Are these people with mutations under constant surveillance? Is it possible for someone to get a mutation without anyone noticing?

First off, no, mutations are not under constant surveillance. At least, not legally. There are those with less than noble intentions who do spy on them. That being said, mutations do have their afflictions listed in their medical files. So, if someone wanted to know if another person was a mutation, they could access their records.

Second, while mutations can live relatively normal lives among regular humans, there are distinctive signs they are mutations. These things can be physical appearances, behaviors, and the like. For example, Birkin can pass off as a normal human most of the time and can control his other forms. However, he will instinctively transform if he feels threatened or if he's about to give birth (He shifts into his fifth form and goes into a trance). Likewise, there's also the risk of a mutation accidentally transferring their ailments to regular people. To put it bluntly, Charlie and Birkin couldn't do the deed (so to speak) without the risk of Birkin infecting her with the G-Virus.

The existence of mutations is public knowledge. As for how they're treated, it varies from person to person. Some people, like Charlie, believe that regular humans and mutations can coexist peacefully. Others view them as abominations that need to be eliminated. And, still others see mutations as little more than a means to an end for their own wicked goals.

Resident Evil: Atonement

Charlie wasn't sure what brought her back to this place. Nostalgia? The hope to find something or someone? She hadn't been to the Lazarus Corporation facility in over a year. The building had been abandoned, shut down since the B.O.W attack that occurred in nearby Ravenport, Minnesota. There was already a fine layer of dust accumulating on the desks, chairs, tables, and numerous types of lab equipment throughout the building. That, and cobwebs that decorated any dark corner or unused empty space.

As she continued through the building, she found a room in particular that she was familiar with. Her old lab room. The sign, which read "Dr. Charlie Everson: Genetics", was faded on the door. With a slight moment of hesitation, she grabbed the doorknob and turned it. Peering in for a brief second, she cautiously entered.

"Just like how I left it." she said to herself.

She scanned the room seeing just what was left behind. There were microscopes, test tubes, a computer where she filed her research, and two chairs. Charlie also noted the freezer that contained many genetic specimens. More of her research. Samples that would be used to create clones. Some were successful. Others deteriorated within days. Once again, she found herself lost in thought, in memory. She picked up an old photo, her and Birkin in lab attire, and smiled sadly at it.

"Where did you go?" Charlie sighed wondering if her search would be endless.

Age: 39

Personality: Kind and compassionate. Wants to help others. Is self-conscious of herself and can be hesitant to open up her feelings to others at times. Intelligent.

Backstory: A geneticist and former employee at Lazarus Corporation. Her expertise in cloning have made her the target of both those who want to use her talents for good and for evil. She currently acts as a doctor to those who have been mutated by various ailments and have maintained their sense of self giving them the opportunity to live relatively normal lives.
Else: She tends to find things that others find horrifying to be beautiful. Finds pudginess attractive.

Welcome to Ravenport, Minnesota. A nice mostly quiet mid-sized city. Here, people go through the normal rut of life day in and day out.

However, things aren't always so peaceful here in Ravenport. In 2025, the city found itself in the midst of a B.O.W. outbreak. The citizens breathed a sigh of relief after agents from various organizations teamed up to stop the outbreak before Ravenport became the next Raccoon City. Now, the threat of another attack looms over the city. And, for some living there, the threat will force them to face their past sins.
