"Fancy powers, bro." Jack remarked, sensing two more kinetic energy signatures in the room. Heat was a form of kinetic energy, so he was able to detect the presence of two new forms. He sensed the original leaving, one taking his place, as he dropped a smoke grenade. He also detected a massive and sudden flare up of energy- a fire had started. Crafty bastard, he couldn't let the fire just go on, it could burn down surrounding buildings.
"Fire is NOT COOL!" He shouted, firing shots at the two clones. Given the smoke, it was nigh impossible to see, he'd have to rely on his sense. He closed his eyes, focusing on his power, Due to the many natural sources of kinetic energy in the room, he had a fairly accurate map of the place, while still keeping a bead on his fleeing adversary. The fire was diluting the map somewhat. He sprinted towards it, but being careful to knock over the clones with kinetic blasts. He jumped into the fire, feeling the raging heat. But his armor was protecting him from the worst of it. The coat surrounding the black armor began to burn at the edges, as he focused on absorbing the energy of the fire. He felt it quickly dissipating, while his opponent still fled, further and further. He could tell he was underground, based on the how low his kinetic energy was compared to that of the fire.
Finishing absorbing the fire, he sprinted away from the desk, and jumped out the window, but not before shooting another kinetic blast at each of the clones. He hit the ground, absorbing the energy of impact with his power. he could feel that his legs were singed underneath the armor- That would be a tough one to explain to the doctor.
"BB, get me city sewer maps." He said, leaping through the open manhole cover.
"Why? With your powers you'll know where he is." BB responded.
"I can tell where he is, I can't map the whole damn sewer, unless you want me to sit on my butt for a while." Jack responded, refocusing on the quickly fleeing kinetic energy signature.
"Accessing maps now, oh master..." BB responded, his voice thick with sarcasm.
"Good." Jack said, before taking off sprinting to the source of energy once more.
"Modern art at it's finest." Jack remarked, as he beheld an abandoned drugstore. Adorning the store were myriad of dead bodies. "I dunno about you, BB, but I'd let this go if it weren't for the maniacal laughter I heard coming from inside." Jack stood on a rooftop in his full Dynamo outfit. He looked down upon the store with a look of distaste hidden behind his helmet. His MeChip manifested itself in it's chosen avatar- A simple black box. Unlike other AI's, it had no desire to emulate "silly squishy human appendages".

"I doubt the police would share that sentiment." Black Box responded dryly. "You're right. This villainous fiend is depriving the good people at the city morgue of a job. Have at thee, villain!" Jack said(mostly to himself), pulling out his two .45 pistols. One could argue that his powers took away the need for firearms but they were fun to play with and an excellent backup while charging the energy needed for a powerful kinetic strike.

Jack jumped from the building, hitting the ground in a roll, while constantly absorbing the various forms of kinetic energy from the jump- The friction from contact with the air, and the ultimate mechanical energy from contact with the ground. Coming out of his roll, he sprinted forward at the best speed his powered armor would allow, taking in energy from each footfall of his.

Reaching the door of the drugstore, he raised a boot and smashed it down, supplemented the blow with energy to ensure the door fell. "Honey, I'm HOME!" He shouted bringing his pistols up to bear. "Just so you know dude, having a building with dead bodies all over it is basically saying 'hello yes, I'm a supervillain, will a hero please come and swiftly kick my ass?'." He focused his senses and quickly honed in on the kinetic energy generated by footfalls of someone in the building. He ran towards the source, ready for a fight.

Personality:
Jack is a non-serious person, the type to often make quips and jokes in battle and in serious situations. He does however know when it would be a good time to shut up, such as in meetings of funerals or other hyper-serious situations. He's loyal to his friends and allies, and is easily hurt by betrayal. Jack's moral compass leads him to fight evil, however he has no qualms about killing when needed. He's also not on officially registered hero, putting him at odds with the police, he tries not to fight them, but will if absolutely necessary. The military also dislikes him, because in Jack's words he "nicked their stuff!".

