Here is my submission for Wally. I am willing and ready to make any necessary changes to make this acceptable, and I want to apologise for my bio/writing. I hit a writers block about half way through and Im not sure how good it is lol

In Suit

Name: Wally West

Super Name: Zoom

Powers:

Speed Force Conduit - Wally is directly connected to the

Speed Force and having been trained by the former Flash, Barry

Allen, on how to attune himself to it Wally has become one of the

fastest people alive. Rivaled only by Barry himself.

Superhuman Speed - The bread and butter of Wally's abilities,

he has been able to comfortably run up to Mach 6 with little to no

negitive effects. While it is possible for him to reach higher

speeds Wally isn't sure the damage that he would incure should he

hit speeds any higher.

Aero and Electrokinesis - Wally can run at a certain speed

and create and control gusts of wind. On the same token when Wally

runs his body creates a massive amount of electricity that he can

then redirect as a projectile against his enemies.

NOTE:The abilities listed are those that Wally has completely

mastered and has perfect control over. As the story progresses I am

planning to have Wally learn more abilities that the Speed Force can

grant.

Acquaintances:

Iris West-Allen - Wally's sister and

married to his mentor, Barry Allen. Wally loves his sister and has

shown that he has a particular weakness when it comes to her. He

will do most anything to protect her.

The Flash - Barry Allen - Wally's mentor and

brother-in-law. Wally has flourished under Barry's teaching and

grown into a proper hero in his own accord. Since Anarchy captured

and exposed the Justice League and Barry's subsequent retirement

from being a hero, Wally sees Barry with disdain and as a coward and

has since stopped talking to him.

Personality: Wally is a kind and caring individual who has

taken to being a hero with relative grace and skill, his big heart

makes him the perfect candidate for such a job. Barry has

consistently said that Wally reminds him of himself when he was

starting out; slightly arrogant, confident, and a natural runner.

Since the collapse, however, Wally has become a bit more brooding

and serious much to the displeasure of those that know him best.

Bio:

Before the collapse, everything was perfect. Everything was as it

should be, heroes took down badguys and the badguys went to jail.

With Team Flash there was nothing that couldn't be done, Barry and

Wally were more than partners in crime fighting, they were family.

All those years after Wally gained his powers he looked up to Barry

to teach and guide him, he was only a kid after all and this world

of monsters and bad guys was something new to him.

Time grants experience and in time Wally became a thriving hero in

his own accord and the mrore he ran the faster he became. He would

spend days training and getting faster and he was taking down

villians alone and finally stepping into his own. Everything was

fine until Anarchy showed up. The League tried to fight, to do

everything that was in their power to make peace a lasting reality

until the day that he killed Superman. That was the day that

everything changed for Wally.

Everything that happened after that was straight down hill. The

League captured and had their identity revieled which included their

sidekicks and everyone knew who he was. After it's completion Wally

attended the Lunar University and eventually moved into an

apartment there as provided by Wayne Industries. There is still a part of him that wants to go back, to avenge the death of the Man of Steel but every time he tries to bring it up to Barry he shrugs it off saying that he's retired now. To Wally Barry has become a coward choosing the easy way out...now Wally is out to prove that the Flash family are not cowards.

Powers: Albert is a practitioner of the hermetic sciences and ritual magick, mainly the arts of Alchemy, Astrology, and Theurgy. Alchemy, the Royal Art which has for the most part fallen out of favor compared to Chemistry and Pharmacology, is no less powerful because of the ridicule it receives. Spagyric elixirs and tinctures, the transmutation of base metals, the creation or perhaps the imitation of life, and the transformation of the immortal soul are all possible through this ancient and esoteric practice and the pursuit of the Magnum Opus.
Astrology in the modern world is often seen as the ignorant precursor to astronomy, and dismissed by the scientific community, as well as many 'serious' practitioners of the occult and arcane. Albert sees astrology as the study of the energies of the universe, radiated by the countless heavenly bodies which surround us. These energies influence our behavior and the world around us in subtle ways, in a sense creating a psychological outline of an individual the moment they become one with the universe at their first breath. Despite this free will is very much a thing in Albert's mind. Destiny is not the antithesis of free will, but rather the fulfillment of it. Aside from being used for divination or as a psychological tool, astrology can be used to note the times and locations in which certain rituals and rites will be their most potent. The energies of the spheres and stars working together with the will of magician towards a greater end.
Theurgy is the Operation of the Gods, the communing, summoning, and binding of spirits (typically elementals and angels). Goetia is the practice of theurgy to call upon low forces such as demons. This is not the same as making Faustian pacts (though Albert has been known to broker such contracts for others) or prostrating oneself before these entities, it is the use of true names, ancient oaths, and the power of the supreme creative force to bring these entities into submission and service. Much like Solomon did, Albert can use this art to bind spirits into objects as well, creating enchanted objects with power greater than the more common sympathetic tool or focus.

