True. But I imagine, if I have a Fleet - I can be more mobile and interactive with other players. If I am mostly on a planet - then I am stuck...well alone. And with the threat of some Imperial ship just turning the planet into glass from orbit.
Well i will have a planet but i dont plan on allowing the humans to be a threat to it for very long once the real rebellion starts. I will build a home defense fleet and raiding fleets until i can field a true invasion fleet to purge the vile humans.

Culture: The Blood raiders are cruel and savage, and excellent warriors. The rogue fleet has evaded the long arm of the Imperium for 300 Years since their defeat above their former homeworld. The bulk of the fleet often hides in nebulae or other unchartable regions of space where the Imperial sensor arrays are essentially useless, from these hidden locations they send out squadrons of frigates and cruisers to capture Imperial cargo ships and warships. They are looked down upon because they rarely leave survivors and execute any crew they find regardless if they surrender or not. They are deeply hated by the Imperium but not viewed at a real threat to the Empire itself, a local danger for shipping and patrols but they have never captured territory nor managed to liberate their former home.
Every facet of the Blood raiders is bent to wage war, they have a vast fleet capable of sustaining many thousands with Imperial cargoships converted into mobile farms making food and air for the fleet. They even have captured mining vessels who process metals and ice into what they need. Every pound of metal and gallon of water is carefully utilized for the war by making ships, weapons, ammunition or food and water. Many of the looted supplied from the Imperials are either taken and reprocessed into what the Raiders need or sold on the black market for cash. This makes the Raiders one of the largest distributors of Imperial military equipment on the black market, and this trade makes up the majority of their income.
History: Since the fall of their home world some of the Gargan navy survived and escaped into a nebulae where they waited for several years before they needed to venture out and resupply, They where going to touch down on some populated world and try to barter for it when their warships happened across an Imperial transport that was laeden with food and even some farming equipment, so they simply took it and executed the humans on board. This cargo ship did not supply them for long and they slowly turned bandit to survive taking transport after transport and destorying the escort vessels that started to accompany the transports. Before long they had more empty transports than they could crew so they started a crazy project, stripping each down and melding them together into enourmous ships that where painfully slow, but warp capable, and where engineered to become vast farms floating through the void. It took years to convert dozens of ships into one grand transport and by the time they had completed one they had more than enough transports to convert again.
This process carried on for years, to the point that there where more than enough farms to comfortably supply the whole navy. So the admiral at the time decided to undertake an insane project, he requesitioned yet another grand transport but before construction was complete several ships raided a manufacturing plant taking hundreds of machines and rather than a farm he made a floating factory, it was terrible at its job because the cargo ship was not shaped well to support a factory, but it was the stepping stone the admiral needed. Rather than simply melding cargo ships together into longer and longer tubes, he could make his own ships. the factory started making components that where not found on the transports and made a true floating factory that was actually more efficient because the gravity could be turned off and several tonnes of material could be moved by a single worker.
This continued for years and the fleet grew into a huge and complicated network of ships to maintain a war effort that he had no business maintaining. Mining ships, smelters, factories, colossal 'hive' ships and the fearsome warships. The Void Raiders, as they became known, had assumed their homeworld was taken and their people destroyed, so they took no mercy on the empire even as it brought more misery upon the survivors.
Important characters: Daer- The General, supreme comander and dictator of the Void Raiders fleet, he was born and raised in the fleet rising through the ranks quickly due to his superior tactical mind and daring actions. He has grown the fleet substantially since he took command, and made the Void Raiders something of a legend through out the Imperium as one of the Empires most wanted. He is savage and cruel, when dealing with the empire. He will launch missiles into populated areas on a planet or lay siege to civilian space stations if the need suits him. He is of a mind that the whole of humanity is arrayed against him and happily wreaths destruction and fear wherever his fleet goes.
Liarn- Governor-Militant, the commander over the civilian ships and the battle group assigned to protect the fleet of industrial, agricultural and housing ships. He is not as brutal as his General but is still a tactical master, having saved his fleet many times from suprise raids and Imperial attacks.
