With the scope I have achieved, the old system is becoming null. It is a necessary change, I'm not saying that there be complete dissatisfaction, if anything many of the higher ranks will be more than satisfied with the new system.

Yes, the outcome we wanted is what we got. Took longer than expected with your time traveling friend. Though what also ended up is individuals who got a taste of power that they never dreamed of. Which mean my men are going to have more work to do and more chances for spotty loyalties.

New arrivals are an indicator of change, but I agree. As for some of our longtime enemies, they are watched closely, enough where most of their movement and actions are slowed. It helps when they do not know that they have been infiltrated for a long time.