Technology: A .38 special, switchblade, and a cellular phone are the only items mechanical or electronic the magician keeps on his person.

Acquaintances: Irrelevant relatives, distant pen pals and business associates, and Galatea.

Personality: Albert is a man with a deep urge to create, explore, and understand. This is what has lead him to study the occult and conduct so many experiments. To fuel his passions, Albert has become a shrewd businessman and negotiator, always looking to get the most out of any deal he might make. Looking to great men who came before, he has aspired to become a good if not great man himself. Mercy, integrity, dignity, and other such values are ones he aspires to have as an integral part of his being. Despite his effort though there are times when they come into conflict with his needs as a businessman.

Bio: Born to a middle class family in the American South, Albert Barton grew up with a great love of literature, legends, and all manner of folk and fairy tales. Coupled with a strong religious upbringing, this lead Albert to explore all manner of philosophical and religious texts and documents outside of school. When it came time to leave for college, these passions followed him as he studied chemistry. Using what little money he had from various odd and part-time jobs, the initiate began to build a lab of his own outside of the campus to pursue his own works in Alchemy. After a few years however, these experiments began to interfere with the lab work at the university. Due to various... setbacks in his work, and quite a few chemical fires, Albert was expelled. Taking his own equipment, and whatever resources he could, the young novice began to travel the country and continued his work. He began to delve into experiments with hallucinogens during this bohemian phase in his life, funding his way as he went by selling his wares where he could.
After years of such a simple existence, the alchemist had managed to scrimp and save enough to lease a living space and shop where he could properly sell and expand his merchandise. It was here that his focus shifted to the study of astrology and theurgy, subjects which he had known in some small way to augment the potency of his elixirs and the like. Countless hours were spent poring over grimoires, charts, and books filled with information on the movement of the stars. The first summonings were rough to say the least. Feeble, mindless spirits of hunger and spite were drawn to the new theurgist's inexperience and the possibility to claim his soul. But eventually with practice his rituals became grander, more effective, and more powerful. He learned the names and oathes of entities long forgotten by the world of man through the whispers that traveled across the astral plane. His mentors were angels, demons, and elementals alike, and each time he would draw more and more from the spirits till they would whisper no more.
Wanting to expand his reach further, the magician began to make contact with other magi and sorcerers through the country and abroad. He traded in trinkets, scrolls, tomes, manuscripts, anything and everything he could get his hands on that might reveal more of the nature of the soul and the glory of creation. As this continued his skills as an alchemist and in forging pacts and magickal contracts became the talk of the magickal community. Along with his regular contacts, the magician was flocked by new age posers, aspiring sorcerers, and rich folk looking for something that money can't normally buy. In one instance it was life, Albert signing a contract to cure a man's illness in exchange for enough money for him to retire comfortably. Along with an island to retire on. Using his new found fortune, the magician built himself a proper home, lab, library, and ritual space on his land. Within months the money dried up, Albert being free for the first time in his life to indulge in all manner of strange and costly experiments. For him money was merely a means to an end, one which he would share with mankind at its own pace, with those who were ready to learn.
Back to his old trade of selling, buying, and brokering contracts, Albert's business was shaken by the chaos caused by the death of superman and the collapse of the US government. Some big mess of politics and sophomoric ideological revolution or some such nonsense. Aside from personal distaste towards the whole conflict, it wasn't really his to join in on. At least not till he was approached, rather unceremoniously, by a representative of the Government in exile of the United States, and an organization called Cadmus. They offered influence, power, but more importantly: resources. The kind that would allow him to continue his experiments for the rest of his days, the kind that would surely hasten his creation of the Magnum Opus. Providing his services as a magician, and his home as a center of operations for a new task force, Barton now finds himself as a coordinator of sorts for all manner of heroes, metahumans, and hired guns.