Argas- the Raider Admiral, son of General Daer, he is just as savage as his father but is notorious in his own right. He commands the Raiders on their attacks on Imperial supply lines, he commands a specialized Bandit cruiser and a vetran team of Raider craft to execute his raids. He is a master of suprise ambushes and attacks direct from FTL. although he has difficulty commanding large fleets and keeping track of the whole battle when there is a large engagement. In small skirmishes he is a superb commander having out manuvered several Imperial rising stars who thought they could best Argas.
Description of Military: The Gargan rely on a combination of several tactics. For their pirate actions they rely of lightning strikes to cripple and disable hostile escort ships before boarding the ships they want to capture and exterminating the crew. Boarding parties are elite marines in especially heavy armor that can shrug off all but the most dangerous imperial weapons, they take no prisoners. When the Void Raider's capital ships are involved they are slower paced and rely on long range tactics, pummeling the enemey from long distance with heavy rail cannons and punishing barrages of missiles. Once they are in range of more conventional weapons they launch hordes of drone fighters, a single carrier can launch thousands of drones. Each one is not terribly powerful but in such numbers they swamp any level of point defence and can pummel down even large battleships given time.
the 'civilian' fleet is carefully protected to the point of paranoia. They permenantly have a carrier and several battle cruisers with them as a last resort, and most of the civilian ships had a small hangar bad attached to them to lauch even more drone fighters. And imperial patrol that stumbled across the civilian ships would be swarmed with drones even beyond that of the battle group. However they lack many of the heavy rail guns that make the battle group deadly.
other than the Gargan boarding parties they have very little in the way of ground troops, but this is going to be changing soon, they have reconfigured and done some testing with walking battle droids.
Technology: The Gargan computer networks form the basis of every small advantage the Gargan have over their Imperial enemy. Primarily is their drone systems. a single drone is next to useless and will do very little damage, their danger comes with the vast numbers being deployed. the piloting algorithms are very basic collision avoidance and minor shifts in trajectory to make them more difficult to hit by defence turrets. but they are nearly totally unarmored and are simply a gun with some engines and an antenna, often being destoryed by the first or second hit by small point defence turrets.
The second are the accuracy of their long range weapons. While the rail guns are top of the line technology stolen from Imperial warships and reverse engineered by themselves give no advantage, but the firing solutions plotted by their computer systems are slightly more accurate at longer ranges than the Imperial systems generally compute. The Gargan ships are firing more accurately at the extreme edge of their range than most imperial ships can manage, often cutting down several enemy ships even before the first Imperial ships land their first hits.
Third are more accurate jump calculations as the Gargan computer can drop from FTL with a smaller margin of error than most other FTL ships. This is mostly used in their ambush tactics, however it is occasionally used to put a small strike force amongst a large enemy fleet to sow chaos in the ranks as the drone swarms grind down the enemy.
the final advantage is Gargan cryptography, It is unimagineably complex, any messages intercepted are rendered down into useless gibberish. The foundation of the cryptography is from the strife before the Imperials attacked the Gargan at all, the eternaly evolving algorithums of encryption are so complex that Imperial cryptographers have tried and failed numerous times to breech their communications, and any captured machines are rendered useless in a few hours. This same encryption is what protects their advanced computer networks from any kind of hacking.
Fast raider vessel armed with a pair of heavy Gauss cannons, used as a lightning strike vessel to cripple or destroy ships escorting transports. The frigates can also drop from FTL behind or near enemy groups and launch heavy suprise attacks to distract the enemy from the capital ships or risk being crippled from behind.
A heavy combat vessel that relies on the accurate jump calculations to exit FTL within range of their target and launching a punishing barrage of gauss shells and missiles to obliterate a target or several in one go. The ships is rather slow for for an ambush ship and used to take down ships larger than itself during a raid.
The smallest Gargan Vessel to carry drones, it only carries a few squadrons, im most situations the drones are a defensive countermeasure against enemy strike craft. It is a long range force with extreme long range cruise missiles and makes up the majority of a Void Raider fleet's missile barrage.
The workhorse of the large Gargan fleet actions. These ships are slower moving that any of the raider type ships and makes up the hail storm of Rail slugs tearing across the battle zone, they have the highly accurate targeting computers and can hammer at imperial ships for several salvos before the Imperials are within their effective range.