Powers:
Kinetic Energy Manipulation- Jack can manipulate kinetic energy to an extent. He can absorb and store any kinetic energy that he has contact with- Meaning he would need to literally catch a bullet if he wanted to absorb it;s energy for later use. He can then use this stored energy in a number of ways; he can make himself jump higher, hit harder, move faster, make his thrown projectiles or bullets hit faster and harder, and in some cases re-direct the kinetic energy in blasts. He can also use this energy to make himself more durable by sending it outward almost covering himself in a kind of shield. He can also re-direct his kinetic energy as electrical energy, allowing him to provide power for any number of systems and if he gets very close, allowing him to electrically shock his opponents.

Kinetic Energy Sense- Jack can sense sources of kinetic energy from up to a mile a way. He can filter this power at will, to filter out unwanted sources such as ambient footsteps and focus on the energy created by the steps of any one person. This also allows him almost a form of echo-location mapping of any area by sending out a very small kinetic burst and tracking the flow of the energy across the given area.

Ranger Model Powered Combat Harness- Jack wears a modified version of power armor that he totally didn't steal from the military. This armor is very durable, able to take even able to take several shots from bullets or superhuman targets. The armor also increases his strength, allowing him to lift up to five times his body weight(his body weight is ~165 pounds), and allows him to move at speeds up to twenty miles per hour naturally. His suit also has built in jet boots and a jet pack, allowing him to fly.

Skills/Special Abilities:
-Trained in hand-to-hand combat.
-A good marksman, not the best, but he'll hit you more than not.
-He has a lot of low level connections throughout the city
-Good at lock picking and thievery when he needs to be
-Great at parkour and acrobatics

Background:
Jack has lived in Millennia City for all his life. His parents raised him well, however, his father was thief and his mother was a small time hero. They squabbled constantly about which of them was right(though they had agreed that in marriage they would never get in each others way), and in those arguments Jack typically sided with his father. He looked up to his father more, because it was his father who began teaching him a myriad of skills that would certainly be useful in later life.
His school life was alright, however he was quick to establish a dominance of a sort, that's to say he showed he was better than any children who might attempt to give him grief, but after a single show of power he'd back down. He had a few friends, but he was careful not to make too many, as that was his father's advice.
As his training and life went on, occasionally his dad would take him out on thievery missions.He grew better and better at the theif trade, and when he was eighteen decided to go steal something on his own. Something big.
Jack ended up breaking into a military base and stealing the prototype Ranger power armor, along with it's built in MeChip AI, Black Box. Now with the armor and B.B. in tow, he went home to find a note from his dad, saying he was out on a mission, same with his mother. They didn't return for hours on end. Nervously, Jack flicked on the news. He found that his mother and father had been killed by the same man. A villain had lured his mom to the bank to spring a trap and that had been the bank his father had unwittingly chosen to steal from. The two fought valiantly, but went down in the end.
Full of anger, Jack chose to renounce his thieving ways to fight for justice, to get back at the people who'd taken his parents. As the years went on and his powers developed, he became known as 'Dynamo' for his abilities. He's now over the death of his parents and happily combats crime whenever he can.

Persona: BB is a cynical AI, and will often make cynical or dry jokes about people or the current situation. While he does have a humorous side he also has the ability to be serious, with quite the attention to detail. He'll often criticize Jack when he does something wrong.