Kryptonian Submission

Personality: Galatea is blunt, cool, and aloof. She seemingly lacks any great personal presence, something that is an off putting contrast to her physical strengths. She sees herself as expendable and ultimately replaceable. Despite this she has a silent but very strong loyalty to whats left of the US government. In spite of the loneliness inherit to her, she has developed a strong love for Earth and its people.

Despite lacking presence, she is more proactive than most Heroes. She has her insecurities, especially when pushed by Cadmus' public relation plans. There is a certain image Cadmus wishes her to live up to and while part of her admires and strives for that, part of her desires to assert her own independence. She genuinely lacks any identity beyond her costume, making the line between "Power Girl" and "Galatea" very blurry, a unhealthy thing.

Powers:
Kryptonian Physiology
Being a perfected Kryptonian clone, she has all the powers expected of her race under a yellow sun. Her body absorbs yellow solar radiation granting her various vision types, enhanced perception, super strength, super durability, and the capability to fly at extreme speeds. Despite being in her physical prime, she has spent most of her life deprived of yellow sun radiation or in a red sun containment cell. This has severely limited her abilities, making her a few steps down from the late Superman in almost all respects. With her mobilization by Cadmus into the wide world, it's expected that she will grow stronger and develop her abilities with time.

Drawbacks
Despite her superior physiology, she has many weakness' that go along with it. Red sun energy will drain her abilities, and Kryptonite will actively harm her. Magical attacks will affect her just as they would anyone else. Her bionic arm is blatantly inferior to the rest of her body, in both speed, reaction, durability, and sheer strength.

While not relevant enough to affect her crime-fighting, she has semi-frequent blackouts caused by the training accident. Because of her physiology, Cadmus has had difficulty doing anything about them.

Fake Charisma
Power Girl's personality is quite terrible when it comes to winning hearts and minds. Her genuine desire to help the people of Earth(along with Galatea's actions, naturally) helps, but wouldn't be enough to become a popular figure. However she tends to inspire others by sheer chance without even the intent to do so. Cadmus doesn't really mind the specifics.

Technology:
Communicator Ear Piece

Solar Suit
A basic costume designed to make the absorption of solar energy more efficient. As she is deprived of solar energy, it is meant to catch up for "lost time". The costume is about half as durable as her skin. Based on technology found onboard the "Visitors" ship among other things.

Bionic Arm(Left)
Partially based on recovered fragments from a defeated Superman-bot, it is a fully functional arm. It has a layer of skin made of material similar to that of Power Girls suit which is convincing enough. While a piece of very advanced technology, it is inferior to what her original arm could do. This gap will increase even more with time, and Cadmus is already researching a replacement to mitigate this serious disadvantage. It took her around 6 months of physical therapy and training to properly use it, and a further three months to train it combat ready. Power Girls reactions and control of the arm are not immaculate, and there is a unseen but significant lag compared to the rest of her body. Equipped with an onboard computer, taser(to avoid injuring opponents with the arm due to her persistent lack of control), and storage. Additionally the arm can be fired in emergencies, though there's no way to recover it. Powered by her own body, with a backup battery holding about a days worth of power in high power mode.

Bio: Years ago, a extraterrestrial ship crashed into the continental United States at Nevada's Great Basin Desert. The area was quickly secured by the military, and what little public curiosity there was in the event was hushed up quickly. For the rest of the world, the event of "something" impacting the desert in Nevada fell out of memory. For the US Military and Project Cadmus years later, it was only the beginning.

