The Republic of Paraka's attempts to pass the Transcontinental Railway Act seemed doomed from the start. Initially designed to connect the vast country by an intricate network of rails, the bill became a pork bill filled to the brim with nonsensical and non-related law changes and adjustments that did very little to benefit the production of any railway in Paraka. Instead, a 3% cut to Corporate Taxes was instituted and the incentive for railways companies was largely mitigated by the fact that the regulations instituted were so difficult, many private entrepreneurs were uncertain whether such a task could be completed with things as stringent as a "40 hour work week" and "all employees must utilize basic safety protocols."
The Fifth Continent's automakers influence was not understated nor was it too strong, but corruption in the Parakan administration was not to be underestimated. Legislative attempts to pass another bill without so much nonsense would go down in flames later in the month. Given the size of Paraka, it was inevitable that bids would be placed for the contract.

Joseph Lesting finishes his move to Cogoli, Vigentino. A famed Cadian writer of some repute, his last two novels went down in flames and Lesting's wife--also his third cousin--Henrietta, wrote in her diary: "The Vigentan air is good for all, but especially Joseph, who knows he still has one last great novel in him." Whether she would prove to be prophetic or not remained unseen.

The Holy Empire of Vigentino places an order for 50 Forino 4hp engines from F.E.A., with production beginning intermittently. They will be delivered to the government by the end of week.

Minister of Finance in the Toubrés Empire sends out a contract for the construction of a shipyard by a private shipping company with a potential pay out of $2,000,000. The merchant shipping company Expedição Marinha Preta contacts the Toubrian government three days later and begins construction on a 2,000 ton shipyard.

With recent Helroxi military build-up upon Tyrian borders, the government issued an ultimatum to the belligerent government demanding an immediate deescalation before the situation deteriorates further. The ultimatum is to be formally issued by diplomat Oskar Hirschl to the Kaiser and his government within the Helroxi capital of Fregleen.

On May 9th, Forino Estadi Automobili unveiled the Forino Saetta. Johann Cogatti, the newest engineer employed out of Tyrian Helroxi (won in the Tyro-Helroxi War--thus making Johann a Tyrian born Helroxi citizen working in Vigentino), was principally responsible for the design. The Saetta was the first of it's kind--unlike the Fifth Continent coupes: sleek, light and fast, the Saetta was desired for comfort and modest luxury. Capable of seating four, it was shown off in Cogoli on May 9th. In anticipation for the move, $250,000 had been spent on opening a new factory in Cogoli across the street from the F.E.A. Plant manufacturing the Forino 4HP.

By the end of the month of May, in Cogoli and the surrounding towns, 346 Saetta's would be sold--netting F.E.A. profits in the range of just under $500,000. F.E.A. was grateful it was not called to manufacture weapons, for it may have been unable to finish the design components for it's first automobile. Powered by the Forino 4HP, the Saetta was capable of achieving 13 MPH on Vigentan roads and 15 MPH in Cogoli paved roads.

Similarly, on May 10th the automobile company Segaso in the Republic of Ustrela unveils it's plan to enter the modern market of it's Northern Neighbor, the Republic of Paraka. By the end of May, a 175 Segaso Modello I's had been purchased by Parakan citizens--upper middle class citizens. Additionally, the Design Team of Segaso began development of the world's first race auto, specifically designed to win designed races on a track.

May 8th Julo-Vigento War
Starting a week late, Operation Crescendo involved the Vigentan Second Imperial Army, entering Julia through the Southern border of Julia. The 2nd Infantry Division, supported by the 2nd Artillery Battalion, made use of the major roads and other roads to move towards the Julian town to the furthest west on their maps. The Second Imperial Army began a systemic Southwestern sweep, covering huge swathes of territory within a week, and coming up in sight of Julia proper by the end of the week.

In the North however, and for the first time since the war began, soldiers of Julian Homeguard and the Vigentan Imperial Guard met on the open field. The 5th Infantry Division, supported by the 4th Artillery Battalion halted late on the day of May 8th when it came into contact with the 3rd “Republic” Infantry Division, 4th “Light Foot” Infantry Division and 5th “Thunder” Infantry Division of the Julian Homeguard Echelon Killigan. A preliminary offense by the Vigentans left 1,497 men dead that was repulsed with ease by Mataxi equipped Julians on the Left Flank. Men settled in for the night, while on both sides unlimbered their field guns and prepared for battle.

