Right now, the motive for the intros is intended to be the Murderer. For Solomon, one could detail how his activity has been bad for business, pushing people away out of fear that they would get killed if they went out at night. For Samantha, it could be a general fear for her family, wanting to make sure she is okay but being split between working to make repairs to Blackwatch and Civilian vehicles or being there with them. Maybe she even wants to solve the mystery of the murder thinking that she may see things the Blackwatch investigators overlooked while they were searching the crime scenes. Lucas is a bit difficult. As he lives outside of the GNYC, he wouldn't know about the murders. Yet, he'd likely know about the sighting of a scavenger from GNYC (Sonya) and a possible raid by a group of bandits on the city for the supplies they want. He has more free-form in what he can do because he isn't in GNYC.
