It's actually been outlawed for decades for anyone other than a Quantum to build a Quantum as part of the treaty that was signed for the three nations to have a cease-fire. So you could either change that and make it so Quantums in the Ascendancy built Invictus, or you can keep it, but that would mean Invictus' very existence is be considered an act of war on the part of the Ascendancy for breaching the treaty.
Also, I think I might have misconveyed the Horizon stance on humans. While the "Perfect machine" ideology is fairly common among Quantums in Horizon, a vast majority follow it in a very moderate sense. most feel that following it will lead to coexistence with humans, and that that is something desirable. The Horizon government has no laws that would hurt or disadvantage humans, and though they are wary to let them hold political office, they do not prevent humans from those positions. Many Quantum believe that history has demonstrated humanity's inability to govern without conflict. I guess what I'm saying is Invictus' beliefs would be considered fringe by almost everyone he'll meet.
Lastly, for now, please include some more details on what your cog can cloak against. For example, Askalaphos, the other cloaking cog, currently has an electronic-countermeasures-based cloaking, meaning that it jams radars and cameras, but is not cloaked to visual inspection. I like the cogs cyberwarfare ability, and I think you should make that your main focus as you 'level up'.
