Let's be honest, it's far more satisfying and challenging to actually imagine what a character looks like than paste a hundred gifs of a celebrity and call it good.

Onewards to the meat and potatoes!
While I appreciate the imagery and thought behind Simon learning how to shoot under supervision from his mom and her coworkers, I can’t imagine law enforcement or military personnel allowing a child (let alone any other civilian outside of press-related instances) on the shooting range. Mayhaps they lived out in the country enough that there was a makeshift shooting range that isn’t strict on rules and regulations where some of his mom’s coworkers frequented? It’s a small detail, but like I said, I don’t see a bunch of officers or troops being okay with a kid being dragged out to shoot all the time at an official regulated range.
Most of the backstory is pretty solid and very enjoyable, being in the wrong place at the wrong time and witnessing a horrible crime is a pretty good kicker for what started to shape him and drive him from his home. One thing I would like to see kind of expanded on is how exactly he went from bouncing job to job to getting into hard drugs, piracy, and smuggling. I actually had to read that last big paragraph a couple of times before I realized you meant to imply Simon got into that lifestyle and not just humans in general after discovering the galactic community. If you could add a bit kind of explaining how exactly he got involved with a life of crime and why, that would be fantastic and that’s honestly all I see that needs to be addressed! As stands, right now, it kind of reads like after witnessing the brutal murder of a cop and shop keeper that traumatized him that made him leave home, the turians made themselves known and he decided to become a criminal, even though he didn’t really have an incentive to do so, especially since his mother and father are both supportive, law-abiding citizens. It’s kind of like one of those movies where a good guy character disappears for twenty minutes and is revealed to be the bad guy the whole time. :P
Also, you are missing a Powers and Talents section.

Hey guys, how's it been? I tuned out for a while. I noticed some characters died (oh no!). I hope they died heroically. Anyway, I may still be interested in joining this. If I find the time and inspiration, I'll write up a character.

This was the last thing I expected to wake up to this morning. I wish I had words of wisdom or comfort, but I am coming up short, especially in light of what the others have said. 6 - Dervish You're a friendly guy with a sense of humor that I like, but I have noticed that it's not too rarely that you seem to flare up towards people in some of your responses. But knowing me, I have hostile streaks... so who am I to be saying that.

Anyways, whenever I seem like I'm being vicious is usually snark. I'm not an angry guy. I'll call people out on stupid shit, but it's rarely personal. Personally, I like the vast majority of people around here, which is part of the reason I don't want to make a list (cooooop ouuuuuuuuuuut, the crowd jeers). It takes quite a bit for me to actively despise somebody.
You can tell if I'm angry or hostile if I'm not cracking jokes. Then it's murderswitch engage.