In an unprecedented move of foreign policy, one that seemed to spit in the face of the Helrox Empire, the Cydernian Republic reversed it's course and decided to endorse the Tri-Academy Proposal, bringing closer ties to both the Itheraen and Tyrian cultures and population. A small, albeit vocal Helroxi minority made their dissatisfaction with the crude political maneuverings of the Cydernian's current administration.
"Whereas, the Government of the Cydernian Republic, the Government of the High Kingdom of Itherae, and the Government of the Tyrian Empire desirous of the advance of learning for aspiring officers and commanders, as well as goodwill between the three nations, will agree to the following: Article 1: The Tri-Academy will be founded out of goodwill and will be constructed as neutral ground on the border of Itherae, Tyria, and Cydernia. Parakan Minister of Defense Ameyalli Coeget is given a spending budget of $500,000 a year to bolster the ranks of the dilapidated Parakan Armed Forces. On the first of May, 1905 the first official recruitment drives began--aiming at targeting a strong army for a strong Paraka with the official slogan of "Peace through Strength." Initial analysis believed that it would be a tough sell given the relative isolation of the Fifth Continent, but recent "military training exercises" on the Southern border suddenly saw recruitment increases in the Southern Territories by 500%.
While initially only targeted at the Army, the drive seemed so successful that $5,000 was turned to the Parakan Navy, with several hundred sailors enlisting right out of Vashamaqak in the first few hours of the campaign. They would be relegated mostly to coastal and shore duties, but turn out appeared to be exceptional, at least for now.

The Kingdom of Cadia sends Foreign Minister to the City-State of Julia, via Melgaria to negotiate a trade deal.

However, on May 2nd Graham disembarked on the Melgaria Veséntu line due to "war time activities" and was forced to take a carriage into July. Later in the afternoon while leaving an inn and preparing for the second leg of the four day journey, he and his two Cadian guardsmen were apprehended by Vigentan Imperial Guardsmen outside of the city of Tepizzo. His trade proposal was confiscated and handed to Vigentan High Command in Cogoli (received later that week) and he was held at a local barracks as a prisoner until his fate was decided. - [Kingdom of Cadia gains +1 Tension with the Holy Empire of Vigentino.]

In the Kingdom of Cadia, an investment of $1,500,000 is set aside for the Grand Library of Markus, a three story tall public library. The historian and architect Hans Eberstark was appointed to lead the design and it would be slated to finish sometime in 1908.

The Toubrian diplomat Valério Lopes, a nobleman from the East Coast of Toubres is sent to the Serene Empire of Tara, with instructions to present a formal alliance invitation to the Empress. Whether or not the Tarantese Empire accepted or modified the terms would remain up to them.

In the Helrox Empire, the stirring Kaiser began to send out feelers to the Sladic nations such as Melgaria and Cydernia. On May 6th, the Kaiser had sent the following letter:
"Dear King Itonzo, With the war to the west, it is believed that the Helrox Empire and the Kingdom of Melgaria become even closer, aside from the already guarantee of Independence which we provide, we would like to offer additional resources to help grow out friendship and increase security in the region. The Empire of Helrox would like to offer Major General Redwulf Yulsig and Lieutenant General Dresvan Groslig as military advisors to help train the Melgarian Army Provide a loan of 100,000,000 to help train, and equip a Melgarian army with an interest rate of 3% however the Generals Redwulf and Dresvan would have final approval of all funds. Allow a treaty of Open Borders between our two nation to allow the freedom of trade and resources to flow along with people. Finally a pact of Nonaggression with one another.

The petty King Simon Itonzo however felt that the Helrox had given them crass advice in the handling of the Cadian situation. With the Helrox already guaranteeing their independence, why spend needless funds on an army and take money that was unnecessary? "We have the Helrox Army to protect us," King Itonzo allegedly proclaimed at a staff meeting. "It has been marked the Melgarian Second Army on our maps." Kaiser Jakob von Steeb would not receive an official reply to his letter.