The heavily armored brawler of the Gargan Fleet, it puts itself between the enemy ships and the carrier ships, using is gauss cannon batteries to obliterate any ships that get too close. Their heavy armor makes them slow but also incredibly tough to destroy, most weapons only bury into the armor without actually breeching the hull.
The hive class carrier his largely unarmed, other than a complicated network of point defence guns that will keep small strike craft and frigates away but heavier ships are a grave danger to the carrier if they managed to get within range. However they are capable of launching thousand of drone fighters to withering effect, grinding an enemy fleet down with a constant hail of pulse lasers.
The swarm drones are simple fast drones with a single heavy pulse laser, the individual dones do very little damage but when thousands of them are pummeling a ship in a concentrated area their combined fire will tear through even the thickest armor quickly.
The Tormentor drone are nuclear suicide drones, they are built for speed and manuverablility. They latch onto enemy capital ships, aiming for more vital components such as the bridge, engines, life support and detonate the nuclear payload often with terrible results.
The Siege drones are similar to their Swarm counterparts but carry a heavier beam cannon, the larger weapon makes them slower bomber type ships rather than fighters, but their firepower augments the drone capability to punch through the thicker hull of larger ships.
Most of these Civilian ships and almost totally unarmed, while they have a few point defense turrets to drive off strike craft or shoot a few missiles down they are unable to defend themselves from any serious attack.
Large mobile industrial centers, they are fit for whatever the need such as mass smelting furnaces or component manufacturing, they also have vast cargo bays to hold huge quantities of materials. These ships are often parked next to a mobile shipyard continually shuttling materials over to build the ship or as part of a daisy chain of industrials, refining ore, to make parts, to make components, to go to the shipyard.
these are huge mobile farms over a kilometer long that make up the bulk of the raider's food production.
This ship is a mobile shipyard that can construct any ship of the raider fleet including its carriers. however they are terribly slow at construction and can not leave while a ship in underconstruction unless they abandon the unfinished ship. If construction is started it is because there are enough material stored to build the ship they need and are in a well hidden location while they are constructing the ship. Often hidden deep in a nebulae
these simple ships are where the fleet grow their families. While each ship has sleeping quarters for the crews and workmen but these ships have areas to spend time relaxing and is largely an empty tube with nothing but housing areas for the growing population until they can be given jobs on other ships
The freighters are large ships that are nothing but empty space to carry vast hordes of materials for later use
@Sophrus Yeah, but antimatter is also a power source, basis of advanced warp technologies and cna be used to created buffed shields.

Kamikaze drones it is, 10 drones with 2-3 grains of neutronium each mag lock themselves around a capital ship and cut it to ribbons. total cost 10 drones and 20-30 grains of boom sand.
and ill sub the blasters with idk, chain guns or something.
@Sophrus I was just thinking in my head: "How does an energy shield and an antimatter particle blaster relate to each other in a technological advancement way". In the end I have no answer, but if I had to decide between energy shields being more advanced or antimatter explosives, then I would say antimatter. Which is funny because I tried to set the tech level to a very basic space tech, so no shields and tachyon beam weapons.
Now, antimatter would be hard to get in any way. Antimatter, in its core, is not only nothing, but in fact the opposite of existing matter, even thought it is still a visible and experiancable object. I don't think more needs to be said why it would be hard to make. Anyways, I rarely use antimatter, and EVE has plenty of shields, so lets abandon this concept.
ok, ah, i never said anything about shields, even though shields do exist in eve i was leaving them out.. but if its a no on the antimatter that's fine. regular nukes or the neutronium thing are viable options, although the neutronium seems to be at least as powerful as antimatter if not more so, due to firing sand sized nukes rather than converting the mass of the enemy ship into pure explosive power. kinda the same danger level IMO
Am thinkin, antimatter is a crazy powerful explosive that needs to come from somewhere. The issue is not necesaarely the weapon, but the fact that these guys can mass produce such a valuable material without effort.
And I never said how difficult the material was to get. Although given our level of technology antimatter probably would not be all that difficult to mass produce.
That said, it could be difficult and my ships only have a few antimatter shots each. Or it's not that difficult and they have a few more... it's an "oh shit" weapon not standard issue for all ships.

