Brazil is trying to paint itself as a voice of peace in the world. It would be highly hypocritical of the Brazilian government to enter into a war at the present moment. That said, I suspect that they're about to learn why I never even bothered with diplomacy when it came to Belgium. Countries rarely volunteer to be annexed.

I'm at gym and on my phone but IC answering to Brazil seems pointless as they can state all the heated rhetoric they want but at the end of the day will back track. It was going to be a bit more complicated than that, but it would have amounted to "Westphalia" becoming a state and then Mecklenburg and possibly Saxony getting annexed to you. Either way, the purpose of the treaty would have been to create a third German state. The "western half" was a bit of an overstatement, but it would have essentially been Rhineland, including Luxembourg and German parts of the Netherlands plus Hanover.