The marooned ship itself was partially intact though it had seemingly sustained heavy damage. Built for a single occupant, it seemed to have more similarities with a escape pod or lifeboat then a military ship. The "Visitor" itself seemed to have been killed on impact, their mangled body the only fruit of such a long journey. The technology onboard the ship was highly advanced, ahead of Earth by years. However, reverse engineering proved to be a slow and tiresome process. The visitors corpse was put on ice, stored along with the alien technology at a classified location in Alaska. That should've been the end of it.

But it wasn't.

When Project Cadmus was initiated, many old skeletons were dug up. Among the greatest was this alien spacecraft and its long dead occupant. The genetic material was still somehow intact, and was more thoroughly studied. In tandem, the ships technology was dissected and many reverse engineering attempts were made. Progress was slow, and an attempt at cloning wasn't even truly considered. Until, at last, they realized what exactly the occupant was when Cadmus finally gained a tiny sample of Superman's DNA- A nearly intact female Kryptonian corpse had been in government storage for years, right under their noses. Almost immediately the projects surrounding the corpse had their funding magnified many times over, and utmost secrecy was given to that particular project. Project Cadmus' new objective was to create a fully intact perfect clone of the being that had crash landed.

If their project was successful, they'd have a genuine check on the Justice League and Superman. Galatea is the first truly successful product of this endeavor, having been created and artificially aged to just before their prime. They have been trained by project Cadmus ever since their activation, and are their last "large" project after the collapse of the US Govt. earlier this year. Though their cloning process was genuinely perfect, they suffered intense trauma to their left arm during a terrible training accident with Captain Atom. This has forced them to be reliant on an artificial arm, at least until Cadmus can properly replace it.

With the US Govt. on its last legs in Alaska and what pacific islands it holds, the situation is quite grim. Galatea has been released to the world under the moniker of "Power Girl" as part of a push to retake the public relations side of the battle. Although unsaid, it also serves as a powerful deterrent toward any further action against them. After all, if they can clone one Kryptonian, what's stopping them from creating more? Or pehaps they already have more. . .?

Technology:
-An exo suit armed with the power to manipulate gravity. The suit itself can generate a field surounding itself to manipulate a gravity in a personal bubble around it as well as projectors that can manipulate the gravity affecting other objects or people. The suit also contains a powered skeleton to increase the user's strength as well as to make the armor easier to move. To further augment the movement, the armor has built in rocket boosters to make the armor flight capable when combined with the anti-gravity field, or to make a soft landing should the suit fall.

-An augmented reality display, being that a new augmented reality web has basically replaced the old government regulated internet, Isaac has an augmented reality HUD in his suit and outside it he wears a monocle headset with both eye and manual controls. The manual controls are on the side of the eyepiece.

-Grav cuffs and spike, the cuffs themselves behave as normal handcuffs, restraining the arms, but when paired with the gravity spike act as a tether to prevent the detained from moving more than a foot or two away. The cuffs can also be tethered to Hyperion's suit, effectively binding the target to him.

Acquaintances: Albert Kepler, his father, and James West, head of a small team of scientists Isaac has personally recruited to assist him in his super heroing, for a sizable bonus

Personality: Isaac is very optimistic about the future. He idolized heroes and now wants to save the world and bring back law and order. Both in and out of costume he tries to maintain a positive attitude, even with people he doesn't like.

Bio:
Isaac was born into money, but his parents believed that he should be taught that there were more important things in life than money. Growing up they made him work to get the things he wanted and taught him that it was more important to helping others came before self gratification. They also pushed him to strive to better his education, expecting him to apply himself in and out of school and to always be curious.

Despite parental pressure, his life was going well until his mother died. It hurt. He and his father grieved but unsure of how to cope, Isaac turned to stories. Stories of heroes both real and fantasy filled his head and he became obsessed with the idea of someone who could save others. He wanted to be like heroes and save others from losing loved ones.

Of course, he grew up and took over the company when his father retired, but that dream of being a hero never vanished, it was always in the back of his head. Of course it was a large corporation with a wide variety of products ranging from weapons to technology like phones and computers and even experimental technologies like attempts to produce anti-gravity equipment. This means a wide variety of talent and with that dream being something he holds onto, Isaac secretly assembled a team of scientists to help him build himself a "super suit" in the form of a powered armor. On the first day of testing the suit, it happened. A team of villains captured the Justice League and killed Superman.

