Question: Are there NPC's as leaders of the various factions?


At this point, yes, but I could be convinced otherwise. Particularly for groups like Serenity

“You adults, you humans, you had your shot. And you took it, and threw it away in death and destruction and violence. Well, now it's our turn. We're Magical Girls, and this is our world now”

Since the dawn of human history, there have been magical girls, an ongoing battle in the shadows against Witches, the manifestation of human despair. They have driven progress, civilization, through their wishes and their sacrifices, brought hope, and despair, and reshaped the face of the world through their actions, though they may not be recognized. But it only took one act to change the world, throwing it on a path so different from our own, with so many consequences.

Where did it go wrong? Many would say it came out of the revolutions of the 19th century, of the warfare and the Napoleonic Wars that convulsed Europe. Others would say the seeds were planted long ago, in the ideologies of medieval Europe. Regardless of the cause, it was the case that a group of magical girls one day had a revelation. They were strong, with abilities and powers that no one, besides other magical girls, could match. So, if that were the case, then shouldn't they be the ones in charge? They seized on this idea and rose up, revealing themselves to the world and in the process carving out chunks of sovereign nations to be their own territory, their personal fiefdoms in which their word was law. Seeing their example, more magical girls rose up across the globe to do the same thing.

Of course, the military's of the world fought back. They even saw some success. But with the kind of power that they were faced against, with magic, superhuman strength and speed, they were outmatched. A magical girl could be taken down by conventional forces sure, but they paid a high price in lives to do so unless they were lucky enough to hit her soul gem. Other magical girls fought as well, against those who rose up, but they were attacked by the military as well, who couldn't tell the difference between them, and were overwhelmed.

Now the world is a patchwork quilt of nations and magical girl states, a state of affairs that solidified long ago. Most of them exist in a state of carefully maintained detente, unable to expand, yet too costly for them to be crushed. The border is patrolled, and there are occasional skirmishes, but otherwise there is an uneasy peace.

Inside these new city-states, things have stabilized with time. Magical girls have placed themselves atop the already existing governmental structures and burned down that which opposed them, maintaining local forces for the operation of society that are, at the same time, not powerful enough to challenge them. They exist as isolated communities, with their own currency, their own laws, their own armies. And though they may cooperate with their fellow rulers, they are not necessarily friends

And at the top, magical girls. Generally the strongest magical girl in the region is in charge, earning the right by defeating the previous leader in a battle to the death. It is typical for a ruler to have several lieutenants or vassals, depending on the amount of territory they have. Territory is controlled by the ruler, but divided up amongst subordinates, who have to pay taxes in Grief Seeds for permission

This is the order of things in Aurora, ruled over by one of those very magical girls. A city located in what was Germany, once upon a time, it, as well as the surrounding environs, make up the area of this particular city-state, bordered on one side by other magical girl fiefdoms that vie with it for territory, and on the other by the main human states that contests their existence. The border between them is well guarded, with the occasional skirmish, but for the moment the will has not been worked up for either to pursue military action.

Aurora itself maintains magical girls from all over though. Some natives, some refugees from fallen city-states, some immigrants from other nations that later contracted. There is no lack of variety here.

But that is a state of affairs that may not last. Discontent bubbles beneath the surface, humans plotting revolution to retake what they see as theirs, while other magical girls plot to seize control or to change the order itself. Only time will tell what will happen.



Factions:

Aurora City Authority:

The official government that administers the city-state, it is headed up by a magical girl, but it heavily comprised of normal humans who have chosen to collaborate with the current authorities. There tends to be a lot of turnover when leadership changes, and it can be corrupt and ineffective at times.

Elysium:

Ironically named, Elysium is an informal alliance of magical girl city-states that seek to keep the 'mere mortals' from restoring their power and authority over their hard claimed dominions. More aimed at countries like the United States rather than other magical girls at the moment, it is also a primarily defensive alliance, though pre emptive strikes have been known to occur.

Serenity:

A shadowy group that is believed to be comprised of magical girls seeking to topple magical girl fiefdoms to bring about equality and justice between magical girls and humans. Generally nonviolent if possible, they are relatively exclusive at this point, and operate underground for fear of discovery. (And yes, a particular blunette is part of this group.)