Particle blasters operate on a similar principle as the railgun except they fire a magnetically contained ball of subatomic particles. No other turret class can match the sheer destructive power of particle blasters, but due to the rapid dispersion of the containment field, it also has the worst range of all turrets.
As for its actual damage and such I was just going to work on the assumption that it was essentially a very short range nuke that arrived at its target almost instantly. But not so powerful that a frigate with a few antimatter shells would take down a capital ship, although several frigates and some lucky shots could cripple a capital.

Type of Governement: Militaristic Technocracy
The military is the supreme governing body made up of several military officers who act as a war counsel, under them the society functions as a technocracy with the greatest minds in the most senior leadership roles. The military only really counsels with the Engineers and financial branches and leaves most of the other groups to function for themselves. For example: Agricultural experts are rarely brought in to military meetings, but they are occasionally consulted concerning production of military rations and are otherwise left autonomos to maintain themselves.
The Gargan - A very short and stocky race of Aliens who breath gasses highly toxic to humans and the majority of other races, the Gargan are accustomed to breathing an atmosphere containing high levels of chlorine and become very ill without it. Due to this they carry an advanced rebreather system to keep them breathing in environments that do not contain the chlorine.
Humans - Look down upon the Gargan, and have tried to quietly exterminate them but the Gargan are highly adaptable and have worked around the human extermination efforts, humans do not like the high gravity (1.55 earth gravity) world of the Gargan home planet and relatively few have decided to live there. Many traders and others pass through however inflating the human population significantly sometimes.
Brutes - A large and beastial creature from a neighboring planet, while they are sentient by all tests they are still quite unintelligent by most standards and have been imported by the humans to provide extra muscle on the Gargan home world.

The war for conquest over the Gargan lasted for years. The space battles where devastatingly costly for the humans for a very long time, until they began to field larger and larger fleets and fight in multi pronged attacks, sacrificing many powerful warships to the drone swarm while others tried to catch the main fleet, but this still left the human fleet in tatters each time. The humans always had more ships, always. slowly, the human fleets ground the Gargan fleets away, one ship at a time until there where no super carriers left, then they launched the true invasion of the Gargan homeworld. This invasion was one of the most costly wars Humanity had ever fought, losing millions of soldiers to the ground war between the toxic gasses and the endless droid armies they bled for every meter of the planet. The troop transports never ceased arriving and eventually the humans won, after razing most of the planet during the war leaving whole cities glassed from the orbital bombardment.
The Gargan suffered greatly during this war, their population is still a shadow of what it once was, they had been exterminated off every planet other than their home world due to the hate the humans still have for the savage wars between the two races.
The Humans have tried to exterminate the Gargan population quietly on several occasions, most recently they began terraforming the planet by leeching the chlorine out of the atmosphere and allow the Gargan to suffocate slowly. The Gargan, a highly adaptable species realized this and began constructing several projects. One to aid the humans, by leeching the chlorine faster than the humans could, storing unimaginable quantities in secret locations around their home world and several tucked away in orbital stations nearby. after this they developed very advanced and complicated re-breather systems and distributed them throughout the Gargan population. the quiet genocide that was supposed to take place was an embarrassment to the humans who orchestrated it, but it was never brought to light. Since then the Gargan have been plotting to strike back at their overlords. their hatred running deep, but tempered by a careful demeanor. however there are several "rouge" bands of Gargan who act as little more than pirates, attacking cargo ships and passenger liners, but never cause enough of an uproar to draw the eyes of the Imperial military. Officially the pirates are not sanctioned by the Gargan as a whole however the local security never seems to catch the pirates in time. The imperium has long suspected an insider feeding the pirates information such as gaps in the patrol routes and advanced warning when security forces are en route.
The Gargan security forces have been quietly building a real military, secretly building several large military vessels concealed in a near by nebula. The true military might for the Gargan is quite small but they would be capable of rapidly expanding if given the chance out from under the imperial watchful eye. They are constantly viewed with suspicion of dissent but officially and technically they are in good standing with the Empire and their only noticeable shortcoming in inept security forces. though this is far from the truth.
