The site, classicmarvelforever, lists The Tick's strength at 100, as opposed to the average human's 6. If we take this as accurate, this means he can move up to 250 tons with a profuse sweat broken. I disagree with the website's findings.

Now, I do recall the Tick lifting a car over his head and throwing it. Doing some quick snooping online, the average American sedan (overall the heaviest cars produced today) is right at 4000 lbs (1814 kg for you metric types). Provided this level of strength is greenlit, this will represent your power set. It brings him far above human maximum.

Captain Collateral Damage would have a higher than average stamina to assist in his arms not being ripped from their sockets when he attempts such a feat, but the rest of his stats will be flat human average at best. (All of this can be raised through play, however, we want them to START horribly flawed, not end up that way.)

Skills are fully open at 3.

Contacts are fully open at 2.

Same idea but yeah now I am thinking more underpowered.

Name: Johnathan B. Silvereye

Alias: Bullseye, Ghost Ranger.

John was an infantrymen in the civil wars and was frozen in ice the. Later stored in a Cryogenic Chamber but broke free later.

John is a skilled Marksmen and a damn good Gunslinger with particularly good reflexes and agility.

He isn't that smart but he is definitely cunning at best he knows a lot about the west and the railroads often boasting his knowledge of each and every single spike in a track.

I do like the character concept, but I don't feel it's appropriate to this type of setting. I probably have been taking the concept for granted as common knowledge in this day and age.

Think Saturday Morning Cartoons, back when this was still a thing. The good guys fought the bad guys, very few people used guns, and injury was very abstracted. It's where we got the term "Cartoon Violence". No one died, but several people got knocked unconscious or buried beneath rubble. If someone got smacked, it was with a blunt object, or something ludicrous like a family sedan, large fish, anvil, sack of cinderblocks, etc. If someone gets shot it was done purely to advance the plot. One such cartoon, I recall, got a main character's arm blown off. Gruesome as it was, you never saw it happen, he got a cybernetic replacement, and laid the almighty beatdown on the bad guy next episode.

I'm willing to work with you, I think you've got a good creative bent going on. If you're still willing, I'd just like to channel it in a somewhat different direction for this RP.

Not precisely my point. Give the existing CSs a look, see if it gives you any ideas. Also, pay special attention to the Origins hider in the first post of this OOC. Really go over the first posts of the IC and OOC. We don't need Batman or the Punisher, unless it's an underdeveloped satire. I cannot, without misgivings, approve the character concept at this time.

Now, if he were a disgruntled Civil War reenactor, possibly in full regalia, slightly mentally unhinged but still quite heroic, I'd give it a shot. Maybe he's a historian that works at The City Museum of Natural History. Maybe just a guy that got bonked on the head and woke up in front of a TV during a marathon of North vs. South. Or just a dedicated Hero wannabe with access to a uniform.

The characters here don't have epic backgrounds. They aren't the heroes people call on first when things get rough. They have humble beginnings, haven't made a name for themselves yet, and are generally unknown overall.

A deaf man, talented in both lip-reading and feeling vibrations (not superhuman) and with a penchant for getting hit by cars and other random objects. Luckily for him, he is also almost completely indestructible.

Pretty much what I was thinking, though the wording would have spoiled my entrance! On the other hand, remembering the nature of this RP- a lot of slightly above average heroes will be decently resilient to damage considering the tom-foolery and such going on.

I am on board with those restrictions! I'll get to work on something more substantial to throw your way, if you don't mind.
