Is it 2280 or later?
Seriously, the reason why I asked for earlier dates because 20 or often even 60 years won't be even close to develop certain societies.
The very first Fallout game is set 84 years after the apocalypse and by then there are multiple somewhat developed post-apocalyptic societies there.
My impression is that people who were living in Vaults underground were the serious minority and most people spent their lives on the surface straight after the war. Which actually makes sense.
You can house only so much people underground.

Why? There's nothing really which truly neccessiates dormancy for this long.
Sure, even with clean nukes there are issues like a potential ice age from the dust generated by massed us of kinetic rod orbital weapons. Somebody can be also deliberately asshole by using dirty nukes to fuck their enemy over. But in that case if they want they can make that part uninhabitable for even millions of years.

Pardon me if you perceive this as nitpicking but I just give you ideas. I can understand that you don't wish to give people unfair advantage by starting sooner but perhaps there's no such gain to begin with. A nation with longer surface-dwelling history can be as good as the others. Or even worse. The don't be OP ruling applies on them regardless.

Can someone break down the timeline for me? I'm having trouble figuring out when the bombs dropped, when humanity came out of the bunkers, and when we are now?

I would prefer if we at least know a rough timeline for the war and the current date, too.
As for when did you emerge from underground? All up to you. Technically since we used "clean" nukes you don't need to fear radioactive waste being spread around so you can surface right after the war... with certain other consequences.

@MetalLoverSince many people mentioned mutants, what kind of "fantastic" elements are allowed?
Even in Fallout the mutants are usually product of genetic experiments and the FEV virus.
Also didn't the nations used fusion nukes that are almost completely void of any fallout? Granted, a destruction of this scale I bet there are plenty of other hazards.

Did a tiny write up on my post-apocalyptic sci-fi Hussars. Unfortunately I can't give you any pics which would help to visualize them. Hopefully my description and the previous Winged hussar comparison would be sufficient.

Hussars

Hussars are highly decorated and respected troops of Great Hungary, instantly recognizable for their silver white armor with a pair of metallic wings. They are well-renowned for their speed and courage in battle, riding extensively modified military hoverbikes known as Wingbikes. Due to their tales of heroics and extravagant appearance the Hussars are also the most popular face of the military.

Wingbike

Name: Szárnysuhanó (Wingbike)
Type: Military Hoverbike
Propulsion: Laser-cooled electromagnetic hover unit, magnetojet engine
Powerplant: Oxygen Fuel Cells (enough for 6 hours of cruise)
Cruising Speed: 90 km/h
Top Speed: > 300 km/h
Armament: 4mm rapid-firing railgun (mounted at the front)
Optional Armament: Wing-mounted Missiles x 2

Heavily decorated yet aerodynamical hoverbike instantly recognizable as vehicle of choice for the Hussars. Its front is modified to look like the head of an eagle while the back has wings which both function as stabilizers and complete the vehicle's appearance as a mechanical bird of prey. As expected the Wingbike has little in the ways of protection and relies on its sheer speed to survive in battle.

Plasma Lance

Shaped akin to a medieval lance this is a deceptively versatile weapon carried by Hussars to battle. It has a compact electrothermal-chemical mechanism initiated by short-range laser power transmission from the Wingbike's power source to fire a compact rocket powered grenade at high speed. In terms of size the grenades are only a fraction of a modern RPG's size yet hold comparable power thanks to annie-induced ETC-plasma reactions. Furthermore the grenades are programmable between multiple modes ranging from HEAT grenades for anti-armor roles to high explosive, fragmentation or even thermobaric effects. The plasma lance is a versatile weapon of destruction, laying waste to anything within the Hussar's sight.

Just imagine their appearance closer to Polish Winged Hussars while the bike has eagle motifs instead of looking like a mechanical horse.

Yes, as our resident King can confirm these Hussars are Polish. But they looked so good propaganda distorted history in a way that public thinks this is how Hungarian Hussars looked in battle.
Not like there's anything bad with the classic Hussar getup. Winged Hussars just fits the wild style I am giving them better.

@MetalLoverI was meant to ask this for a while now so I say it.
What should we assume about this apocalypse?
And how messed up is the civilization?
If this were fallout then practically all major infrastructures would be bombed and people have a hard time to know what's going on a few hundred kilometers away much less to know the state of the world.
But given the location of our nations and all that I have the impression that while we did suffer an Apocalypse they recovered relatively well. Kind of like Age of Rebirth but with more anarchy.