May 7th would become forever become known Communion Day in both the Toubrés Empire and the Illesian Kingdom as the "Prenuptial Agreement between King Avandre VII Gustere of the Illesian Kingdom and Empress Maia Bastos of the Toubres Empire" was signed, to much fanfare in both nations. The custom of an Illesian and a Toubrian coming together--often in a hug and kiss on the cheek--was born on this day.
Article 1. All wealth and authority of King Avandre VII Gustere, hereafter referred to as 'the King', and Empress Maia Bastos, hereafter referred to as 'the Empress', shall remain wholly divided and under the control of their respective Monarchs, so as to ensure the continued functioning of the Illesian Kingdom and the Toubres Empire as two separate States, even as their Monarchs unite in marriage. Article 2. Inheritance given to heirs shall be determined at the discretion of the King and Empress if such a time comes necessary through a living will, and if heirs become apparent. Article 3. Should either Monarch die of causes that are not natural or related to old age, and there is no predetermined heir or predetermined distribution of inheritance among heirs, the wealth and authority of the Monarch that prematurely dies shall be transferred by following the inheritance laws of their respective State, with no inheritance going to the living spouse. Serranthian Conference After three days of preliminary, isolated hearings between the nations, the conference began in earnest with Raua Ticllacuri, a career diplomat from the Parakan Republic who spoke on the necessity of supporting democratically aligned partisans in Toubrian Serranthia under the guise that they too would be opponents of Mustafa Kahmar. On the same day, Luiz Cunha, Diplomat of the Toubrés Empire reiterated that al-Nuzzar's independence was a matter of those who owned the territory, and that did not involve the Helrox Empire.

In the Republic of Ustrela, Abram Secada, Ustrelian Ambassador to Serianeaux, travels to the capital of the Commonwealth of Serianeaux and propose the following trade agreement, aiming to encourage trade between the two nations: - 1. The Commonwealth of Serianeaux agrees to the removal of any and all tariffs on Ustrelian domestic industries - 2. The Republic of Ustrela agrees to the removal of any and all tariffs on Serianeaux domestic industries - 3. Both parties agree to uphold this agreement for a minimum period of five years - 3a. Both parties agree to discuss and potentially revise the treaty after a period of five years

In the City-State of Julia the weapons development program of continued to operate with near impunity, regardless of the on-going developments both inside and outside the city walls. Thamber Corporation was given the opportunity for a new weapons platform, though it's specifications were largely unknown.

Serranthian Conference The first day of the Serranthian Conference gets underway with delegates from all four nations arriving at the coastal town of Suretza, Toubrian Serranthia at the Military Governor's mansion. It had been unoccupied since 1884. From the Parakan Republic, Warawa Nina lead the opening remarks during the cozy, albeit warm Serranthian morning on the promenade. After a brief morning of coffee and tea, Jakob Rudist, a Baron from the Helrox Empire offered a short moving speech on the responsibility of every representative at this conference.
Rudist gave an endearing but morally corrupt speech about the Helroxi Empire requiring a warm water port in Northern Serranthia, namely the The Free Port of Maharatsa. On April 18th, the Parakan delegate would be free to hold the floor.

Julo-Vigentan War
The entirety of Methyrnia was now safely under Vigentan control, without a shot fired. The Vigentan Army continued to be it's own worst enemy, losing 8,000 Turano M1887 rifles and nearly 10,000 artillery shells because of paperwork without appropriate headers. The fundamental logistics system, in layman's term: an artillery shell was created in a factory somewhere deep in the Vigentan heartland. It was boxed up, put on a carriage led by a horse or a locomotive and given assigned to an Artillery Division, but without an army attached or a singular command structure, one logistics officer noted it was like "knowing the street and neighborhood address of a letter you needed to deliver but not which country it was in." Logistics, a finely tuned machine in many military high commands seemed more like rolling the die and coming up snake eyes in Vigento.
On the frontline however, Operation Crouching Tiger, apparently inspired by a Hokkanese book of a midget feline, the Vigentan Army moved along the Julo-Vigentan border in the West, with 15,000 and 800 field guns assembling, digging in and assembling defensive positions. Back in Methyrnia, Vigentan soldiers enacting what was considered the world's first Purge, destroy railroads, roadways and shrubbery in the middle of the territory. Considering the railroads had quit operating since the beginning of the war, only Vigentan soldiers patting eachother's backs were present to witness the success of one of the most bizarre operations of the Julo-Vigento War.

