Noup, since most don't have a mana pool themselves.

Perhaps if a HUMAN was the familiar of another human, and they could supply the other familiar with mana, then perhaps, but otehrwise not.

Oh right, I'm curious. After a familiar contracts with a master, they become capable of using magic. However, does that mean that the contracted familiar can then become the master of another familiar?