Shadow Compact:

Derogatorily known as the 'Wish Killers', the Shadow Compact are the Resistance, the underground, a movement of humans dedicated to overthrowing magical girl rule once and for all, through assassination, terrorism, and black market dealings. They are believed to have ties to the human, though there is no concrete proof of that. Not that it's really needed, but officially they are an unaffiliated rogue organization.

Trinity Group:

A splinter of the Shadow Compact that left the organization due to radical fundamentalist Christian ideologies, that magical girls are the work of the devil and must be removed from Earth by any means necessary, including the usage of nuclear weaponry. Any sign of activity by this organization is generally a bad thing for everyone involved

Incubators:

Little furry cat bunny things that run around and dispose of filled Grief Seeds, and recruit new magical girls. Have a habit of getting murdered, but they always pop right back up. There are usually a few assigned to a major city, though it’s hard to tell them apart. They can facilitate mental communication between magical girls and potential contractees. To what end though, is currently unknown



Recent events:

Chloe Hartmann arrived in Aurora after busting through a checkpoint. This resulted in a short confrontation with Eponine Hassanne, who took her to see Maria Goethe. Maria was able to secure a temporary alliance with her, giving her information to ferry to the Shadow Compact.

Around the same time, Maria was contacted by Kyubey, who informed her of an as of yet unknown threat to the city, which she grudgingly agreed to investigate, sending Violetta FitzCarraldo to do so.

In the course of this, Violetta met Alice Earhart, who led her to a hidden lab in the factory district before Violetta attacked her. The fight resulted in the creation of a Witches Barrier, which Eponine Hassanne entered as well to assess what had happened to Violetta. Violetta and Eponine are now attempting to eliminate the newborn witch while Alice is trying to avoid the two of them.

Exploring, Chloe met Yume Fubuki, and a conversation degenerated into a fight between the two of them

Maria is currently visiting the fortress of Alexandra Hertz, ruler of the city, to deliver Grief Seeds to her as her tribute.

-No instakills of PC's or important NPC's.
-Probably doesn't need to be said, but no perfect characters. I won't stop you, but considering this is PMMM, it won't end well.
-Romance is fine, but fade to black for the other players sanity.
-I am the GM, my decisions are final. At the same time, I'd like us all to have fun, so I'll try to be reasonable, and if you think I'm not, feel free to tell me.

I'm imagining a nation run by magical girls that is in full alliance with the incubators.

Basically, a government can maintain power by promoting fear, but if it is fear in the government, the people will be in a state of unrest and may rebel at some point. So the better option is to create fear in an 'enemy'. if you can fool your population into believing that you are protecting them, they will love you and support you, all the while hating their enemy. And if you are able to continue to 'manufacture' this enemy, then your control will be perpetual.

This nation would therefore find a means of creating desperate situations in nearby, heavily controlled foreign territories, send incubators into those territories offering magical girl status to the populace, push those magical girls to the brink until they become witches. Let those witches wreak a decent amount of havoc, take it down, rinse, repeat. The people will continue to live in fear of the 'enemy' and receive 'security' from their magical girl overlords, the incubators get their energy, and the ruling magical girl party maintains eternal control of the populace: win-win.

I hope someone is willing to play the leader of such a nation because I want to play the 'trusty lieutenant' to such a leader.

A similar example can be seen in the prequel trilogy of Star Wars, where Palpatine sends Dooku to start a Separatist faction for the Galactic Republic to fight against, allowing him to be elected chancellor, and ultimately to crown himself emperor. I guess that would make the character I want to play Darth Vader, lol.

There's a very love-hate relationship between Incubators and Magical girls, though obvious with the latter towards the former than the former towards the latter, simply because the magical girls can't really order the Incubators to do anything they want to. So while they can cooperate and do as you suggested, they also could recruit from inside already controlled territory, and the more magical girls there are, the more potential there is for a coup to overthrow the leadership already in place and to install someone else. That's the danger of determining leadership by strength. But that's also not really for the interest check.

Still, I'm sure any leader would be glad to have a trustworthy lieutenant to deal with such threats as they arise. ;)
Nono, Restaurant District, Yggdrasil

Nono grew more serious to mirror Saber's expression, nodding at the same time. "Yeah," she agreed with determination. She hardly needed Saber to say as such to agree with her. Such a betrayal could not stand, and while she didn't have particular experience with this sort of thing, even amongst the Topless, but she knew from her moral code that treason was a very grievous offense. And if that was Saber's determination, she would share it.