Features: BB can access the internet, providing Jack with necessary data. Also if Jack can get BB close enough, he can hack machines and acquire data. The MeChip's data bank is also massive allowing him to retain loads of information. BB is also equipped with facial scanners that will activate if a face matches up with already collected data.
The Tin Man:
Roger realized he was running late. Getting the military to accept the fact that a Meta did not want to reveal his identity but still work with them was a feat in of itself, but be damned if he didn't make it to the first meeting.
He was in a civilian motel, located as close as he could find to the military base. He haphazardly tugged on his armor as he made his way to the third story window.
"Well, now's a fantastic time to field testing as any." Roger said to himself, checking the battery level of the suit in his armor Heads Up Display readout. The tiny piece of glass of his visor read

"Excellent!" Roger shouted to himself. And with that remark, he leapt out of the window. Typically this would be suicidal, but the armor did have it's uses. Roger quickly activated the jets, causing him to jettison forward and slightly down. As he attained lower altitude, he switched off the jets and hit the ground in a roll to minimize fall damage, but managed to stand up and use his momentum to continue running at the armor's top speed.
He managed to reach the base in a matter of five minutes, sprinting into the Spanish military base. "Tin Man," he announced, "Has arrived."

The Meta:
Peter too, was a tad late to this meeting. But for a different purpose than Roger Gatly.
"Remember, Peter. You are the culmination of many years of military training. You are the Meta, you're our fail safe. Kill as many Nazi Metahumans as you can, and if our own go rouge, neutralize them."A man said to him. He was dressed in a black suit, with a curious insignia of some military organization or other. Peter still didn't know the name, but he knew for damn certian they were affiliated with the United States Military.
He nodded, quickly checking that all of his equipment was there. He strode into the base where the other metahumans gather, in order to catch the tail-end of someone saying "-has arrived!"

Powers:
Peters powers relate entirely to; and are based upon, other metahumans in the world. Scientists propose that with the nature of Peter's powers, he is perhaps one of the greatest chances scientists have to understanding how metahuman abilities work.
-Power Detection: Peter has the ability to inherently 'sense' the location of any being with superhuman powers. If he focuses on any one source, he can generally give a good guess as to what they have, although he is sometimes wrong. This power activates on sight of other people, but if he concentrates, he can extend its effective range to up to a mile.
-Power Amplification: Peter has the ability to temporarily magnify the power of his allies abilities, by touching them and then focusing on their power, willing it to become stronger. This effect lasts for about two minutes, and after two or three doses to his allies will leave him feeling drained.
-Power Nullification: If Peter manages to lay a hand on one of his enemies, he can effectively turn their power off for as long as he can sustain the power through use of willpower and stamina. However he is quite reluctant to use this, as it VERY quickly drains on his stamina and requires a deal of focus.
-Power Replication: If Peter is harmed by another metahumans power,(ex. he gets punched by a guy with super strength or is singed by a fire bolt from some guy with pyrotechnic powers) he can copy the power and use it for himself. Granted this ability is very limited, as he must be harmed by the power for him to actually use it, he only gets a quite weakened version of the power, he can only use one ability at a time, he may only use it for thirty seconds, and using other metahumans powers tends to be quite tiring.

Personality:
Pete is a no nonsense military man at his core. He is not at all religious, the only higher power he cares about are his orders. He as a general rule does not form personal connections, as any and all people that he had formed connections to were ripped away from him. He is endlessly in debt to the military, because he believes they gave him everything he has. He is a superb soldier, he'd fight to the last breath for his country, and an excellent sniper.
History:
Peter was born to a military family, with his father and mother being high ranking in the military. As metahumans began to pop up, they began to realize their young sons power and true potential. They chose to being militaristic-ally indoctrinating him, though this was illegal to do such a thing to a child, the military was willing to keep it hush-hush in order to attain a superior soldier. Their logic is "When he saves us, no one will be concerned about how he was made." He was trained from age five, and his parents were extremely careful to put maximum distance between themselves and him so that he would not rely on any social bonds. He was trained to be a solo hyper-lethal sniper unit, but he can be forced to work with a team. Having already been working covert ops destroying Nazi targets even before America was officially involved in the war, he was soon placed on a more official metahuman strike team to combat the threat.
West awoke to the sound of conversation and the smell of Drina's delicious soup.He began wiping the sleep from his eyes, and allowed his fingers to lightly trace his tattoo must under his eye- a ritual preformed every morning, for good luck, and as he claimed, for his marksmanship- and he rolled from his bedroll. Unlike several of the others in the Caravan, West had no carriage of his own. He preferred to travel lightly anyways, and having to maintain a carriage would have distracted him from his primary duty of caravan defense.
West quickly pulled on his jacket and clipped on his belt, carefully tucked away in his knapsack. After getting everything on, West ritually pulled out a deck of cards and began absently shuffling them, another good luck ritual he found himself doing every morning.
Still shuffling he made his way to where the breakfast was being served.
"Morning everyone." He greeted, somehow managing to continue shuffling the deck with one hand while he used the other to begin eating the soup Drina had prepared.

