Then there happened to be no reason for Baphumet to murder Nullis other than perhaps as a test run. While keeping that possibility in mind, I looked into possible motives a bit more and discovered that Nullis is not quite as powerless as she appeared. She has no strength, that is true. But she could have stopped Baphumet before she consumed anybody.

I first assumed something similar to you. I figured she would narrow who she could defeat, or perhaps even become more powerful as to not risk death when fighting you or Seth. However, that assumption was challenged when she did not grow powerful after every Codex consumed.
