Here we are in Age 1084, almost 300 years exact since the end of Dragon Ball Z. As much as everyone loves GT, for the sake of this canon we're going to pretend that never existed. After several centuries, the generally peaceful universe lost its need for the Z-Fighters. In fact, due to the popularization of Mr. Satan over the Z-Fighters, they've mostly faded from history. However, there are some that know what the times were once like and can tell that this era of peace will soon come to a close. The world is without protectors.
The 250th Budokai World Tournament is just around the corner. A monumental event for the tournament and the people running it. The strongest warriors of Earth will come to duke it out for a special prize unlike any other in the Budokai World Tournament: the seven Dragon Balls. With a prize that good, the tournament is sure to draw a good lot of fighters...
1. Standard forum rules apply. None of that meta-gaming, god-modding, power-playing mumbo jumbo.
2. Due to the combat nature of a Dragon Ball roleplay, it may be difficult to follow rule number one. In order to keep fights between player characters fair, even in spite of power differences, the outcome of the fight must be determined by the two players involved before the fight begins. If the two players cannot decide on their own how the battle will go, I will gladly step in and assist.
3. I am Super-Kami-Guru. My word is law. Respect mah authoritay. If you disagree with something I've done or said, be polite and orderly about it when you confront me. Doesn't guarantee I will change my mind, but it provides the opportunity for it. I'm an understanding and adaptable fellow, but I'm also easily peeved by peasant-like rage.
4. Don't rage like a peasant. Any problems with any other players should be taken care of amicably and privately. Flame wars and debauchery are not welcome, but civilized resolutions are encouraged.
5. While I am always open to ideas, don't expect your ideas to take immediate precedence over whatever may be going on in the IC. Patience is a virtue and if you lack it refer to rule number four.
6. Have fun. I can't really enforce this rule but I figure it will be more self-imposed than anything else on the list.
7. Feel free to ask any questions at any time. Seriously, please do. Asking a stupid question is much better than making a stupid post. Though if you didn't read the OP and then ask a question that is answered in the OP then I will probably break rule number four myself.

Humans: The most common race of Planet Earth. Simple in design and function, most humans lack the ability to become legendary fighters. But for the humans that are strong, they have several advantages over other races. For starters, their ki regenerates at a faster rate than the other races and they can use what energy they have with better cost efficiency. As well, they are generally faster learners than the others and often more intelligent, though these advantages can vary (as some human fighters can be really stupid).
Saiyan Descendant: More human than saiyan, this breed of Earthling has an advantage over normal humans. Most notably that they tend to grow stronger faster and benefit from Zenkai. Generally faster and stronger than normal humans, though the difference is marginal due to how little saiyan blood they actually have.
Namekian: Originally from Planet Namek, most Namekians live on New Namek. A very slug/plant-like species. While they are also typically stronger than humans, their primary advantage comes from their amazing recovery ability. They can recover from wounds much faster than the other races, to the degree of growing lost limbs at the cost of some extra pain and energy. Stretchable body and limbs is also a plus, but Namekians generally burn through their energy faster due to their recovery speed and malleable body.
Majin: The pink, elastic race started by Majin Buu. Approximately as common as Namekians on Earth. Majin are known for their ability to take a beating and continue fighting, as well as having a completely stretchable body (unlike Namekians who have limits on that ability). Males are typically large and seemingly fat in nature whereas the females are smaller and thinner, though there are no differences in strength and speed across genders. Though far weaker than the original Majin, this race is typically more offensive than the other races. Due to the method of reproduction, Majin typically have less energy than the other races.
Anthro: While not exactly a species, Anthros are a category of species. Commonly seen in the canon, these are generally the "dog-men" and such. Due to their nature of being mostly humanoid, they can be capable of fighting just like humans or the other races. The most variable "race" of the common races in terms of appearance and abilities. The most common features include furry skin, tails, fangs, and claws. But some Anthros can have natural wings, negating the ki requirement for flight.
Demons/Aliens: Another broad category, much like Anthros. Wide in variety but mostly humanoid. They receive the same benefits are Anthros, though they have even more variability due to the broad spectrum of possibilities for creatures that do not have "normal" origins. Specific benefits will be determined on a case-by-case basis.
The stat system is very simple and loose, for a very good reason. They exist to allow easier comparisons between fighters but they aren't weighted so much that any combatant with a higher power level or higher stat than his foe will automatically beat said foe. As to how the power levels raise, and consequently the stats, it comes from actually fighting and training. After every fight, or sometimes during certain events in the middle of fights, the power level can raise. It is up to the player how to allocate the new stats granted by an increase in power, but it will be up to me (or any co-GM I might choose in the future) to determine the total points received. Even losing fights will increase the power level, though granted not as much as winning. Training sessions and timeskips will also grant points, the quantity also determined by me based on what the character does during that time. At the start, the acceptable power level range will be 200 to 700, with only two characters allowed to have 700. Naturally, the fighters will grow stronger as the story progresses and roles will shift. The weakest character probably won't stay the weakest forever and the strongest probably won't stay the strongest.
This section will be later used to display information on the locations and possible owners of the Dragon Balls. As they are all in one location in the story presently, this hider is relatively useless. But after this first story arc is through it will be more useful to the players.

