I'd like to straighten something out quickly. Just because Bravery as a skill doesn't exist in a character doesn't mean they aren't brave. Sakara Kintoki doesn't have Bravery but nobody would argue he isn't brave. The same applies here, just because someone has Bravery stolen from them doesn't mean they suddenly become cowards or lose the ability to be brave. It just means they no longer get the bonuses to melee and resisting mental effects from the skill Bravery, instead Arsene does. And just because Arsene steals a skill that is directly connected to personality doesn't mean he suddenly gains that personality trait that was stolen. Let's just say for hypothetical purposes that Arsene is a massive coward. He isn't, but let's just say he is for the moment. If Arsene were to steal the skill Bravery, he doesn't suddenly just become brave, he just gains the benefits of the skill.

And of course like Reflection has stated, if it really is such a big deal for certain opponents, just make it so I'm not fighting said person. Have me fight someone else. You are the GM in a PVE campaign, you control the encounters ultimately.

How does Imperial Privilege grant Nero Divinity or Eye of the Mind? The answer is it just works because everyone believes it works, Arsene is the greatest thief in the mind of the public so he can steal anything. And there's no Servant that's rendered just completely useless by the sealing of one skill, even if there was than that would mean it's such a powerful skill that it's a gamechanger for it to get stolen, which is the purpose of a Noble Phantasm. A Noble Phantasm is supposed to be powerful. Literally this is Arsene's entire kit, if you take this away from him he has nothing left. Imagine if Excalibur didn't just kill everything immediately or if Kojiro didn't have Tsubame Gaeshi. Sure they're still strong sword people, but that's all they become, they lose the thing that makes them most interesting.

In Arsene's case, he doesn't even have anything that makes him interesting to play aside from being really good at stealing everything. I dunno what to tell you man, Arsene kind of becomes useless in a fight unless he has his Noble Phantasm as it is. If he can't steal other Noble Phantasms and he can't steal skills then what can he steal that's actually meaningful in a fight?

The idea is that he literally steals the idea. It's a Noble Phantasm so I feel it is supposed to be a major game changer, in this case rather than going for the usual instant kill NPs that Assassins have I went for something that changes the course of a battle in a completely different way. In this case, Arsene can steal the skill, as in the enemy no longer owns the skill and instead Arsene has it. Yes it's a fairly powerful NP, but it's also his only NP so I feel like it's a fair trade.

"Normally Assassin would also not be able to steal immaterial possessions with no physical form, however a certain Phantom Thief who steals hearts has popularized the idea enough that Assassin can now steal "ideas". In effect, Assassin can now steal even the idea of something, such as an enemy Servant's skill or other such nonmaterial things."