April 18th
Following negotiations earlier in the month by the Ambassador Wulf Stengel of the Tyrian Empire, a total of 60,000 1905 Mataxi rifles were successfully transferred through Melgaria, Cadia and then through Cydernia. While stripping Julia of much needed weaponry, it gave them cash to burn to keep warm at night while the Vigentans slowly edged in around them like assassins in the night.
Serranthian Conference The Parakan Republic representatives stressed the importance of Self-Determination, and by that were alleging the right of every man to be able to decide for himself what kind of world they live in. Additionally, they added that they felt it important a Parakan presence in Toubrian Serranthia might be preferable, much to the deplorable shouts and yelling at the Parakan delegates. Next up, the Toubrian's then did what could be considered a master stroke or perhaps the greatest blunder of the entire conference. One of them stood up and solemnly shouted: "Let us now address the business of al-Nuzzar." An issue that was about to be forgotten was now brought straight to the fore by the very people who wished to forget it. Additionally, they brought up the idea of a strong political network in the area, something they were obviously lacking.
Julo-Vigentan War While in his carriage riding back from the Pavillion to his estate, a small crowd had gathered outside of Viscount Zach Nato. The coach attempted to coax the animals through but they were too many in number. The crowd was not violent, but rather pervasive. Guards rallied to the Viscount's side, brandishing their Mataxi. "Let'em through! Let'em through!'
Then shots. Pop. Poppoppop! The crowd surged back, Viscount Nato's carriage thundered forward and away from the crowd with the Mounted Guard hot on his heels. Back at his estate, the surgeons located the only wound he had received, a grazing wound to the shoulder. Reports later that evening indicated the alleged gunman was not captured, but it was assumed he fired a snub nosed revolver from only a few feet away. [-1% Stability in the City-State of Julia.]

April 19th Serranthian Conference
Delegates of the far and away Tyrian diplomats instead elected to emphasizing colonial influence in Zendara and Samgola instead of putting any undue effort on stopgap measures.
Known World
Kaleb Theiner, an unassuming yet diligent official of the Ministry of Finance in the Tyrian Empire is be dispatched to the Republic of Escya alongside Diplomat Jakob von Auspitz to court Julian Kaplan, founder of Steiner Meustadt A.G. with an offer of a $1 million Krone investment in the fledgling company. Any shares gained are to be be held by the Emperor Adalar von Wolfram. Julian will also be offered an additional grant of $500,000 should he agree to establish his company and it's operations within Tyria.
Julian Kaplan declines to take the offer as government interference would muddle any future attempts at dealing with other governments, but did take the offer of $500,000 Tyrian Krones to began operations in Tyria by the end of 1907. Kaplan was allegedly upset that the Tyrians took little interest in his designs and seemed more interest in his "future."
April 20th
With the sum of $5,000,000 at their back, Allister Fitzgerald of the Illesian Kingdom is chosen to chair the Committee on Infrastructure. Fitzgerald is a bright middle-aged man with a head for numbers and details, and a love for the common people, being born practically in the dirt and clawing his way to the top of academics in Illesia. The Committee on Infrastructure's objective is simple: distribute their allotted money to companies around Illesia in order to connect all major cities with roads, and from there, to work on connecting all minor cities and then towns and then villages to the road system. This is being done due to Illesia's poor infrastructure.
The Committee is to not to use the funds to pay companies any chairmen have stakes in, nor to attempt to take the funds for themselves. Companies that are chosen must offer fair but not exorbitant wages to their workers, with the goal to build as many miles of well-built roads as possible for the price. Without anestablished deadline, work begins in earnest but no reports are filed on when the CoI will be finished with the road network.
April 21st
The Ustrelian military begins a series to training exercises along the Parakan border. They aim to test the readiness of the Ustrelian military in case of an invasion from their northern border alongside the capabilities of the Ustrelian military to ensure the several hundred mile long border could be properly secured. This will be accomplished through a series of readiness drills and wargames imitating an actual invasion. This exercise is to occur over the span of a one week, the estimated travel time to arrive from the northern border to the Ustrelian capital. Several local garrison commanders in Paraka immediately report this activity to Parakan High Command. [Republic of Ustrela gains +1 Tension with Republic of Paraka. Ustrelian Infantry Divisions gain +6% Experience.]
April 22nd
A second bill is pushed through the Parakan Legislature to fund the Department of Mining and Energy as well as the Department of Anti-Corruption.

