I want to make a sort of specter-ish group of people. No tanks, and mostly sniper rifles and stealth suits which lead a lot of people to think they are the Vengeful ghosts of the Dead. Which makes sense considering how many dead there are.

Perhaps. You still have to make a NS for the nation their from and their stated purpose/involvement in the war.

Could be....like the Seanchan from Wheel of Time, only on a more intergalactic basis. And less giant army that never really seems to win despite it's name, and more killing everyone that isn't them.

Sounds like your group could be perfect for the Native guerrilla factions. That is unless you want to be from Anuira.

Descended from the natives of Anuira, I am thinking. Then they landed somewhere else, settled down, where pretty cut off from the rest of the universe, and so only got news of the planets fate recently, which would explain why they haven't been a constant presence for the whole of the war. (Because, if you keep losing a bunch of men without any reason, explanation or bodies of the other guys, then someone would start looking into it eventually)

Species Name
Reavers

Species Description
Reavers appear very much like humans, when seen outside there all-encompassing armour. The two differences being that the skin is a deep blue every member of their species has the same black hair, and their forehead sports a third eye. They have a range of heights but have only one build. There is no such thing as a Fat Reaver, since their life style and culture do not really grant the opportunity to get fat. They have a much more potent situational awareness than most, and can walk without noise over most terrain. However, it is unclear wither this is a natural trait, or a result of their training.

-

Nation Name
Officially named Ampyrus - not that anyone but the Reavers know that - they have been given several chilling monikers which mostly relate to death and how the deliver it with silent efficiency.

Nation Size
Being born from an expedition force, and being cut off from their mother planet, the nation of Ampyrus only possesses one planet.

Nation Description
Ampyrus was born from Anuria's attempts to explore, and find a second place to settle down and put out feelers. However, something went wrong with the ship, and they lost contact with their homeworld, and where forced to grow on their own. It was a task that was difficult to start with, but they accomplished well, and Ampyrus slowly grew to become a workable civilization. Since there was a collection of all sorts of people aboard the ship, Ampyrus did not suffer from the lack of labor, and so every walk in life was covered. From science, to building and even military, which was helpful considering some of the more aggressive species that inhabited the planet.

Dispite the eventual flourishing, they learned quickly that settlements did not go down very well. Massive, towering juggernauts with natural exo-skeletons where extremely territorial, and tore through the first colonization attempt, which led an emphasis on cloaking technology, and the ability to exist unseen and unheard in the world. It did not happen over night, and the ship they arrived on was home for many for quite a few years, the hull and defenses where enough to see off any invaders, but eventually the ability to have an outside presence was found, and the people grew, slipping under the noses of the creatures that had trounced their first efforts, and when a personal cloak was developed, the solders turned hunter into prey. Carrying weaponry with them was risky, so The Armour was created, a special suit that not only housed their cloak but also used advanced Mass Creation to make weapons on the fly, and reduce the load needed to carry considerably. Victory was not definite, even with the armour and sometimes the solders lost, crushed under the creature. Sometimes settlements where stumbled across, and the creatures would lash out in fury at the invisible objects, but for the most part, Ampyrus did well. Eventually, the territorial monstrosities where all killed or driven away, and the people expanded even more, or though still wary and silent. The Armour grew even more, with a HUD designed to assist a Reaver's situational awareness and used to take advantage of their third eye and give them data of the surrounding area. Often hunters would prefer a specialized sword, created partially hollow with triangular molecules to give stability while saving on the mass needed to create them. The sword would break if they met a considerable object, like a Tusker's Spine, but the sharp edge let it glide through most things pretty easily. Many years passed on the planet, and the Reavers slowly moved along the ground, not a single town, city or camp left open to the naked eye for even a day, lest it be destroyed.

With the need for silence and instant assistance, there were only a few factories, and those created The Armour rather than tanks and aircrafts and other mechanical vehicles.. Such things would draw far to much attention and get nowhere in the terrain. So a Army of Ghosts was made, men exclusively on foot, and able to move without sound to their target, killing it without alerting anything near by, which suited the rather hostile nature of the planet. The only thing even close to a vehicle, was a small spider-like contraption that was made by The Armour, and could slip into the larger monsters and dump it's entire battery into their body, effectively frying them from the inside out. Then, one day, the technicians managed to fix the communications unit in the ship, now of considerable age, but still in good repair since it had been constantly worked on. It was there that they found out Anuria's fate. The response was resounding, and The Reavers came in from half way across the world to expand on their ship, equip it was potent cloaking devices and counter-radar plating, before filling the entire ship from top to bottom with minimal supplies, and maximum Reavers, all clad in The Armour and prepared to drive off all who dared trespass on their lands.

