Whee, another fit of conflicting ideas!
I don't know what's better: an empire controlled by an extradimensional entity(favors strength and power, i have made so much progress on its sheet), or a frail, 2020-tech civilization with a dying homeworld that is searching for a new place to live (favors story depth).

Illegal Religious Ritual
Remote Dominion Village, Derabis
The rays of naturally red moon of the forested world shone upon the huge circle of stone, let through a small hole in the dark blanket of clouds.
Hundreds of unfaithful, self-proclaimed "devotees" of the Karsot were lined up beside each other. Wooden boards stand erected behind them on one side of the circle, eerily stained with the different colors of foreign and local blood. On the side parallel to the boards, a choir stood by, most of them composed of throat-singers and a few tasked to perform the main singing. On the final side, the true devotees gathered in a well-organized crowd, waiting to watch the ritual unfold while the executioner-priests fastened the chains to the unfaithful. Any runners, attempting to escape the bloody ceremony, were paralyzed by dart shots from the executioners before being forced to be locked to the wood slabs.
The decennial slaughter begins.
The choir begins their eerie song, and the wooden boards flip upside down. Saws, wielded by the priest-executioners, grind their way inbetween the wooden boards as they make their slow approach to their groins. At the point where the saws begin cutting their way through the unfaithful, deafening screams of immense pain pierce the ears of the watching crowd, and many more grisly details that reach the point where it's even illegal to describe further what's even going on. Blood gushes through the canals and towards the circle, feeding the Karsot's Stone in the middle. This stone is said to possess bizarre energies, which grants a single wish in exchange for the blood of hundreds.
The screams die down, and the high templar of the sacrificial temple walks to the center. Silence ensues for five minutes as the blood continues to seep into the rock. Once the circle dries down, now dyed in colors of red, orange and yellow. The templar screams out loud:
"LET THE NEXT CONTACT WITH THE MEN OF THE STARS END IN BLOOD!
MAY IT BE KNOWN:
KILL A MAN, YOU'RE A MURDERER!
KILL HUNDREDS, YOU'RE A HERO!
KILL MULTITUDES, YOU'RE A GOD!
GRATITUDE TO THE ALMIGHTY STONE OF KARSOT!"
