Radu made his way down to the fair grounds from his stay at a hotel in town. He had always wanted to come to America. However, he was here now, and that was what mattered. He looked at his watch and hoped he could remember not to get it wet. It was not a water proof watch but a somewhat old antique.

He has her birthright not his powers. So in other words, he might be able to have some authority like a judge or a cop but he doesn't have magical powers or anything.

Radu is an old man who has many decades of life left to live despite being half way from sixty to seventy. He was born more than sixty years on the frontier of a vast Empire. The Empire collapsed due to invasions from both foreign Empires, and a brutal civil war. Radu was nearly assassinated, after he had become the Governor of his province. His province was famous for being incredibly good swordsmen, swordsmen who were even better than the warriors of the West Islands. As a thirty year old man, Radu already had fifteen years worth of fighting killing, and making amends on his belt, and he knew how to make friends out of enemies.
That is why a mysterious creature whom he had spited let him live, and even become her heir. Radu had saved an old couple and their children, and grand children from being devoured by demonic, grossly fat men without any guards. He took his kilij, which is a form of very sharp, curved sword, and killed the five monsters by himself. The Mother of Monsters and Demons had beaten Radu severely and nearly killed him, but he managed an escape, although with broken bones and a bleeding body. He took refuge in a cave a few dozen miles away, and attempted to hide there, but she discovered him.
She disguised herself as an old crone who needed a place to stay, so he let her take shelter. On seeing him take pity on an old woman, and also provide her with his meager food, and herbal remedies, she postponed killing and eating him until she could find out more about him. She had listened to him repeatedly tell stories of how he had ruthlessly cut down whole families, villages, towns and even an invading coalition of rival tribes, yet somehow made peace with them and made amends, and how he had allowed himself to be emasculated by a rival's bare hands as a show of sincerity.
That is what allowed the Empire to raise him to a position of Honored Governor, someone who has made a great sacrifice for the Empire. The Mother of Demons was impressed. Not just because of how skilled and strong he was as a fighter, but all the other reasons she could find. He was an honorable warrior, a sincere man who took care of the old, the widows, the poor and orphans, would make any sacrifice according to his own ethics that it would take to preserve the lives of his own people, honored the elderly, and honored his parents.
Finally, she had noticed that although he lived in a cave, he had a great assortment of books with him, and as she asked him of the contents of all his books, he informed her of everything he learned from them. So there he was, a wise, intelligent, strong and tough man. She was impressed, and upon learning of all this, she was no longer angry, but pleased. She had been hungry, and was about to devour one last family of mortals to sate her appetite before she slew herself, as she was suffering from thousands of years of insanity, boredom, and misery.
She revealed herself as monstrous old woman, even the creature who defeated him not too long before he sought refuge in the cave. He immediately took arms to slay her before she could react, but she pinned him down. Rather than slay him, she explained to him that she was the Mother of Monsters and Demons. By showing her refuge from the storm, granting her medicine and food, providing her such interesting tales and proving himself as a provider for the old, and his own kind, she would grant him the greatest boon ever offered to any mortal. She vanished on that evening, and turned her eyes to the sky, where she was killed by a thunder bolt, just as Radu absorbed her magical birth right.
