Zheakel is a silent but observant person who pays heavy attention to details and often reads through the lines of everything. While he may not openly say it to you at first, sooner or latter he will bring up the subject nonchalantly out of nowhere. However, most people don't notice this side of him as they instantly see his shy and cooperative mask that he puts on his face for his patients and to those he meets that he doesn't trust much or doesn't know well. Along with his shy personality, he is also a helpful soul who does't mind taking the burden of the world if you asked him. He often helps out those who are in need and is happy to make a compromise for those who need it. His polite manners and helpful nature are like a defense mechanism for him to avoid situations that he doesn't want to engage. But underneath his shy mask that he puts on his face and deeper through his perceptive nature, he hides his crazy and chaotic side to him that he buries under his mask for society.
Zheakel also holds a inquisitive soul, but at the same time, Zheakel is also a very secretive person was well. Taking other people's secrets while protecting his own is how he works. If anyone would find out his secrets he would handle it discreetly. Using any means to eliminate them by blackmail, or in extreme cases, murder but that is if all other attempts failed.

Officially Zheakel is a doctor who also owns a small but versatile clinic where doctors rent out his space for themselves. He is known for participating in charities and helping out with neighborhood events along with being a well known and helpful person in the community. Known for his helpful clinic of providing deals for poor families or those who are having a hard time, he is know for trying to do his best to ensure his patient's well being both in health and their situation at home.
While outside of his official buisness, he owns another clinic where he treats other patients without discrimination of their race or situation as long as they keep him out of the loop.

Zheakel is tied to the 13th ward, as he lives there in his apartment but he wanders through the wards with little problem unless something tells him not to.

Kagune Appearance:
While typed as a Rinkaku type Kagune, Zheakel uses it in more of a Koukaku fashion. His way of using his Kagune also affected the shape of his Kagune, which has even turned into the shape of a plated tail thanks to developing a special trait. Being able to harden his Kagune and its Rc characteristics to be similar to a Koukaku
Special trait:
Strengthen Bond: Zheakel's Kagune could be called as a hybrid Kagune which has both Rinkaku and Koukaku traits in it. His tail is able to change its Rc characteristic to strengthen its Rc bonding and become similar to a Koukaku type Kagune. However, this process is limited to changing the qualities of the Kagune to half-way. Meaning that at best, Zheakel's Kagune would be between the two types, not being as durable as the Koukaku nor as strong as the Rinkaku but in between strength and durability. At the same time of using the ability, the Kagune also gains weight as a fall back of becoming closer to the Koukaku type, making it difficult to control. Reversing this process however takes time as changing the bonding element of the Rc cells takes time for it to change unlike making them harden. Unless the fight is going to be really long, the ability to reverse the Kagune back to normal usually happens after the fight.

The Whisper's Clinic is a average building on the northernmost side of the 17th ward with two floors. The area is squished between Hydra's Nest from the west and Yatagarasu in the east. Then CCG is not that far away either but its not like they would come this close to the two groups... right?
The Clinic is simply known for its mysterious doctor who treats any patients as long as they don't suck him into their worlds. Most people don't know who this doctor is but it is obvious he has the skills to treat everyone who comes through his door and there has only been a few times where people have said that the doctor have left his patients in front of a hospital due to their declining condition. However, the people who come to this clinic know the risks coming to a place like this is more for discreet means rather than going to the hospital and get noticed. The Ghouls know this place and are coming here often to treat their wounds from their battles or whatever else they do. Homeless and Poor humans with their family also know of this place for its charity of treating families and especially the children. It would not be hard to notice this clinic by simply asking around.
But a single question remains, how do they pay back this doctor, you may ask. It is simple really, a favor is paid back in favors or if they cannot do that then money would suffice then but only clean money and nothing stolen. The Clinics rules for payment usually goes as: If money nor favors can be given then it is fine, come again with it the next time, and if the same thing happens then it is fine again. The third time is when payment must be paid or find somewhere else to treat your wounds. It is a fairly lenient policy but heavily reinforced, but to be honest it is quite fair as all the prices has been reduced significantly to where no profit is being made by the doctor but still able to buy supplies to continue this service to those who need it.
While this clinic is Doctor Whisper's clinic, should the area be taken by a group whether its CCG or one of the ghoul groups the clinic will remain. But until actual heat and attention comes to the clinic, the doctor will remain to treat patients who need it. However, when the time comes, the clinic will be abandon if needed.