-'Tin Man' Powered Assault Armor: Roger, using his expansive intellect, has constructed himself a suit of powered armor which he uses for his engagements as Tin Man. The armor amplifies his strength ten fold, he can't lift a tank or throw a car, but he can dish out some strong punches. It also doubles his running speed, so while he can't exactly run at superhuman pace he will out speed the average man. His armor also greatly diminishes the physical strain of activity on his body, so he'll usually be able to contiue without the effects of fatigue for longer than most. The armor's armor plating also allows for enhanced protection, granted, while the armor would protect him from small caliber bullets at decent ranges and large caliber shots at longer ranges, bullets still have the capacity to get through. His armor also allows him to take a few punches form targets with super strength or other physical enhancements, but not very many.
The armors offensive options are a wrist mounted grenade launcher, with four grenades ready to fire. Granted, between engagements he needs to reload these. On his left glove are electric shock plates which will do about as much damage to someone as a modern police issue tazer, making it useless against armored targets and somewhat useful for frying exposed machinery. On both wrists there are also twin hidden blade mechanisms. And of course on his armor's magnetized thighs(magnetized to allow him to store weaponry) are his twin pistols.
From a utility perspective, Roger's armor has several helpful options. It has magnetized boot and hand plates that can be activated and deactivated to allow for scaling(albeit extremely treacherous scaling...) of metallic structures. This armor also has rocket boosters on the shoulders and boots of the armor, allowing for extremely limited flight. He can't go very high, and and fly about twice as fast as he can run with his armor on. The jets fuel supply is also very limited, allowing only for short flights.
-Twin Pistols: Roger has two pistols, which he usually keeps on the magnetized thigh plates of his armor.
-Trench Knife: Roger keeps a trench knife tucked away in his belt, just in case.
Personality:
Roger is a generally friendly fellow, liking to make and keep friends. He's quite the talker and enjoys discussing any kind of subject, but he especially loves talking about technology. Roger is very accepting of others, as he was raised to treat others as his equal. Roger has trouble understanding why people would want to be different religions or sexualities, but he forces himself to accept it. He likes making jokes, although whether his jokes are funny or not really depends on the person.
History:
Roger's real parents are unknown to him, and he spent the majority of his childhood in an orphanage. The key figure of his childhood was probably a man he called "Father Clark", a jovial black fellow who worked for the orphanage and cared for the kids. Clark taught him to treat everyone equal, no matter their color or anything else about them. He was eventually adopted by a normal american family, the father of said family happened to be a mechanic, but Roger would always miss Clark. As his new father taught him about engineering, Roger quickly discovered his power. He could builds things and process information at rates most adults and the other boys and girls in his class couldn't match. As he got older his mind only got more powerful. But as he grew older and new forms of fiction came about, Roger took a liking to taking a dime and going down to the shop to pick up tales of comic-book heroes, like the new 'Superman' character.
When Roger heard of the war, he decided it was his duty to be like Superman, and aid the effort. He constructed himself a set of armor and managed to get the military to insert him into a special meta human unit, all while keeping his identity a secret, hiding behind the self-chosen alias of 'Tin Man'.
I think around modern times, potentially with slightly more advanced tech. So probably in around 2020, most likely in a city like New York.
That would be pretty cool, and would fit into the theme of like "superpowers with a cost".
I would be interested in a Halo RP using OC's.