April 23rd
Toubrés: The nobleman Augusto Moreira, a man who has visited Marlanos many times, and is in fact married to a native and is fluent in the Marlanos language, is sent to speak with the ruler of Marlanos. He is sent to give a greeting from the Empress and to suggest a NAP, as well as a potential trade agreement, offering agriculture for any excess resources that Marlanos may possess. The Marlanian government reluctantly accepts the government, citing the "Toubrian people as nocturnally strange and violently bizarre." This Non-Aggression Pact will end in five years.
April 24th
"With the Illesian Army's officer corps practically in shambles, King Avandre orders $20,000,000 to go towards the creation of North Point in Regoth. North Point is to be the epicenter of Illesian officer training and doctrine development, a military university that takes young men at least 16 years old, filters them for their capabilities intellectually and physically, chooses the best, and then trains and tutors these young men under the best and brightest retired officers and theorists the Illesian Kingdom can hire, domestic and foreign.
Candidates must be Illesian-born, and nobility is not required though nobles receive a few extra points in the selection process. They will be able to choose to enter either the Marshall or Naval courses and receive commission as an Army or Navy officer if they pass all courses. Courses shall last four years, with students spending all four years in dorms on-site. The goal is to eventually produce all the officers that the Army and Navy needs, and to replace the dysfunctional officer corps of each entirely with well-trained replacements within twenty years. This means that North Point's goal is, by twenty from the completion of its construction, to produce enough graduates to replace every officer in the Navy and Army. Graduates will start in the lower echelons of the command structure and move up from there as usual, being replaced themselves with graduates of North Point when the time comes.
The company chosen to build North Point shall be chosen based on their bid to do so as cheaply as possible while not sacrificing quality. Most of the funds are to go towards the running of the military university, the hiring and pay of its staff, and the selection of its students.

In the City-State of Julia, the first instances of rationing begin as the refugee soup kitchens are open with a limit to one meal a day. Grain shipments continue to enter the city (as Vigento has dared not cross the Julian border), but the city is currently operating at a deficit intended to get more severe this winter.
April 25th
Being pushed through the Imperial Diet of the Tyrian Empire with the notable support of the Minister of Infarstructure Ruldof von Morzin and Minister of War Hans von Mollard is the Railway Construction Act of 1905. The Act will authorize the construction of 20 proposed new railway lines, the construction of which will be the task of the Osterreichische Bundesbahnen with an alotted budget of $15,000,000 Krones.
A government commission headed by Valentin Henlein from the Ministry of Infarstructure, so called the Valentin Commission will also be established including Ministry officials as well as personnel from the State Railways. While construction will begin with the bills passage with their allotted budget, the task of the Commission will be to determine the projected full costs of the entire project as well as how much steel will be required so that should the national stockpiles not be adequate, provisions might be made for the purchase of foreign steel next month.
April 26th
In the Coastal Empire of Tara a military commission is ordered by recommendation of Supreme Justice Charles Campbell, after a review of the armed forces on both the branches of army and navy the justice suggests that there is a culture of corruption and bribery within the army. The commission is appointed by the Queen herself, there job is to identify problem and or corrupt officers.
They do this by analyzing the following
- At an officer level, looking at officers who have taken large finacial incentives from outside parties. - At an officer level, those who have been involved with Civilian law enforcement for crimes on the civilian side (sexual assault, drunk and disorderly etc) Military police await on standby while the commission determines who to investigate while they look over hundreds of military files.