Since then, Isaac has been intent to restore society to what it was before, to "create" peace and order. In the time following the collapse of the government and by extent the US he has seen to take care of the people still in his employ offering help however he can, be it food, shelter, or safety. He also set his sights on restoring the internet, however with improvements of course, creating an information network of his own and distributing cheap augmented reality technology to facilitate the quick adoption of this new world wide web, now called Elysium.

Behind the scenes, Isaac continues to work on his suit, incorporating the continued advances his company makes.

CY-LOK, the Modern Mage!

a.k.a. Professor Albert Lawes

Appearance: In his civilian clothes, he is a somewhat distinguished middle-aged gentleman with light blonde hair and beard. He sometimes wears spectacles for reading. His costume belies his meek appearance, however. It is made of shining overlapping metal plates, covered in runed circuitry. An face-obscuring helmet and flowing green cloak complete the ensemble.

Powers

Albert Lawes is publically a brilliant professor of chemistry and engineering, but in secret he is also a magician in service to the Lords of Order. Out of his colleagues, he is the only one to fuse magic with modern day technology. This entry is about his magical abilities. The "Equipment" section shall detail his suit.
Magic: While Cy-Lok is well-versed in "traditional" magic (force field generation, teleportation, levitation, rituals, arcane bolts etc.) he prefers to rely on his own brand of sorcery.
He can control and shape all kinds of metal and processed materials, as well as generate magnetic forces (which he can use to fly while inside his armor), and generate powerful short-range bolts of electricity.
He can also hack into electronics, bypassing any non-mystical form of protection. He can use this to create a "scrying" effect to see through the eyes of digital cameras and listen through microphones and radios. He can ward himself to make his presence undetectable to electronics. He can extend this effect to others as well.
He can even create robotic golems with magic, which are loyal, difficult to hack by non-magical means, and can be made from sparse materials. He will often use these as guards or scouts, but other functions are possible as well.

Equipment

CY-LOK Suit: Albert Lawes has invested much time and energy into the creation of his Cy-Lok armor. While it normally resembles a high-end laptop, by shouting the magic word "CY-LOK!" it transforms with a flash into a gleaming suit of armor. Saying the word a second time will transform it back into a laptop. The command works on voice recognition, so it cannot be activated by unauthorized users.
Once activated, the suit increases his strength and durability to superhuman levels. Cy-Lok can use the various sensors in his armor to magnify his senses as well. The armor acts as an arcane focus, allowing him to use his spells with more efficacy. The armor can interface directly with computers, granting him control over an entire network of computers. The armor protects him from extreme environments, such as heat and cold. Through the use of magnetism, the suit can fly.
Cy-Lok's cloak is made of a special material enhanced by magic. When he wraps the cloak around himself, he can activate its camouflage properties and disappear into the background.
He also carries several small golems with him. He sends them out as guards and scouts, and they relay camera and mic. feeds into his helmet.

Acquaintances: Other magicians and occultists, especially those dedicated to the Lords of Order. While he has great reverence for Doctor Fate, he believes that he ought to adapt to the changing methods of the modern day. While he has never met Hawk and Dove personally, he knows of their connection to the Lords of Chaos and Order. He also has academic connections as a professor of engineering.

Personality: Cy-Lok has a deeply instilled moral code and a sense of justice. He is deeply disturbed by the actions of Anarchy and the lack of action taken against him and his regime. He possesses a keen intellect, and often slips into philosophy.

Bio: Albert Lawes is a brilliant professor of chemistry and engineering at the Midway City College of Technology, as well as an occultist of high standing within the circles of Order. Before the rise of Anarchy, he was content to remain in the shadows, perfecting his techno-magic. But when Anarchy's power began to spread unchecked, he became enraged at the lack of action taken against the rising chaos, he decided to finally take up the fight for law and order as -- CY-LOK, the Modern Mage!
