That's not how cell phones work. They wouldn't short out just due to rain. You'd have to dump them in the bottom of a pool to kill a cell phone with water. Not if they are in people's pockets protected from the rain.

However, rain may interfere with the reception of the phone, making it hard to call or receive calls.

Depends on if it's been dropped in a puddle and soaked.

Not the best idea to use one in the rain, but it wouldn't short the phones. Gotta have enough water to soak through the casing and protection most people have on their phones. Otter boxes, just regular tough cases, screen protectors, the whole shebang.

I think it all just boils down to

Tessa is still in the woods, so she probably still has no reception.
