I'd say go with Kazakhstan or France. Kazakhstan is quite a big country yet it hasn't been explored much and as far as I know, it isn't communist, so you can build up some sweet canon for yourself. France still has a few colonies floating about and probably back to it's old, second-rate power.


Apart from the point where China is supplying the Khazak army and has some military bases there.
