If he is a full demigod of Hades, he’s going to need to have more than just ‘Controlling Shadows’ for Divine Gifts and a description with them. He’s going to need at least two more.

And considering he’s the descendant of the god of the dead, he’d probably be a threat level Red or Black depending on what his other gifts are.

Also, if a lighting strike hit the bottom floor of an apartment building and set it on fire, I can guarantee that the DDA knows of his existence. However, they may not know of what extent his lineage is. His age for his abilities surfacing should be in the 11+ age range. 8 is too young, otherwise the government would have captured him by now.

Also, what’s the wolf’s name? And give a little description of how that came to be besides just released him from a trap. Same with the rivals. The proprietors need at least names. And the DDA would be a rival, not necessarily the police because the DDA are the ones who handle god descended incidents.

Control Shadows - he can take control of all shadows/darkness withina 50 foot spherical radius, the exceptions are the shadows of a demigod/decendant of a sun god

Solidify Shadows - he can fturn the shadows slolid, they are incredibly tough, due to the fact that to break them all force would need to be applied in one atack/at one time, otherwise he can just repair/reform it, when he de-solidified (or dissolves it) it basically looks like its just turning into black mist and fading away.

Shadow Tongue - He is able to speak a language understood by creatures of the underworld and the dead, but it sounds decidedly odd to any normal person listening (The language from Call of Cthulhu, i even found a translator. so. 'I am a son of Hades. Hear me creatures of the underworld.' would soundlike to a third party "Y' ah gnaiigof'n ot hades. Mggoka'ai ya uh'enythh ot epshuggog")

Jareth grew up in an orphanage for most of his life, from the age of 5 or so. After his parents died in a freak lightning strike that hit the apartment building they lived in, despite being the lowest in the area, the strike started a fire. That ended up leaving him an orphan with nothing to his name besides a book and neckalace. While at the orphanage he helped some of the newer and younger kids adjust, and also helped dull the rage of the owners. Eventually when he was 8 h escaped, living in the countryside outside of the city, aswell as drifting inside the city, surviving for a while, her got recaptured once or twice, but always escaped again. Then one night in his 11th year while he was helping someone else escape the same orphanage the proprietors heard the noise and woke up, Pete not having had asmuch whisky as usual. And Agnes not having drunk asmuch wine as usual and came to see what was going on, Jareth wished that they could't see them there, hanging outide the windows, and the shadows moved to protect them, making them juat look like the darkness outside on a new moon.

Saetan:
a pet wolf, who he rescued from a trap when the wolf was just a cub. Jareth was wondering through the woods after having split up with the friend he had saveda few months prior, (he later found out that said friend died in a fire started by some illegal fireworks lighing the old werehouse where he was staying in on fire.) When he heard a howl not too far off, it wasnt the howl itself that stopped Jareth in his tracks but rather the pitch of it. It wasnt the sound of an adult wolf, signaling th start of a hunt, infact the pitch and cadence was wrong to be an adult at all. So Jareth immediatly headed in the direction of the rising moon. He found the pup soon, a mile or so away, his foot caught in a rabbit snare, with what looked like a graze would from an arrow on his right flank, One thing that disturbed Jareth however was that there was no answer to the cubs cries. he gently helped the cub out of the snare and also treated his wound as best he could. The exhausted cub fell asleep basically in Jareths lap/arms and stayed with him since.