Nation Involvement
Freedom. The Reavers fight to free Anuria from the grip of all those who fight on it. Having recently joined the war, instead of slugging for many years, they are fresh and their troops dedicated to their task, giving them an innate edge over those who have many millions rotting in the ground.

Technology
The Reavers are considerable in their technology, having powerful cloaking devices, and a minature factory in the form of armour that creates weaponry by converting mass. It can accept any kind of mass, which means The Reavers are never without a weapon so long as something exists around them. Their weaponry is usually light-weight and not designed for prolonged engagements, and most of the creations are designed with Mass Efficiency in mind rather than surviving more than a few hours of use. Long range ballistic firearms are the main choice of weaponry for The Reavers, but they can also use hand guns, close combat swords, and in dire cases, explosives.

Navy Description

Exodia: The only ship in The Reaver's arsenal, this is what they made their unperceived landfall with. While Virtually impossible to see on multiple spectrums, Exodia is not a large ship, nor is it heavily armed. It works well as a transport ship, and can protect itself to a certain degree, but if it was ever found, then it would not survive for very long.

Air Force Description

There are no air units in The Reavers arsenal.

Ground Force Description

The only ground unit in the liberation force, the Reavers to be reckoned with. Their armour can manipulate it's own coloration to blend in with the surrounding area, or simply vanish from sight entirely. The Reavers do not technically carry weaponry, but can spawn anything they need from the Mass Creator in their armour. Most notably, they deplete the stores to create Sniper Rifles for use in ambushes and long range executions. Their standard rounds where designed to fell monsters with thick hides and reinforced bones, so they turn most regular soldiers into a fine red mist. When they need more power, however, they can create different clips with the addition of more mass. Clips include an Incendiary, an explosive round, and a hypersonic round with a blunt tip, used against armour that would deflect normal rounds. The blunt tip hits with huge velocity, and delivers an impact designed to rupture organs and shatter bone rather than attempt to penetrate the armour. The rarest, and most draining bullet to great is the EMP round. Only one can be created from a full store of Mass due to the complexity, but it works wonders against shielding and onboard computers. Once the round is fired, and it impacts with it's target, the pulse is released and disturbs technology in the general area. Large vehicles would be less effected, but it is great against small objects and personal shielding. However, due to the huge mass requirement, the Reaver needs a decent setup time, or a partner for it to be effective.

Other creations include a pistol that uses similar rounds, for closer engagements that still require a firearm, and a sword that is used to slice through people at melee range. They can also produce explosives, but this is a rare occurrence, since explosives are not exactly subtle.
The only thing that could be considered a ground vehicle, is what they refer to as 'The Spider'. It is a small creation that crawls along the floor, and up enemy tanks, then slips in through tiny cracks and small openings, often using the Main Gun as a point of entry. Once inside the spider causes it's battery to overload, sending sparks of electricity into the surrounding area before blowing up. This is more of an anti-crew weapon than a weapon designed to destroy the tank itself.

Common Armaments

The Armour: A highly advanced piece of equipment, created from great minds and born from necessity. Despite it's name, The Armour is only moderately effective at being Armour, and is instead more focused on cloaking it's wearer, and providing weaponry and The Spider. Much rarely, it can produce food, water, wheeled boots, and pretty much anything that it has the Mass to build. This rarely occurs to a Reaver however, and so weaponry is the most common object used. An interesting fact is that all ammo is created caseless to save on mass, and there is no clip system. The firearm is created with the bullets sealed in the chamber, so Reavers do not reload a gun, as a clip would be that much more mass needed.

Emplacements and Deployables
There is nothing that is emplaced, since the Reavers are based entirely around mobility, and The Armour does not have a Mass store large enough to create an Emplacement worthy of Emplacing. The closest thing to Deployable would be The Spider, and that is also the only thing that has a single use, since Reavers usually feed weaponry back into The Armour after it has run out of ammo, or the fight has ended.

Headquarters

Exodia works as the de facto Headquarters of The Reavers, but they are mostly independent, with some contact between each solder to co-ordinate for priority targets.

Persons of Importance

Ibb Saal - Captain of the Exodia. Also doubles as a tactician for larger scale operations or ambushes.
