You're better off doing what the other woman is and trying to pry burning bits of wood off the building and away into the mud for the fire to consume itself out. Using your shovel to help leverage your strength, you can easily do this in about five to ten minutes before the woman is ready to deal with the flames inside of the house.

If you mean if you can move Pylia in order to get pass her, you can do that without taking any actions. However if you mean to like, physically push Pylia away as if to ensure the skeleton warrior can’t get to her, yes that will take up your action to either shove or do something of that effect. Talking is a free action of course.
