Part of Kefla's problem wasn't Kefla herself. Actually, it almost entirely wasn't. The constituent parts were scaled in the most bullcrap way I've ever seen.

I prefer to chalk the "shounen logic" part to starting with generic tactics until you can adapt to your enemy. Fights go way beyond "who can hit harder" since it about who can best utilize their abilities, surroundings, and strategy to win. It's closer to chess than it is to War (the card game).