Boh-dak: Militant prime Boh-dak Is an old Gargan, A survivor of the most recent attempts at purging the Gargan species. in Imperial records he is labeled as a Pirate leader and Criminal. He is also the highest ranking Admiral of the Gargan resistance. He harbors a deep and profound hatred for humanity and wishes to exterminate them as they had his people. He was not born yet when The conquest happened but his eldest relatives, who witnessed the final siege of their home world, had passed the story down and groomed Boh-dak into a single minded war machine. He is currently in command of the Blood Raider's only real base, and the last Gargan Super carrier.
Chee-dar: Militant Secundus Chee-dar is a young Gargan but a tactical genius, In mock battles and simulations he is the very best mind the Gargan have to offer. He is currently secured with Boh-dak in the pirate base, but he is untested as the Gargan ground general. He also feels the deep hatred for humans as he has been taught by Boh-dak and heard the horror stories of the conquest.
Ohr-sah: Governor prime Ohr-sah is the Governor of the Gargan people, he is a master at managing and networking. He controls the distribution of wealth throughout the Gargan government. Ohr-sah sets tax rates and decides on funding, even military funding. He is the "Public" leader of the Gargan who interacts with the humans and maintains the deeply strained relationship from collapsing completely.
Jakob Olan: Human Traitor Jakob is a human working with the local security forces. He is the informant to the Gargan pirates informing them of incoming forces and changes is patrol routs. He is very careful and uses the still unbroken Gargan encryption, While he is not closely watched himself those in command suspect someone of treachery and have been slowly tightening security to prevent leaks to the pirates, however Jakob has been ahead of them so far.
The Gargan Navy relies on a two prong system of attack, their primary line of offence is high powered rail guns. These rail-guns propel heavy slugs at tremendous speed tearing through thick armor plating with nothing more than weight x velocity. The other line of offence is advance computer systems controlling swarms of autonomous drones. The drones come in many shapes and sizes but the smallest are about the size of a (modern human) car, where the largest are equivalent to a heavy Semi-truck. The drone swarms are capable of destroying very powerful warships with a death of a thousand cuts while the true navy ships hammer from vast distances with their rail-guns.
Defensively the Gargan vessels are somewhat weak, having little more than thick armor plating to protect them. While they each have potent point defense guns and highly durable armor the fleet prefers to stay at range pounding the enemy with rail-slugs and drone swarms.
The Gargan army is truly a site to behold, the ground forces held the human's at bay for years. The army utilizes similar tactics as the navy with some minor differences. Special commandos are the only actual Gargan that enter the battlefield. They wear heavy suits of powered armor making an individual Gargan even larger than a human in full combat armor. Each commando has a dozen of droids with him commanded by advanced computers, not true artificial intelligence but near enough that the machines where destroyed when the Gargan finally lost the war. Several of these machines survived and the greatest Gargan Engineers have replicated the machines and have prepared to mass produce the vast droid armies they had fielded in the past.
Technology: The Gargan technology is not especially advanced when compared to human technology, their FTL drives and manufacturing capability is very similar and was actually upgraded slightly after the invasion to extract more recources from the large planet. the Gargan technology is remarkable in only a few areas, their computer systems are highly advanced, not more powerful individually but the computers are much better at working on several lines at once. This was done for the droid and drone armies to allow a single powerful computer to run hundreds of machines at once without slowing or reducing combat effectiveness.
The anti-matter weapon system in their short range warships are a jealously guarded secret, none of the ships containing the weapon ever fell into enemy hands, due to a doctrine on such ships to leave no survivors and would set a collision course with an enemy ship and detonate its entire anti-matter payload. This doctrine is especially used when boarded destroying any useful materials is a ball of exploding antimatter
Finally Gargan encryption methods for communication is unimaginably complex, due to years of internal conflict before the human invasion. the Gargan method is an evolving and ever changing encryption that actively resists any kind of brute force cryptography. Even captured computers and security keys are rendered useless within mere hours. This encryption has since been broken but other versions exist, noteably those used by Gargan criminal elements who have since assimilated with the resistance, and these have never been cracked as far as anyone knows. these secure systems are known of and anyone using such a system has been executed but it still survives in resistance safe houses.
Additional: The Gargan have not started an open rebellion as of yet and their efforts are still very passive, for the most part. However some plans are still in place to wholly cast off the humans and start a savage war. The Gargan are not interested in leaving human survivors.
