I'm going to assume this only has to do with people in Helgathe, because having them suddenly on the tail of Marassa, Cub, and Hralvar would be ridiculous.
Also, they obviously won't be able to keep a proper tail on everyone in a crowded city all the time.

Never hurts to ask somebody you don't know. Somebody randomly asked me to join a game and they ended up becoming one of my best friends out od it and I was with that game for the duration.

They are indeed one of the most intelligent animals, probably in the top five. They aren't too far off of crows and elephants, that's for sure.
