"Overcome the world" is a verse taken from the Holy Bible's John 16:33 which consequently means to overcome the hardships of life while "Pierce the heavens" is alluded to Isaiah's 64:1 meaning to let heaven know of your cries. Reigetsu's nindo can be interpreted with variety; conquest and prosperity/surpassing one's limits and promoting peace.

You may power scale this to how you like if you want a rather unskilled shinobi or a bit on the genius side, but the other skillsets will need to reflect that as well.