She went back to her food as well, and had to resist the urge to gulp down all her water with the next fiery bite. Fortunately for her a distraction arrived, even if her mouth felt like it was on fire.

"Hello," she replied to the chef with a wave, smiling happily. "It's nothing. Onee-sama really likes her food." She patted Saber on the shoulder, but otherwise let the King of Knights eat in peace. It was still a reasonable amount of food (for her), so any sort of intervention wasn't necessary yet. But if it was, there was no one more suited to it.

Misaka 10032, Client World Macross

Aware that her companions had paid whatever needed to be given in terms of currency, Misaka was already on the move, and she was soon joined by the duo as they left behind that particular restaurant. Admittedly, the Sister was unaware of Marisa's intent to seal yet more things, but she probably wouldn't have cared so long as it didn't compromise her mission. She could be weird like that.

Misaka then led the trio along towards the dominating feature of the skyline, the large mechanical robot that had been landed in an upright position in the ocean nearby, next to a large artificial island. Her scans, courtesy of her goggles, had confirmed it as a major hub of electricity, and the flow of traffic indicated that it was an important structure.

Of course, at the same time it was also probably well defended, but given how lax security appeared to be, she wasn't worried as she made her way towards what signs identified as the 'Battle Frontier'.

Cinder Fall, Shadow Eternity HQ

Cinder watched with some interest as the Leader revealed what was in the tube. She wasn't concerned with the nudity, or the efforts towards modesty, as she inspected the girl floating unconscious or in suspended animation inside the tank. Which one it was didn't matter, but it was interesting, and piqued her curiosity.

"I see," she replied with a half sigh, hand resting on her hip as she took a few steps forward, looking between the two others there, letting a hand rest on the tube, if the Leader would allow it. It certainly seemed that this girl was of particular importance to their leader, which was something to look into.

She hummed, before continuing her questions. "Would that be part of a personal vendetta you have with her, or simply the person you think is the most worthy?" She certainly had her own person in mind if she could have such an option, but sadly the person she had in mind would have to be eliminated for things to continue.

But, every bit of information she got would further her understanding, and she was looking forward to the answer to it.

I guess the question is, what are the limits to what the magical gimmicks are allowed to be? And can weapons be repeated, since there are only so many weapon types in the world?

Well, I'm not going to be terribly harsh when it comes to this sort of thing, with the magical abilities they have, but nothing too overpowered. Specifically, nothing designed to game/break the system (Controlling grief, reverting witches, etc). And I'd prefer players avoid things that can all out insta-kill other characters. Other than that, I'd have to treat it on a case by case basis. Just remember, some of the best powers can be the most simple. ;)

Yes, weapon types can be repeated, since I would assume the particular style is different for individuals

The Incubators are, of course, still around, running around collecting filled Grief Seeds and granting wishes. Conventional military forces will shoot them on sight, with Magical girls it's a matter of preference. After all, they do provide valuable services, but they also make more magical girls, which means more competition and opponents.

So, a Magical Girl RP based in the Madoka Magica universe, one in which the ideals Kyoko espoused near her introduction are realized. Magical girls have the power, and here they used it to take control for themselves and their own benefit. Now they stand in cold war with the human based powers that managed to survive, a delicate state of equilibrium.

I will allow the playing of regular human characters, though I don't recommend getting in a straight up fight with a magical girl. Ambivalent on whether I'll allow Magical Boys, though at this point I'm leaning towards not, just to hold more to the genre.

So, you'd be able to do what you want. Support the order present at the start, work to destroy it and make something better, work to usurp the leadership and take power for yourself, or simply survive. Those are all legitimate. There'll definitely be some overarching plot things, but I want this to be a cooperative experience, and half the fun is seeing what players come up with themselves.

Latest in the list of 'characters that would be fun that I would never play", the Archer class Servant Yamato. Because what's not to love with a Servant that could beat everyone but Berserker and Gilgamesh, and at the same time has Saber's caloric intake as a requirement for her to fight (Surprisingly, the Super-battleship burns through prana like nobodies business)
