Wait, isn't this just a town that follows Chinese doctrine thanks to the efforts of Chinese sleeper agents? Two hundred years after the nuclear apocalypse, would they be running a dojo and teaching the townspeople how to use kung fu and super-rare stealth suits?

I'd probably put it somewhat closer to where the game is set. A place that would be more susceptible to Chinese infiltration. North Carolina and Georgia are good options, considering their histories with the United States.

Background: Born in one of the dozens of villages spread throughout Legion territory, Albus was raised from birth to be an auxiliary soldier of Caesar's Legion. As he grew up, he learned everything Caesar had made policy to be learned: skills necessary to live on one's own, skills necessary to aid your fellow soldiers, and skills necessary to not make the mistakes of the proud, fattened hogs of the West. The way things were going, Caesar's Legion was primed to eradicate the men of the West.
When, against all odds, the NCR won the battle of Hoover Dam, and successfully assassinated both Caesar and his most-trusted confidants, the internal structure of The Legion collapsed into several warring nation-states. Clusters of villages rallied under the charismatic force of those who used to be Centurions, and so a massive civil war erupted across the American Southwest that rendered much of the land nearly impossible to traverse for fear of being attacked. Those who had previously rid the land of Raiders now banded together into massive tribes, raiding and assaulting their enemies with little mercy.
Albus was one of the many smaller villages who fled for safer grounds when the great civil war erupted. Together with his instructor, his mother, and his three brothers, he fled northeast. Though his family and friends decided to settle down somewhere in what used to be Kentucky, Albus moved along on his own, eventually reaching South Carolina in one piece. Currently, Albus is staying temporarily in a podunk shantytown way off on the coast, darning socks and hunting Mirelurks with the local boys.

Other: Albus has one pet: an old wild pig that he managed to coerce into following him through regular bribery of dried meat. The pig's name is Heather. Heather is astonishingly intelligent, and frustratingly willful. Heather will go nearly anywhere Albus will go, and has saved Albus's skin more than once. Albus holds contempt for people affiliated with the NCR or the current Brotherhood of Steel. He feels that they haven't faced any real hardships and are instead growing fat off the backs of the workers beneath them.
The Legion controls most of the American Southwest, possibly including Texas. Though what Raul says in NV suggests they're ambivalent towards traders, I'd probably assume any immigrants from New Vegas or California would be caught and mudstomped in short order. I think my guy will come through Texas on his journey east.
Even if Caesar and all his little buddies were massacred at The Fort and Hoover Dam, there'd still be a massive power base throughout the Southwest. Worst-case scenario The Legion fractures under the power vacuum and any travelers now have to contend with several massive military groups formed out of the remains of Caesar's Legion, each trying to become the true Legion.
@Earnest Evans It's doable, especially with clear most of the southern mid-west of raiders. The brotherhood was up further north. Going through Texas and then up would be a perfectly safe route. Also tornadoes would only be a problem some of the year. If you had a car you make the trip in 3 or four weeks outside tornado season.
You know, that makes sense. I guess if I was a character from the west coast, it'd be one who's friendly with Caesar's Legion (to make it through the Southwest route), or one who made a one-way trip in the "off-season" and only had to contend with gigantic dust devils and raiders.

@Earnest Evans Actually only one of the Zeppelins fell. The others made it intact.
This is true. However, that was the main zeppelin, and it was nearly completely destroyed by one of the many storms covering Tornado alley. I'm assuming that the other Zeppelins made it through dumb luck. For people on-foot without the benefit of being above the cloud-line, I'd imagine making it across America is something doable only through a miracle.
After all, the only stuff from the East Coast that we can see in New Vegas is the Wasteland Survival Guide and some Fire Ants. This implies that some people made it through, but the complete lack of anything else suggests that only those people made it through.
I'm sure they wouldn't be the first to make that journey. In fact, Suzy's character is stated to have done so. I don't think you need to justify it at all. We can assume the trip isn't easy, but it's not impossible. Especially with groups like the Brotherhood and NCR trying to civilize the wasteland. There's a good chance there's some sort of road or system to get people across.
But the NCR canonically aren't anywhere on the East Coast, and the first (and only) time the Brotherhood tried to make the journey east (in GIANT ARMORED ZEPPELINS), they were very nearly wiped out thanks to the constant tornadoes and splintered into multiple chapters.
I'm interested. One question, though: how would I justify a character coming from the west coast? I mean, there's Tornado Alley and The Divide and dozens of miles of Raider territory, radiation-blasted pits, dustbowls, and desert between North Carolina and California.
Once again, Shivani orc'd out at any opposition from anyone. This "do what I want or you'll get me sword" nonsense was not endearing anyone to her. Xiangshi was nearly done with this shit, but decided to pointedly ignore Shivani as she vented, lashed out in impotent rage, and cried at what appeared to be a crude sketch of a family of catpeople.
Once Hi-Hat was sure that everyone was through the portal, he called over the teleporter. As the device flew through the portal, the portal closed with a disappointing "wop". Hi-Hat gingerly picked up the teleporter and turned to face the group.
"Alright, guys: we'll split up into two groups. Doctor Facilier, you're with me and Xiangshi. We'll head to the castle, and warn the people inside of Shadow Eternity. Shivani, hunter guy, you're with Shazay. You'll head into the forest with this bag of salt." Hi-Hat procured a decently-sized pouch of rock salt and tossed it to Sir Frederick Selous. "Find some good tactical positions, so we know where to open the portals. Once they're placed there, we'll wait for Shadow Eternity to attack before opening them and sending the necromancer forces in. It'll be a two-pronged attack: one from the castle inhabitants, one from our forces. With any luck, Shadow Eternity will either be slaughtered or bug out."
Xiangshi nodded. It was good to be away from Shivani, though this meant that she wouldn't get a chance to covertly give her her comeuppance. However, Shazay was a nice enough fellow. Maybe she'd learn to calm down and understand humility if he saved her from some spooky forest creature. Maybe.
Shazay nodded. He particularly liked Sir Frederick Selous, though the dirty looks he kept giving all the black people in New Orleans was sort of unnerving. It might have just been his imagination, however.
"Unless you've got any questions, we'd best move out," Hi-Hat said, moving in the direction of Castle Tepes's immense gate. "c'mon, Facilier. Let's hope the king of this castle understand the meaning of 'volunteer work'."
