Luke is a strategist, and was raised to be one. Specifically, he's a psychological strategist. He knows how to take advantage in people and bend them, so it's difficult to go from "Information about Mavis from random girl" to "Become acquaintances with random girl" to "befriend Serenity girl- could be good strategy" to "gain her trust and admiration" to "genuine care and concern." Basically, he has to warm up to it. To go from logic to emotions.

Yup. Serenity is what I like to call a neutral friendly character. Which means she is almost friends with everyone. Those who no one likes and those who everyone likes.
