A lot of that is a secret, but for starters I can say I'm a dimension hopping "human" that has an interest in messing with or helping others depending on my mood. My mood also partially dictates which of my three sub powers are stronger, though that's more of a strength then a weakness.
If you were hoping for something more elaborate you likely won't get it.

If you're new to hopping about existence, you wouldn't.
But if you aren't, then you would know that he's the president of the EDB, a multidimensional government that spans some parts of existence. I believe that they recently vanquished their foe the Crimson Armada. You'll likely get more accurate and in depth information from Shinji himself though, if he's willing to share it that is.