Description: Jack Ryan's signature technique. After stunning the opponent with a palm strike to the chest, Jack grabs them by one of their wrists and rotates around, tossing them in the air in the process. As they fall to the ground, he jumps up and delivers a powerful kick to their abdomen.

Personality: Though he is a famous and rich champion, the glory has hardly gotten to his head. While not the most humble person, Jack Ryan is far from arrogant. In fact, Jack is known for being rather kind and even merciful, though not foolish. He is still practical in his decision-making and is effective at preventing emotion from overcoming logic. At the same time, he is a very reactive person and can be quick to make a decision or judgment. While he can sometimes be wrong in the end, he has no difficulty admitting it and learning from his mistakes. While he enjoys fighting and training just as much as most warriors do, Jack also notably enjoys reading fiction novels.
History: Not much is publicly known about Jack Ryan's past. He appeared out of nowhere four years ago and won the Budokai World Tournament, going on to win the same tournament multiple times, becoming the current reigning champion. Before his sudden glory, Jack Ryan was a pupil of Master Quan, who was once famous in his youth. Though he was born to a simple farm family, Jack happened upon Master Quan after the old martial artist passed through his home town. Without waiting for his family's permission, he joined the old man on his journey. The idea of being a powerful warrior appealed to him and his then-fiery nature. Little did he know that the training was more than just how to fight.
From the age of seven until the age of twenty, Jack trained hard. Both his body and his mind. His once aggressive personality reverted to a much kinder and simpler one, which benefitted him in battle. It was the passing of Master Quan that sent Jack Ryan out into the world. First he visited his parents, learning that they were doing terribly financially and their farm was on the verge of going bankrupt. Coincidentally, the Budokai World Tournament was just about to begin. Two birds in one stone, Jack Ryan entered the tournament and won, giving his parents the entirety of his winnings. The second tournament he entered and won, however, he kept the money himself. A sponsorship from Capsule Corp. and two more Budokai championship titles and we are in the present. He lives in an unnecessarily large mansion by himself and makes constant guest appearances on popular television shows. But all the free time he gets to himself is spent reading the newest fantasy novels or training.
Now, the time of the Budokai World Tournament is upon him. This year the stakes are even higher. He not only will be fighting to preserve his title as the champion, but the prize is to have audience with Shenron and have one wish granted. While Jack has yet to decide on what he would even wish for should he win, he has been thinking plenty on the importance of winning this year. A landmark tournament would give him a landmark victory, eternalizing him in history. The reigning champion, the Dragon Fist, is guaranteed entry to the tournament but his challenge has already begun.
Other: While Master Quan was moderately famous in his youth, his only known pupil thus far has been Jack Ryan. Still, not many people know of Jack's connection the late and great Quan.

Description: Fenro expands his body entirely, stretching to gigantic proportions. Reaching over 20 feet tall in this state, his strength is greatly increased. Directly related to the size increase, his speed also drops significantly.

Personality: Fenro always carries himself with a stern gaze and intimidating presence. Add his size and the fact that he doesn't speak often and it is easy to see why most people are scared of him when they first meet him. His serious nature never wanes and he seems to rarely ever smile, but that doesn't make him a bad person. In fact, his moral compass is rather strong. Fenro simply reserves himself and minds his own business as much as he can. Even then he can't resist helping someone in an emergency situation. Unsurprisingly, he is quite intelligent and insightful, allowing him to read both fights and social situations with astonishing accuracy. Despite his apathetic demeanor, Fenro has a soft spot for small animals that often catches everyone off guard.
History: Born on New Namek, Fenro isn't an Earthling like the majority of the planet's population. He only came to Earth rather recently, in fact. The majority of his life was spent on New Namek. In his youth, he dreamed of being a strong fighter like his father. Due to his father's disappearance after leaving Fenro's egg, he had never actually met this man and only heard his grandfather's stories of his triumphs and glory. With help from his grandfather and the rest of the village he lived in, the young Namekian grew stronger, becoming a competent warrior in his own right. His burning passion and cheery personality were brought to a screeching halt when he was eighteen years old. The day he met his father.
Goliath, they called him due to his size and power. However, Fenro learned that his father was not the warrior he had imagined. The harsh reality was that Goliath was a cruel and evil being that wanted nothing more than domination. He tried to convince his son to join him on an attempt at conquering New Namek, but Fenro's grandfather intervened and persuaded Goliath to leave. Having seen how his idol truly was, Fenro's personality changed. His trust had been betrayed, so he decided to reserve himself to prevent that from happening again. His goal had changed in this process. He had to grow strong enough to defeat his father.
The next years were spent like the previous ones, only Fenro had a different resolve. Now, as a mature adult, his current training methods had begun to slow in progress. He was beginning to stagnate. This prompted his decision to go to Earth in search of powerful warriors to fight and train with. Really, he simply wanted to do anything he possibly could to grow stronger. Upon arriving on Earth, he discovered that the 250th Budokai World Tournament would soon begin accepting entrees. Not only did this give him a chance to get stronger and meet some of the strongest warriors on the planet, the grand prize was all too tempting. The prospect of wishing to become more powerful was more than enough to prompt his entrance to the tournament.
Other: Fenro is unaccustomed to Earth's cultures and geography, making it easy for him to get lost and hard for him to understand how Earthlings go about their everyday lives. He is also somewhat of a technophobe, having little capability in using technology and harboring a resentment for any technology that he cannot figure out how to use.
