Appearance
Arthur is average for a 48 year old, and rather fit for his age. No living being has seen under his mask, his face is seen by none. He has a cross on the inside of his right glove, and takes it out to pray often. He is very lean in build. His right arm is clockwork, and he covers it up with his witch doctor clothing. He usually wears a wide brimmed hat and his mask. He also wears his large buckled trench coat with gray pants, a pair of leather boots, and gloves. 
Equipment/Inventory
Wears a clockwork "bird mask" that has magnifying glasses and a respirator/air purifier. Has a clockwork arm that someone he doesn't even know made for him. Increased strength in right arm and it doesn't get tired, but has to refuel with coal every now and then. He has a steam operated pistol that fires 12 medium sized projectiles before it has to reload, can be modified on the fly to shoot his syringes. His syringe is filled by his chest holders for precise use and they can be refilled with his back tank. His "syringe" projectiles are refilled with his back tank as well. The liquid inside is as known as what is in Smoke's canisters and is usually changed for other "tests". It's just best not to ask what's in the canister.
Strengths
Extremely manipulative and is a really good shot with his pistol. Despite never being taught anatomy or attending doctor's school, he knows a surprising amount about the human body, and how to treat it, if he really wanted to. Knows a lot about Argatha's underground and it's black market. Skilled smuggler and chemist on the side. Skilled tracker. Agile
Weaknesses
Not very strong, can't take a beating, and can't throw a punch. Can't lift much either, but can pin an average person down due to raw experience. Very sadistic, this can be seen as a pro or con, it's a con as I view it. Can't be a gray man at all, always stands out from the crowd due to his mask and his reputation. Not very perceptive.

Background
Arthur was born in Kansas, and was a normal kid. He was somewhat weird and unsocial, but that was the most. He went to church more than often though, and could usually be found praying in his town's church. He was an extreme history freak, and absolutely was absorbed in the 1500's-1600's. The plague doctors were also very enticing. When the hollow world was found, he waited a while, and moved in looking for adventure, and maybe god.

When he landed, it was an amazing sight. He was amazed that this was under his feet the whole time. He explored the cavern, and saw things, he had never seen in his small town. He saw crime, death, gangs. He had to stop these things. Something changed with him that day. He became a crusader in his own mind, but a sadistic maniac to everyone else. Extraordinarily manipulative and an extreme lack of empathy were showing characteristics of him. He used his knowledge of mechanics and created his mask. He used his much more expansive knowledge of chemistry to create a substance that could incapacitate, create extreme pain, kill, or many more things for him that he needed. He knows one thing that most don't. The day that he decided this path, when he went to bed, the next morning he woke up in a strange, unknown house. No one was there, his right arm was missing, replaced by a clockwork one. He didn't know to like or dislike it. His primal urges showed, and he began his "duty". 

He became known as the Plague Doctor. The legend says that if you are seen by him, than you are already dead. A common Japanese saying "Omae wa mou Shindeiru". He experimented on his "patients". He cut them open and gazed on their insides, before even killing them purposefully. He would test his substances on them, see how people reacted. Some came out alive, husks of their formal self's, barely speaking, and on the brink of complete insanity. The only thing they can do is go on with their lives and lifeless beings. Oh yeah and he also was a skilled duelist, and had a rly gud aim or something. Something also about the quckest maths in the west (2+2)-1=3 quick maths. 

Watch, and listen, for the quieter you become, the more you are able to hear.
