slowly, “y-..yeah, i got it sarge” he said laughing “i'll squish dem”

The sarge slapped his shoulder “yeah, thats good, its what He would want.”

Ga’duk’s eyes went wide “He? You mean da Empoor?”

“Yes, He wants you to squish the enemy”

Once the sarge stopped talking Ga’duk charged the half cut breech slamming with his full weight and strength, several of his squad had to dive out of the way to escape from being crushed between the ogryn’s shield and the hull. The first impact warps the hull and audibly strains the metal, each of the gaurdsmen stare at Ga’duk in surprise both his unexpected charge and his immense strength buckling the thick hull. He backs up and readies to charge again, “squish dem for da Empoor!” he shouts as he charges again crashing through the weakened hull into a large corridor. He raises his axe and searches for a target bellowing a barbaric warcry, but finds none. The guardsmen follow him out and form a semicircle barricade of las-guns around the breech. Ga’duk looks around again while lowering his axe before dropping his head, “I sorry Empoor, der was nuttin to squish..” he said, vox channel open. His entire squad chuckled but Ga’duk was visibly wounded that he could not fulfil the Emperor’s will.

OK, I was aiming for something relatively small. Essentially a spacer group that had put down roots towards the periphery some time ago and somewhat recently (100-200 yrs) been recognized as an SAS as opposed to a colony/spacer group. Although I have no concrete details on how that would have gone down.

A sparsely populated home solar system with a few outposts that are little than staking claim on a few surrounding systems. They would have a large transient population of spacers passing through.

Thanks, and one more question. What would qualify as an SAS? as in, do they need to be of a particular size (# of worlds) or population before being considered a colony large enough to be recognized in the senate?
